Although "democracy promotion" has become a popular term for policy makers and scholars, democratization is rarely a smooth or linear transition. While some countries quickly democratize, others lag behind despite a long period of democracy promotion activities. Furthermore, while democracy promotion itself has been widely studied, there is a paucity of literature available assessing the outcome or the impact of democracy promotion. This book investigates democracy promotion by the European Union and the United States of America, and seeks to uncover why intensive democracy promotion has resulted in limited democratic progress. Exploring case studies of Armenia, Azerbaijan, and Georgia, this book examines the conditions in which democracy promotion is more likely to result in democratic transformation. In addition, it introduces the concept of the "democracy blocker," a powerful authoritarian regional actor that is capable of blocking democratization in other countries. This book examines Western efforts at democracy promotion, reactions by illiberal challengers and regional powers, and political and societal conditions in target states. It is argued that Western powers are not unequivocally committed to the promotion of democracy and human rights, while non-democratic regional powers cannot simply be described as "autocracy supporters". This volume examines in detail the challenges by three illiberal regional powers — China, Russia and Saudi Arabia — to Western (US and EU) efforts at democracy promotion. The contributions specifically analyze their actions in Ethiopia and Angola in the case of China, Georgia and Ukraine in the case of Russia, and Tunisia in the case of Saudi Arabia. Democratic powers such as the US or the EU usually prefer stability over human rights and democracy. If democratic movements threaten stability in a region, neither the US nor the EU supports them. As to illiberal powers, they are generally not that different from their democratic counterparts. They also prefer stability over turmoil. Neither Russia nor China nor Saudi Arabia explicitly promote autocracy. Instead, they seek to suppress democratic movements in their periphery the minute these groups threaten their security interests or are perceived to endanger their regime survival. The approaches of EU institutions and the US to democracy assistance often vary quite significantly as both actors choose different means and tactics. The nuances in the understandings of democracy on the part of the EU and the US lead to their promotion of models of democratic governance that are often quite divergent and, in some respects, clashing. This book examines the sources of this divergence and by focusing on the role of the actors’ "democratic identity" it aims to explain the observation that both actors use divergent strategies and instruments to foster democratic governance in third countries. Taking a constructivist view, it demonstrates that the history, expectations and experiences with democracy of each actor significantly inform their respective definition of democracy and thus the model of democracy they promote abroad. Why are small states statistically more likely to have a democratic political system? By addressing this question from a qualitative and comparative methodological angle, this book analyses the effects of a small population size on political competition and participation. By comparing the four microstates of San Marino (Europe), St. Kitts and Nevis (Caribbean), Seychelles (Africa), and Palau (Oceania), it provides fresh and stimulating insight, concluding that the political dynamics of microstates are not as democratic as commonly believed. Instead, it is found in all four cases that smallness results in personalistic politics, dominance of the political executive, patron-client relations between citizens and politicians, and the circumvention of formal political institutions. In addition, the book suggests that the study of formal institutions provides an incomplete image of microstate democracy and that informal characteristics of politics in microstates also need to be explored in order to better explain the influence of smallness on democracy. Following the collapse of the Soviet Union, newly formed transitional regimes took up the challenging task of democratization. Democracy promotion in some cases produced unintended consequences. A retrospective evaluation of the Georgian case shows that democracy emerged in Georgia partly as a result of competition between the West and Russia. This important book explores the conditions under which external pressures can lead to democracy and argues that competition between great powers incentivizes the emergence of policy compromises between local and external actors.

New democracies are uniquely positioned to promote democratic values and have a competitive advantage in the global democracy assistance industry. This book examines the attempts of one group of young democracies, from Central and Eastern Europe (CEE), to channel this pro-democracy agenda into both national and European foreign policy and development support. In recent decades, the regions of Russia have taken different paths of regime transition. Despite the consolidation of an autocratic regime at national level and the centralization steered by Vladimir Putin’s government, the variation across sub-national regimes persists. Using an innovative theoretical framework, this book explores both causes and consequences of democratization in the regions of Russia.
