Climate Change, Disasters and People on the Move proposes international protection as a solution with three pillars: granting protection against return to the country of origin (non-refoulement); preventing future displacement; and facilitating safe, orderly, and regular migration in the context of disasters and climate change. Dr. Aylin Yildiz Noorda uses the theories of common concern of humankind and community interests to operationalise her proposal, providing a blueprint for future claims.

Policymakers around the world are increasingly concerned about the likely impact of climate change and environmental degradation on the movement of people. This book takes a hard look at the existing evidence available to policymakers in different regions of the world. How much do we really know about the impact of environmental change on migration? In doing this, the book seeks to help decision-makers draw lessons from existing studies and to identify priorities for further research.

Climate change is reshaping patterns of displacement around the world. Extreme weather events destroy homes, environmental degradation threatens the viability of livelihoods, sea level rise and coastal erosion force communities to relocate, and risks to food and resource security magnify the sources of political instability. Climate displacement—the displacement of people driven at least in part by the impacts of climate change—is a pressing moral challenge that is incumbent upon us to address. This book develops a political theory of climate displacement. Most work on climate displacement has tended to take an idealized ‘climate refugee’ as its focus. But focusing on the figure of the climate refugee obscures the complexity and heterogeneity of climate displacement. Instead, this book takes the empirical dynamics of climate displacement as its starting point. It examines the moral and political problems raised by the interaction of climate change and displacement in five domains: community relocation, territorial sovereignty, labour migration, refugee movement, and internal displacement. In each context, climate displacement raises distinct questions, which this book explores on their own terms. At the same time, this book treats climate displacement as a unified phenomenon by examining the overarching questions of responsibility and fairness that it raises. The result is an empirically grounded political theory that both maps the conceptual terrain of climate displacement and charts a course for meeting the moral challenge that it raises.

Academic discussion of climate‐related human mobility has understandably focused on the places where people are especially vulnerable to climate‐related harm: the Global South. Yet, the unique biophysical, legal and socio‐political characteristics of the Nordic region, as well as its roles as both ‘home’ and ‘host’ to climate‐related mobilities, justify its independent attention. Filling this lacuna, this collection is the first to address climate‐related human mobility in the Nordic region. It is a timely and much needed collection, which brings together leading and emerging voices from both academia and practice in a single volume, spanning policy and geographical breadth. This book explores the challenges climate change poses to the endurance of democracy, situating this theme within the context of the decline in global freedom documented since the early 21st century. It discusses how disaster events have historically affected human reasoning and agency and how the climate crisis is likely to influence democratic development in the future. Climate extreme events can provide opportunities for autocratic leaders to curtail rights and freedoms, but they can also create critical junctures where the social and political discourse within society is reshaped and where incumbent regimes are contested. The book illustrates how climate change may generate food insecurity, economic recessions and deepen socioeconomic inequalities. These effects may contribute to democratic backsliding but can also create new conditions for social mobilization. The democratic consequences of climate change are thus not primarily determined by the forces of nature, but by human responses and the social, economic and political conditions of the affected country. In the long-term perspective, however, climate change will have several negative effects on democratic stability. The book concludes that for human freedom and democracy to endure, modern society needs to be brought into balance with nature. This volume will be of great interest to students and scholars of climate governance, environmental politics, energy policy and global development.
