The 4th Small Wars JournalEl Centro anthology comes at a pivotal time, roughly a third of the way through the term, for the Enrique Pea Nieto administration in Mexico. The mass kidnapping and execution of 43 rural student teachers in Iguala, Guerrero in late September 2014 has only served to further highlight the corruptive effects of organized crime on the public institutions in that country. In addition, many other states in Latin America are now suffering at the hands of criminal insurgents who are threatening their citizens and challenging their sovereign rights. In recent years, the south-western border of the United States has come under increasing pressure from the activities of Mexican narco-insurgents. These insurgents have developed rapidly from beginnings as nebulous gangs into networked cartels that have exposed the porosity of the border. These cartels declare no allegiance to any nation and are engaging in asymmetrical warfare against sovereign states throughout Mexico and in Central America. Within such states, de facto political control is shifting to the cartels in the ‘areas of impunity’ that have emerged. This book addresses these concerns and focuses on the criminal insurgencies being waged by the gangs and cartels. It is divided into sections on theory, Mexico, and the Americas and contains a number of introductory essays pertaining to this premier security threat to the United States and her allies in the region. Topics covered include criminal and spiritual insurgency, cartel weapons, corruption, feral cities, Los Zetas, politicized gangs, and threat analysis in Central America. This book will be a valuable resource to scholars in the fields of regional security, criminal justice and American Studies. It will be of great benefit to military and civil policymakers and practitioners in the areas of law enforcement and counternarcotics. In sum, this anthology represents some of the best and brightest scholars of today who are writing on the evolving security environment in Mexico and the implications this may hold for the United States. This handbook comprises essays by leading scholars and practitioners on the topic of U.S. counterterrorism and irregular warfare campaigns and operations around the globe. Terrorist groups have evolved substantially since 9/11, with the Islamic State often described as a pseudo-state, a terrorist group, and insurgency all at the same time. While researchers', analysts', and policymakers’ understanding of terrorism has grown immensely over the past two decades, similar advancements in the understanding of counterterrorism lag. As such, this handbook explains why it is necessary to take a broader view of counterterrorism which can, and often does, include irregular warfare. The volume is divided into three thematic sections: Part I examines modern terrorism in the Islamic world and gives an overview of the major terrorist groups from the past three decades; Part II provides a wide variety of case studies of counterterrorism and irregular warfare operations, spanning from the 1980s to the irregular warfare campaign against the Islamic State in northern Syria in 2018; Part III examines the government instruments used to combat terrorism and wage irregular warfare, such as drones, Theater Special Operations Commands, and Theater Commands. This volume examines the relationship between states and organized crime. It seeks to add to the theoretical literature for analyzing the criminalization of the state. The volume also explores the nature of organized crime in countries throughout the Americas from Central America to the Southern Cone.

This book provides a historical study of the theory and praxis of modern insurgencies and counterinsurgencies (COIN). Modern Insurgencies and Counterinsurgencies: A Global History shows that the insurgents can wage a variety of conflicts: at times conventional war which lies at the high end of their spectrum, and terrorism which is located at the lowest end of their scale. When insurgencies reach a certain critical threshold, the insurgents shift their strategy from guerrilla (irregular) war to conventional (regular) war, and at that point the level of conflict escalates to the level of civil war. When the insurgents face intense state repression, they revert to terrorist activities. When the insurgents wage guerrilla war, they can be called guerrillas. The variety of wars conducted by the insurgents is termed as unconventional war. This volume demonstrates that the insurgents in the modern world had been motivated by a trinity: greed, grievances and ideology. Kaushik Roy traces the origin of modern insurgencies and COIN from the sixteenth century by focusing on regions outside Western Eurasia. He also touches on the twin interrelated phenomena of modern insurgencies and COIN metastasising into something new at the beginning of the Information Revolution at the end of the twentieth century. This volume will be of interest to researchers and research students of history, British Empire, imperial studies, Asian studies, security studies, strategic studies, and war and conflict studies.

Mexico's "democratic transition" has created a competitive electoral system and a formally plural state. Besides, a peculiar wave of insurgency, started in 1994, has challenged the alleged moderating effect of democratic transition. This book argues that socioeconomic inequality is the main factor behind this combination of democratic and undemocratic trends.
