This book articulates a cosmopolitan theory of the principles which ought to regulate belligerents' conduct in the aftermath of war. Throughout, it relies on the fundamental principle that all human beings, wherever they reside, have rights to the freedoms and resources which they need to lead a flourishing life, and that national and political borders are largely irrelevant to the conferral of those rights. With that principle in hand, the book provides a normative defence of restitutive and reparative justice, the punishment of war criminals, the resort to transitional foreign administration as a means to govern war-torn territories, and the deployment of peacekeeping and occupation forces. It also outlines various reconciliatory and commemorative practices which might facilitate the emergence of trust amongst enemies and thereby improve prospects for peace.

Since the two Hague (Netherlands) multilateral peace conferences of 1899 and 1907, the fundamental issue of world peace and its long-term realization has engaged scholars, diplomats, statesmen, and students of international relations. This book presents a new endeavor in this direction through a collection of papers selected from the recent conferences of the Canadian Peace Research Association and independent scholars. Descriptive, analytical, constructive and balanced ideas and solutions in this text represent alternatives for the global community to be collectively secure and peaceful. This volume examines world peace in its foundational, descriptive, conceptual, and prescriptive aspects, and as a social and human concept in positive and negative contexts, including: the nonviolent perspective of peace; women theorists on peace and war; empowerment of women as peacemakers; and, peace research and education under siege. On violence and war, the topics included are the theory of violence, the new faces of war, including military robots, electromagnetic and information weapons, the cyber warfare and the militarization of neuroscience. In the area of case studies, Iran and nuclear deterrence, the Baha’i faith and Iran; the Western Sahara, Sudan and South Sudan, and the challenges of a Palestinian Nation are analysed. In addition, there is focus on the need to establish a Department of Peace in Canada and an attempt to seek establishment of world peace through direct democracy. This book will advance an understanding of the historic struggle and failures, as well as the accomplishments and shortcomings for peaceful change and a just world order. It will be of direct interest to students of political science, diplomacy, history, social science, international law, human rights, and other cognate disciplines.

The interplay between peace and justice plays an important role in any contemporary conflict. Peace can be described in a variety ways, as being 'negative' or 'positive', 'liberal' or 'democratic'. But what is it that makes a peace just? This book draws together leading scholars to study this concept of a 'just peace', analysing different elements of the transition from conflict to peace. The volume covers six core themes: conceptual approaches towards just peace, macro-principles, the nexus to security and stability, protection of persons and public goods, rule of law, and economic reform and accountability. Contributions engage with understudied issues, such as the pros and cons of robust UN mandates, the link between environmental protection and indigenous peoples, the treatment of illegal settlements, the feasibility of vetting practices, and the protection of labour rights in post-conflict economies. Overall, the book puts forward a case that just peace requires not only negotiation, agreement, and compromise, but contextual understandings of law, multiple dimensions of justice, and strategies of prevention. A Future without Borders (FWB) offers an explanation of why the recent, but by now distant, movements of the “Occupy Wall Street” activists have repeated themselves across the globe. The book demonstrates some of the processes inherent to an adapting cosmopolitanism (a call for civility, a call for Justice, a call for a collective responsibility or accountability) that is not individualistic in nature. Until recently, the statal/national problems understood as politico-economic failures were conceived as isolated problems, failures of statal institutions that are particular to certain countries. FWB contests the Westphalian logic that explains these circumstances, as national failures and argues instead that the conditions be assessed as extensions of the global economic and ideological failures that they surely are. Why is there so much attention on Kant's global politics in present day law and philosophy? This book highlights the potential fruitfulness of Kant's cosmopolitan thought for understanding the complexities of the contemporary political world. It adopts a double methodological strategy by reconstructing a genealogical conceptual journey showing the development of international law, as well as introducing an interpretation of cosmopolitanism centred on Kant's theory of a metaphysics of freedom. The result is a novel focus on Kant's notion of the world republic. The hypothesis here defended is that the world republic stands as a way of thinking about international politics where the possibility of progression towards peace results from its use as a regulative idea.

Cosmopolitan Political Thought asks the question of what it might mean for the very practices of political theorizing to be cosmopolitan. It suggests that such a vision of political theory is intimately linked to methodological questions about what is commonly called comparative political theory--namely, the turn beyond ideas and modes of inquiry determined by traditional Western scholarship. It is therefore an argument for applying the idea of cosmopolitanism--understood in a particular way--to the discipline of political theory itself. As Farah Godrej argues, there are four crucial components of this cosmopolitan intervention: the texts under analysis, the methods for interpreting non-Western texts and ideas, the application of these ideas across geographical and cultural boundaries, and the deconstruction of Eurocentrism. In order to be genuinely cosmopolitan, Godrej states, political theorists must reflect on their perspectives inside and outside various traditions and immerse themselves in foreign ideas, languages, histories, and cultures--ultimately relocating themselves within their disciplinary homes. The result will be a serious challenge to accepted solutions to political life.

In this new book, Ulrich Beck develops his now widely used concepts of second modernity, risk society and reflexive sociology into a radical new sociological analysis of the cosmopolitan implications of globalization. Beck draws extensively on empirical and theoretical analyses of such phenomena as migration, war and terror, as well as a range of literary and historical works, to weave a rich discursive web in which analytical, critical and methodological themes intertwine effortlessly. Contrasting a ‘cosmopolitan vision’ or ‘outlook’ sharpened by awareness of the transformative and transgressive impacts of globalization with the ‘national outlook’ neurotically fixated on the familiar reference points of a world of nations-states-borders, sovereignty, exclusive identities-Beck shows how even opponents of globalization and cosmopolitanism are trapped by the logic of reflexive modernization into promoting the very processes they are opposing. A persistent theme running through the book is the attempt to recover an authentically European tradition of cosmopolitan openness to otherness and tolerance of difference. What Europe needs, Beck argues, is the courage to unite forms of life which have grown out of language, skin colour, nationality or religion with awareness that, in a radically insecure world, all are equal and everyone is different.

Cosmopolitanism has resurfaced as a prominent perspective within philosophy and the social sciences. Its critics, though, suggest that contemporary cosmopolitanism is abstract and ultimately meaningless, or that it is the globalized expression of a very European, and modern, ideal. This book aims to develop a new cosmopolitanism: one that is critical, inclusive, and relevant for the twenty-first century. The first section considers why we should behave as cosmopolitans at all; why do we owe some concept of justice to those who are suffering some form of injustice around the world? The book then moves beyond normative debates, using empirical studies on practical concerns to explore the ways in which we can break with traditional structures, practices, and power inequalities that have been based on disregard and subordination. Extending the scope of cosmopolitanism to incorporate issues such as gender, asylum and identity, to draw on non-Western as well as Western influences, the book re-conceptualizes terms like democracy, refuge and representation, in order to develop more inclusive and cosmopolitan understandings of them.
