Faced with a steadily worsening economy, the government of the Lao Peoples Democratic Republic took its first steps toward reforming its centrally planned economy in December 1979. The reform process gathered momentum with the introduction of the New Economic Mechanism in 1985, as the authorities began a series of far-reaching policy reforms in virtually all economic areas. This paper provides a much-needed overview of the Lao P.D.R.'s experience with systemic transformation and macroeconomic adjustments in recent years and highlights challenges that the country is likely to face in the coming years.

Laos has the smallest population, the weakest military, and despite rapid economic growth in recent years, one of the lowest levels of per capita income in mainland Southeast Asia. Yet a glance at the map reveals its strategic location, between China and Cambodia and Thailand and Vietnam. As Laos was formerly a crossroads for trade routes, the socialist government of the Lao People’s Democratic Republic seeks to transform the country into a prosperous crossroads at the heart of this rapidly developing region. Historical Dictionary of Laos, Fourth Edition provides an in-depth examination of one of the least-known countries in Southeast Asia through a detailed chronology, comprehensive introduction, and extensive bibliography. The dictionary section has more than 1,000 cross-referenced entries on important personalities, as well as aspects of the country’s politics, economy, foreign relations, religion, and culture. This book will be an excellent resource for students, researchers, and anyone wanting to know more about Laos.

Comparative constitutional law has a long and distinguished history in intellectual thought and in the construction of public law. As political actors and the people who create or modify their constitutional orders, they often wish to learn from the experience and learning of others. This cross-fertilization and mutual interaction has only accelerated with the onset of globalization, which has transformed the world into an interconnected web that facilitates dialogue and linkages across international and regional structures. Oxford Comparative Constitutionalism seeks to publish scholarship of the highest quality in constitutional law that deepens our knowledge of local, national, regional, and global phenomena through the lens of comparative public law. This book examines the presence of ethnic, religious, political, and ideational pluralities in Southeast Asian societies and how their respective constitutions respond to these pluralities. Countries covered in this book are Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Vietnam. The chapters examine: first, the range of pluralist constitutional values and ideas embodied in the constitutions; secondly, the pluralist sources of constitutional norms; thirdly, the design of constitutional structures responding to various pluralities; and fourthly, the construction and interpretation of bills of rights in response to existing pluralities. The 'pluralist constitution' is thus one that recognises internal pluralities within society and makes arrangements to accommodate, rather than eliminate, these pluralities.
