Global terrorism is a double-edged threat to democracies. Physically, because of the number of people killed and wounded, structurally, because it threatens social peace and over-reaction tends to undermine our basic values. The authors of the chapters in this book are multinational and interdisciplinary. Their papers were presented for discussion at the Advanced Research Workshop (ARW) held in Skopje (FYROM) 11-14th April 2018 on “Defence Against Terrorism, Enhancing Resilience of Democratic Institutions and Rule of Law”, organized within the NATO Science for Peace and Security Programme. Results can be summarised as follows. Counter-terrorist strategy must aim to achieve less, not more, terrorism. The countries with best results are the ones that cultivate human intelligence, confidence between security services and the local population, together with a tradition of effective respect of the Rule of Law. Militarization of internal security, and intelligence systems mainly based on databases (“big data”) and artificial intelligence, though popular, are showing serious limits. More effective democracy, not less, is the key to the resilience of our societies against the “new threats”, particularly for confronting the criminal violence of terror. In discussion, some core necessities were identified: to recognize that it is the method used, not the aims, that define criminal organisations as terrorist; that there is a structural link with organized crime for financing and operative support, and that corruption facilitates and protects any illegal activity; social capital must be developed as a fundamental basic tool for enhancing resilience. This book aims to help analyse the networks and contexts that feed terrorism. It provides anyone confronted with security issues an understanding of the negative as well as the positive aspects of specific counter-measures.

In this paper, Michael Schmitt explores the legality of the attacks against Al Qaeda and the Taliban under the "jus ad bellum," that component of international law that governs when a State may resort to force as an instrument of national policy. Although States have conducted military counterterrorist operations in the past, the scale and scope of Operation Enduring Freedom may signal a sea change in strategies to defend against terrorism. This paper explores the normative limit on counterterrorist operations. Specifically, under what circumstances can a victim State react forcibly to an act of terrorism? Against whom? When? With what degree of severity? And for how long? The author contends that the attacks against Al Qaeda were legitimate exercises of the rights of individual and collective defense. They were necessary and proportional, and once the Taliban refused to comply with U.S. and United Nations demands to turn over the terrorists located in Afghanistan, it was legally appropriate for coalition forces to enter the country for the purpose of ending the ongoing Al Qaeda terrorist campaign. However, the attacks on the Taliban were less well grounded in traditional understandings of international law. Although the Taliban were clearly in violation of their legal obligation not to allow their territory to be used as a terrorist sanctuary, the author suggests that the degree and nature of the relationship between the Taliban and Al Qaeda may not have been such that the September 11 attacks could be attributed to the Taliban, thereby disallowing strikes against them in self-defense under traditional understandings of international law. Were the attacks, therefore, illegal? Not necessarily. Over the past half-century the international community's understanding of the international law governing the use of force by States has been continuously evolving. The author presents criteria likely to drive future assessments of the legality of counterterrorist operatio7.

Incidents of piracy doubled in number from 2008 to 2009, highlighting the need for stronger measures to combat the problem. At the same time, the threat from terrorist actions in the maritime environment also represents an increasingly worrying trend. This book presents the proceedings of the NATO Centre of Excellence u Defence Against Terrorism (COE-DAT) Advanced Research Workshop, entitled aeMaritime Security and Defence Against TerrorismAE, held in Ankara, Turkey, in November 2010. The workshop consisted of four sessions: threats in the maritime environment; vulnerabilities and sensitivities of maritime security; combating the threats to maritime security and maritime terrorism; and lastly, Turkey's contribution to global maritime security. Each of the presentations was followed by a debate, with the 10 experts from five countries joining the group of international participants to discuss the issues raised together; the aim of the workshop being to facilitate awareness of the issues in NATO and affiliated countries.Representing a significant contribution to finding the way forward in maritime security, this book will be of interest to all those whose work involves them in countering piracy and the terrorist threat in the maritime environment.

Terrorism is not a new phenomenon, but almost all communities, regardless of ethnicity, religion, social status or location, are now increasingly facing the challenge of terrorist threat. What makes a terrorist organization attractive to some citizens? A better understanding of the reasons why individuals choose to join terror groups may well enhance efforts to disrupt the recruitment process of terrorist organizations and thereby support current and future counter-terrorism initiatives. This book presents the proceedings of the NATO Advanced Research Workshop, 'Countering Terrorist Recruitment in the Context of Armed Counter-Terrorism Operations', held in Antalya, Turkey, in May 2015. The goal of the workshop was to share existing ideas and develop new ones to tackle terrorist recruitment. The book contains 18 articles covering topics which include: the role of NATO and other international entities in counter-terrorism; understanding recruitment methods and socialization techniques of terror networks by comparing them to gangs; social media in terrorist recruitment; drug money links with terrorist financing; and counter-terrorism and human rights. The book will be of interest to all those involved in developing, planning and executing prevention programs and policies in relation to both armed and non-armed counter-terrorism operations.

The purpose of NATO: From Regional to Global Security Provider is to provide a comprehensive analysis of the Alliance’s new vision (the new Strategic Concept) and common security impact – associated tasks to be undertaken within a short and longer term time horizon. The book serves as a relevant and timely study of the most pressing issues facing NATO today – including recent lessons gained. It provides recommendations for consideration and further discussion (i.e., the “what” and the “how” regarding future policy options for the North Atlantic Alliance). The intended audience includes international security policy-makers, government officials, elected leaders, academics, interested professionals, civil society and members of the public. Specifically, the book focuses on six topic areas. Part I, the Introduction, relates to conceptual and organizational changes, membership expansion and enlargement. Part II consists of emerging security challenges, including terrorism, piracy, homeland threats, cyber defense and information warfare, energy security, non-proliferation and countering WMD. Part III incorporates national and regional challenges such as the Balkans, Iraq, Afghanistan/Pakistan, the Horn of Africa, North Africa and the Middle East. Part IV deals with military and non-military assets. It integrates capability development, burden sharing, common funding, ballistic missile defenses and the phased adaptive approach, non-strategic nuclear weapons, and a broad-based comprehensive approach to security. Formal and informal linkages with the EU, OSCE, and the UN are also essential features of such a cooperative activity. Additionally, the expanding participation of civil society and growing involvement of new key NATO interlocutors (e.g., NGOs, academics) have created new international partnering opportunities as a means of bolstering global security through innovative public-private partnerships. This volume studies the links among the concepts of globalization, security, and the authority of the nation state, drawing attention to why and how these three concepts are interrelated and why they should be studied together. Contributors explore the connections between security and global transformations, and the corresponding or resulting changes in state structures that emerge. Probing and extending existing paradigms, the book offers three regional cases studies: the periphery states of the Middle East and North Africa, the second world states of the Russian Federation, and the core states of the European Union. It concludes with three chapters that synthesize the above themes to identify corresponding changes in the patterns of international politics.
