This book provides a systematic analysis of the establishment and decision-making processes concerning the institutional design of the East African Community (EAC) throughout the 1990s and discusses to what extent these were impacted and inspired by other regional organizations from Africa and Europe. Analysing the decision-making processes that led to the set-up of the EAC, the book explores the extent to which they were impacted by several other regional organizations, namely the Organization of African Unity (OAU), the Common Market for Eastern and Southern Africa (COMESA), the Southern African Development Community (SADC), the European Union (EU), and the first EAC. The findings indicate that the relevant east African state and non-state actors adopted substantial aspects from the first EAC, the EU, and the COMESA and adapted them to set up the current EAC. This book demonstrates that the perception of other regional organizations and their institutional design considerably effected the construction of the EAC; here, its own past provided crucial learning objectives, which challenges the notion of mimicry or replica regional organizations of the EU in the Global South. This work will be of particular interest to scholars and students of regional and international organizations, international relations, multilevel governance approaches as well as diffusion literature.

The post-independence integration endeavor of the East African Community has been punctuated with challenges, culminating into the collapse of the 1967-1977 regional organization. The renaissance of the integration agenda since the re-establishment of the regional organization in 1999 has rekindled epistemological debate among scholars and practitioners on the East African Community raison d'etre and integration process. This volume is the first of its kind in this ongoing debate that puts into proper context the nexus between the East African citizens and the integration agenda. Focusing on the Partner States case studies, the authors of the chapters operationalize the concepts of popular participation, eastafricanness, eastafricanization, democratization, and integration. Using political, national constitutions and EAC treaty, communication and awareness dimensions the authors of the chapters have analyzed the nexus between the EACcitizens and the integration process. The study generally proceeds from the premise that the exclusion of the EAC citizens from exercising their sovereign rights through popular participation undermines the prospects for the institutionalization and consolidation of the EAC identity, eastafricanness, eastafricanization, democratization and integration.

This landmark book is the first of its kind to assess the challenges of African region-building and regional integration across all five African sub-regions and more than five decades of experience, considering both political and economic aspects. Leading scholars and practitioners come together to analyze a range of entwined topics, including: the theoretical underpinnings that have informed Africa's regional integration trajectory; the political economy of integration, including the sources of different 'waves' of integration in pan-Africanism and the reaction to neo-liberal economic pressures; the complexities of integration in a context of weak states and the informal regionalization that often occurs in 'borderlands'; the increasing salience of Africa's relationships with rising extra-regional economic powers, including China and India; and comparative lessons from non-African regional blocs, including the EU, ASEAN, and the Southern Common Market. A core argument of this book, running through all chapters, is that region-building must be recognized as a political project as much as if not more than an economic one; successful region-building in Africa will need to include the complex political tasks of strengthening state capacity (including states' capacity as 'developmental states' that can actively engage in economic planning), resolving long-standing conflicts over resources and political dominance, improving democratic governance, and developing trans-national political structures that are legitimate and inclusive.

This report introduces OECD tools and analysis to the East African Community (EAC). It is designed as a baseline diagnostic to explore ways to support investment climate reforms in the EAC and provides a focus on how to improve sustainable outcomes from investment. The report analyses the impact of foreign direct investment (FDI) on selected areas of sustainable development in the EAC. The policy areas comprise the legal framework for investment, including aspects related to protection and non-discrimination of investment, measures to promote and facilitate sustainable investment, the use and design of investment incentives, and the promotion of responsible business conduct. The report provides insights on the preparation of the EAC Investment Strategy, building on the existing EAC Investment Policy.

This book brings together African and European experts from a variety of disciplines to examine the origins and current state of the East African Community (EAC). Over the course of the book, the authors analyse the rich tapestry of intraregional relations in East Africa, the EAC’s similarities with the European Union and the future challenges faced by the organisation. Widely regarded as the most advanced and successful regional integration scheme in Africa, the EAC is an intergovernmental organisation consisting of Burundi, Kenya, Rwanda, Tanzania, and Uganda and, since 2016, South Sudan. It is the oldest among Africa’s regional economic communities, and among the continent’s most promising growth areas, with a long history of integration, punctuated by several false starts and traumas that have profoundly affected its body politics. When initially set up, the EAC model bore a striking resemblance to the process undergone by the European Union. Now, as the EAC continues to establish its own identity, this book argues that whilst Europe’s history may provide useful insights for EAC member states, the EAC experience could in turn also offer lessons for the European Union. Covering key dimensions such as integration, co-operation, development, trade and investments, this book highlights the intricate and complex relationships between East African states, and it will be of interest to researchers working on economic development, international relations, peace and security and African studies.

This book focuses on empirical experiences related to market development, and specifically new markets with structurally different characteristics than mainstream markets. Europe, Brazil, China and the rather robust and complex African experiences are covered to provide a rich multidisciplinary and multi-level analysis of the dynamics of newly emerging markets. Rural Development and the Construction of New Markets analyses newly constructed markets as nested markets. Although they are specific market segments that are nested in the wider commodity markets for food, they have a different nature, different dynamics, a different redistribution of value added, different prices and different relations between producers and consumers. Nested markets embody distinction viz-a-viz the general markets in which they are embedded. A key aspect of nested markets is that these are constructed in and through social struggles, which in turn positions this book in relation to classic and new institutional economic analyses of markets. These markets emerge as steadily growing parts of the farmer populations are dedicating their time, energy and resources to the design and production of new goods and services that differ from conventional agricultural outputs. The speed and intensity with which this is taking place, and the products and services involved, vary considerably across the world. In large parts of the South, notably Africa, farmers are ‘structurally’ combining farming with other activities. By contrast, in Europe and large parts of Latin America farmers have taken steps to generate new products and services which exist alongside ongoing agricultural production. This book not only discusses the economic rationales and dynamics for these markets, but also their likely futures and the threats and opportunities they face.

This book investigates the history, political economy and spatiality of Chinese railway projects in Africa.
