The fifth Small Wars Journal—El Centro anthology spans online journal and blog writings for all of 2015 with a thematic focus on narcoterrorism and impunity in the Americas. This anthology is composed of an About SWJ and Foundation section; a memoriam to our friend and colleague, George W. Grayson; an acronym listing; a foreword; an introduction; twenty-eight chapters; a postscript; anthology notes; and notes on its twenty-three academic, governmental, and professional contributors.

In this succinct text, Jonathan D. Rosen and Hanna Samir Kassab explore the linkage between weak institutions and government policies designed to combat drug trafficking, organized crime, and violence in Latin America. Using quantitative analysis to examine criminal violence and publicly available survey data from the Latin American Public Opinion Project (LAPOP) to conduct regression analysis, individual case studies on Colombia, Mexico, El Salvador, and Nicaragua highlight the major challenges that governments face and how they have responded to various security issues. Rosen and Kassab later turn their attention to the role of external criminal actors in the region and offer policy recommendations and lessons learned. Questions explored include: What are the major trends in organized crime in this country? How has organized crime evolved over time? Who are the major criminal actors? How has state fragility contributed to organized crime and violence (and vice versa)? What has been the government’s response to drug trafficking and organized crime? Have such policies contributed to violence? The 4th Small Wars JournalEl Centro anthology comes at a pivotal time, roughly a third of the way through the term, for the Enrique Pea Nieto administration in Mexico. The mass kidnapping and execution of 43 rural student teachers in Iguala, Guerrero in late September 2014 has only served to further highlight the corruptive effects of organized crime on the public institutions in that country. In addition, many other states in Latin America are now suffering at the hands of criminal insurgents who are threatening their citizens and challenging their sovereign rights. The post-Cold War world has seen the emergence of new kinds of security threats. Whilst traditionally security threats were perceived of in terms of military threats against a state, non-traditional security threats are those that pose a threat to various internal competencies of the state and its identity both home and abroad. The European Union and the United States have identified Latin American cocaine trafficking as a security threat, but their policy responses to it have differed. This book examines the ways in which the EU and the US have conceptualized this threat. Furthermore, it explores the impact of cocaine trafficking on four state functions - economic, political, public order and diplomatic - in order to explain why it has become 'securitized'. Appealing to a variety of university courses, this book is especially relevant to security studies and European and US policy analysis, as well as criminology and sociology.
