Transitional justice and diaspora studies are interdisciplinary and expanding fields of study. Finding the right combination of mechanisms to forward transitional justice in post-conflict societies is an ongoing challenge for states and affected populations. Diasporas, as non-state actors with increased agency in homelands, host-lands, and other global locations, engage with their past from a distance, but their actions are little understood. Diaspora Mobilizations for Transitional Justice develops a novel framework to demonstrate how diasporas connect with local actors in transitional justice processes through a variety of mechanisms and their underlying analytical rationales—emotional, cognitive, symbolic/value-based, strategic, and networks-based. Mechanisms featured here are: thin sympathetic response and chosen trauma, fear and hope, contact and framing, cooperation and coalition-building, brokerage, patronage, and connective action, among others. The contributors discuss the role of diasporas in truth commissions, memorialization, recognition of genocides and other human rights atrocities, as well as their abilities to affect transitional justice from afar by holding particular attitudes, or upon return temporarily or for good. This book sheds light on how diasporas’ contextual embeddedness shapes their mobilization strategies, and features empirical evidence from Europe, United States and Canada, as well as from conflict and postconflict polities in the Balkans, Middle East, Eurasia and Latin America. This book offers an analysis of a prospective transitional justice process in Syria. As the Syrian conflict enters into its tenth year, this book asks how the sustained human rights violations and war crimes could possibly be addressed in a post-conflict setting, particularly in the context of the widespread displacement crisis. Despite a recent movement in scholarship toward bottom-up peacebuilding approaches and participatory transitional justice models, the transitional justice and local peacebuilding nexus remains under-theorized, particularly as it relates to the engagement of displaced populations. This book seeks to address this gap through the conceptualization of a locally driven transitional justice process for Syria that is founded on the integration of refugees and displaced populations. Through offering a series of policy recommendations on how to implement such a process, it aims to make a contribution to building a bridge of exchange between the policy/practitioner world and the academy in this area of study.

This book explores the practical and theoretical opportunities as well as the challenges raised by the expansion of transitional justice into new and ‘aparadigmatic’ cases. The book defines transitional justice as the pursuit of accountability, recognition and/or disruption and applies an actor-centric analysis focusing on justice actors’ intentions of and responses to transitional justice. It offers a typology of different transitional justice contexts ranging from societies experiencing ongoing conflict to consolidated democracies, and includes chapters from all types of aparadigmatic contexts. This covers transitional justice in states with contested political authority, shared political authority, and consolidated political authority. There is a memorable line by ancient Greek poet Archilochus: 'The fox knows many things, but the hedgehog knows one big thing.' Drawing on this metaphor made popular by Isaiah Berlin, this book sets out to 'think like a fox' about transitional justice in an intellectual environment largely dominated by hedgehogs. Critical of the unitary 'hedgehog-like' vision underlying mainstream discourse, this book proposes a pluralist reading of the field. It asks: What would it mean for transitional justice to constructively deal with conflicts of values and interests in societies grappling with a violent past? And what would it imply to make meaningful room for diversity, to see 'the many' rather than just 'the one'?

Why do conflict-generated diasporas mobilize in contentious and non-contentious ways or use mixed strategies? This book develops a theory of socio-spatial positionality and its implications for the individual agency of diaspora entrepreneurs. A novel typology features four types of diaspora entrepreneurs—Broker, Local, Distant, and Reserved—depending on the relative strength of their socio-spatial linkages to host-land, original homeland, and other global locations. A two-level typological theory captures nine causal pathways unravelling how diaspora entrepreneurs operate in transnational social fields and interact with host-land foreign policies, homeland governments, parties, non-state actors, critical events, and limited global influences. Non-contention often occurs when diaspora entrepreneurs act autonomously and when host-state foreign policies converge with their goals. Dual-pronged contention is common under the influence of homeland governments, non-state actors, and political parties. The most contention occurs in response to violent events in the original homeland or adjacent to it fragile states. The book is informed by 300 interviews among the Albanian, Armenian, and Palestinian diasporas connected to de facto states, Kosovo, Nagorno-Karabakh, and Palestine respectively. Interviews were conducted in the UK, Germany, France, Netherlands, Sweden, Switzerland, Brussels in Belgium, as well as Kosovo and Armenia in the European neighbourhood.

This book looks at Salafi influencers and foreign fighters in the Balkans to examine how the origins and dynamics of radical milieus are related to the legacy of the Bosnian War and the Kosovo War. The work seeks to understand if and in what ways these wars influenced the consolidation of radical milieus and whether they impacted the recruitment of foreign fighters. In doing so, the book traces the path of more than 400 individuals that either traveled to Syria or were involved in recruitment locally. Employing a qualitative methodological approach, the book argues that radical influencers are likely to be more evident in postwar societies due to state and societal fragility, which create more power for social actors and constrain efforts to counter extremism. Through the activism of social actors emerging from wars, preceding conflicts resonate through society across different locations and particular postwar radical milieus do not need to be only in the place where war atrocities happened. Thus, radical milieus can spread to various locations including countries hosting postwar diaspora communities. This book will be of much interest to students of radicalisation, terrorism and political violence, Balkan politics, Middle Eastern politics, and IR in general.

This edited book explores the development and reconfiguration of Middle Eastern diasporic communities in the West in the context of increased political turmoil, civil war, new authoritarianism, and severe constraints on media in the Middle East. Taking an interdisciplinary approach, incorporating political and intercultural communication, the contributors investigate the rationale for diasporic politics, as well as the role of the transnational media in shaping diasporic political mobilization.
