The Committees report examines the actions that will be necessary to adapt to changes in flooding and water availability caused by climate change. There are a number of steps that the Government should take to reduce future flood risk, with a key consideration being the planning of new housing developments to avoid building on flood plains, where possible. Where this is necessary, developments should be designed to be as resilient as possible to flooding, utilising sustainable drainage systems and including areas such as parks in order to contain floodwater. Existing sewer systems will need upgrading and new systems must be built to cope with higher storm flows. Greater attention needs to be paid by the Government to the issue of water shortages due to drier summers, including considering alternative water pricing mechanisms to relate costs more directly to amount used, and ensuring building regulations pay greater attention to water efficiency. Water companies must also do more to reduce water leakages.

This book highlights the likely impacts of climate change in terms of global and national water securities, how different countries are attempting to address these complex problems and to what extent they are likely to succeed. A major global concern at present, especially after the social and economic havoc that has been caused by COVID-19 in only one year, is how we can return to earlier levels of economic development patterns and then further improve the process so that sustainable development goals are reached to the extent possible by 2030, in both developed and developing countries. Mankind is now facing two existential problems over the next several decades. These are climate change and whether the world will have access to enough water to meet all its food, energy, environment and health needs. Much of expected climate change impacts can be seen through the lens of extreme hydrological events, like droughts, floods and other extreme hydrometeorological events. In Asia and the Pacific, climate change is now a well-recognised risk to water security but responses to this risk are either under reported, or continue to be guided by the incremental or business as usual approaches. Water policy still tends to remain too narrow and fragmented, compared to the multi-sectoral and cross-scalar nature of risks to water security. What’s more, current water security debates tend to be framed in discipline specific or academic ways, failing to understand decision making and problem-solving contexts within which policy actors and partitioners have to operate on a daily basis. Much of the efforts to date has focussed on assessing and predicting the risks in the context of increasing levels of uncertainty. There is still limited analysis of emerging practices of risks assessment and mitigation in different contexts in Asia and the Pacific. Going beyond the national scales and focussing on several socio-ecological zones, this book captures stories written by engaged scholars on recent attempts to develop cross-sectoral and cross-scaler solutions to assess and mitigate risks to water security across Asia and the Pacific. Identifying lessons from successes and failures, it highlights management and strategic lessons that water and climate leaders of Asia and the Pacific need to consider. This book showcases reflective and analytical thought pieces written by key actors in the climate and water spaces. Several critical socio-ecological zones are covered – from Pakistan in the west to pacific islands in the east. The chapters clearly identify strategies for improvement based on the analysis of emerging responses to climate risks to water security and gaps in current practices. Since the hydrological cycle is so intricately linked to the climate system, any change in climate impacts the water cycle in terms of change in precipitation patterns, melting of snow and ice, increased evaporation, increased atmospheric water vapor and changes in soil moisture and run off. In 2018, the city of Cape Town faced the prospect of reaching ‘day zero’, that is a combination of natural and human-made factors leading to the complete collapse of its municipal water supply. While the rains eventually fell and a major disaster was averted, the fear of running out of water looms large in the psyche of residents in many cities around the world. Water is a non-substitutable, essential, finite and fugitive resource. It is the lifeblood of human endeavour. Cities, through global processes such as Agenda 2030 and forums such as ICLEI exchange best practices for achieving water security. These forums also are collective social spaces occupied by civil society organizations who share strategies and tactics, and the private sector, who compete for markets and contracts, promoting patent-protected technologies. It is these groups – states, civil societies, private sectors – coming together who determine who gets what water, when, and where. It is the job of academics to understand the how and why, and of (academic-)activists to fight for equity of access and sustainability of use. Evidence drawn from around the world and over time consistently shows that water flows toward money and power. Outcomes are too-often socially inequitable, environmentally unsustainable and economically inefficient. How to shift existing processes toward improved practices is not clear, but positive outcomes do exist. In this collection, we compare and contrast the challenges and opportunities for achieving urban water security with a focus on 11 major world cities: Bangalore, Beijing, Cairo, Cape Town, Chennai, Istanbul, Jakarta, London, Melbourne, Sao Paulo and Tokyo.
