Coalition government among different political parties is the way most European democracies are governed. Traditionally, the study of coalition politics has been focused on Western Europe. Coalition governance in Central Eastern Europe brings the study of the full coalition life-cycle to a region that has undergone tremendous political transformation, but which has not been studied from this perspective. The volume covers Bulgaria, Estonia, the Czech Republic, Latvia, Lithuania, Hungary, Poland, Romania, Slovakia, and Slovenia. It provides information and analyses of the coalition life-cycle, from pre-electoral alliances to coalition formation and portfolio distribution, governing in coalitions, the stages that eventually lead to government termination, and the electoral performance of coalition parties. In Central Eastern Europe, few single-party cabinets form and there have been only a few early elections. The evidence provided shows that coalition partners in the region write formal agreements (coalition agreements) to an extent that is similar to the patterns that we find in Western Europe, but also that they adhere less closely to these contracts. While the research on Western Europe tends to stress that coalition partners emphasize coalition compromise and mutual supervision, there is more evidence of 'ministerial government' by individual ministers and their parties. There are also some systems where coalition governance is heavily dominated by the prime minister. No previous study has covered the full coalition life-cycle in all of the ten countries with as much detail. Systematic information is presented in 10 figures and in more than one hundred tables. Marriages of Inconvenience: The politics of coalitions in South Africa is a research-based volume that collates and interprets lessons that South Africa should take to heart in managing interparty coalitions. It draws from domestic experiences as well as from case studies on the rest of the African continent and generic instances further afield. Coalitions in various iterations have been a part of the South African polity since the attainment of democracy in 1994. This started, nationally, with a 'grand coalition' in the form of a Government of National Unity as mandated in the interim constitution. Coalitions have also found expression in some of the country's provinces. After the transition, multiparty governments were sustained at national and provincial levels either as a matter of necessity due to election outcomes or for other political considerations. At local government level, coalitions have been relatively commonplace in South Africa from the onset of democratically elected municipalities in 2000, with many situations where no single party attained an absolute majority. This gained prominence from 2016 when many metropolitan governments and some large towns became sites of coalition politics.

This book assesses the larger influences that government termination by parliaments has on executive–legislative relations, claiming that the way in which the governments may be challenged or dismissed has far greater impact than previously understood. The core feature of a parliamentary system is not that governments tend to emerge from the legislatures in some way or another, but their political responsibility to this body. While in only some parliamentary systems the government needs formal support of parliament to take office, in all parliamentary systems no government can survive against the will of parliament. The academic literature related to the rules for how governments form is vast. Strikingly, scholars have paid far less time to unpack the core institution of parliamentary systems of government – the confidence relationship and the various no confidence procedures. The chapters explore the institutions by which parliaments hold governments accountable and how they balance elected parliaments and appointed governments in parliamentary systems. Contributions move beyond the standard focus on government formation and instead analyse government termination by parliament evaluating its consequences in a detailed and comprehensive manner. Party System Closure maps trends in interparty relations in Europe from 1848 until 2019. It investigates how the length of democratic experience, the institutionalization of individual parties, the fragmentation of parliaments, and the support for anti-establishment parties, shape the degree of institutionalization of party systems. The analyses presented answer the questions of whether predictability in partisan interactions is necessary for the survival of democratic regimes and whether it improves or undermines the quality of democracy. The developments of party politics at the elite level are contrasted with the dynamics of voting behaviour. The comparisons of distinct historical periods and of macro-regions provide a comprehensive picture of the European history of party competition and cooperation. The empirical overview presented in the book is based on a novel conceptual framework and features party composition data of more than a thousand European governments. Party systems are analysed in terms of poles and blocs, and the degree of closure and of polarization is related to a new party system typology. The book demonstrates that information collected from partisan interactions at the time of government formation can reveal changes that characterise the party system as a whole. The empirical results confirm that the Cold War period (1945-1989) was exceptionally stable, while the post-Berlin-Wall era shows signs of disintegration, although more at the level of voters than at the level of elites. After three decades of democratic politics in Europe (1990-2019), the West and the South are looking increasingly like the East, especially in terms of the level of party de-institutionalization. The West and the South are becoming more polarised than the East, but in terms of parliamentary fragmentation, the party systems of the South and the East are converging, while the West is diverging from the rest with its increasingly high number of parties. As far as our central concept, party system closure, is concerned, thanks to the gradual process of stabilization in the East, and the recent de-institutionalization in the West and South, the regional differences are declining.
