This report provides the latest evidence on the scale and impacts of disaster displacement in Asia and the Pacific and outlines durable solutions for prevention, response, and recovery. Globally, Asia and the Pacific is the region most affected by disaster displacement. Each year, the lives of millions of people are disrupted by disasters and the scale of displacement is increasing. This report—jointly produced by ADB and the Internal Displacement Monitoring Center—aims to inform policy measures and practical actions to prevent, reduce, and better manage displacement risks. Among the solutions identified are opportunities to bolster community resilience and the explicit inclusion of displacement in urban planning, risk governance, and social protection.

This book examines how states in eight countries across Asia and the Pacific address internal displacement in the context of disasters and climate change. The Asia and the Pacific region accounts for the majority of global disaster-related displacement, but the experience of the millions of individuals displaced differs according to gender, age, ethnicity, (dis)ability, caste, and so forth and is dependent on the legal, administrative, social, and economic structures and processes in place to support them. This book adopts a human rights-based approach, investigating the role of law and policy in preventing displacement, protecting people who are displaced, and engendering durable solutions across cases drawn from Thailand, Cambodia, Indonesia, the Philippines, Nepal, Bangladesh, Vanuatu, and the Solomon Islands. The specific cases in the book also reflect critically on the term ‘displacement’ and the wider normative framework within which this phenomenon is conceptualised and addressed. The book will be of interest to students, researchers, and practitioners working at the intersection of human rights, human mobility, development, disaster risk reduction and management, and climate change adaptation.

This volume presents a comprehensive survey of the dynamics of conflict and climate induced forced displacement and organisational response across Asia and the Pacific. The Asia Pacific region hosts some of the largest numbers of displaced people on the planet, with some of the fewest protections available and sparse frameworks for advancing rights, livelihood, and policy. The region maintains the lowest number of signatory states to international refugee protection covenants, and the majority of national protection and support systems are ad hoc, precarious, and unpredictable. Civil society has very often filled in the gaps but, with the rise of nationalist rhetoric, civil society space has been shrinking. The Economic Outlook for Southeast Asia, China and India is a regular publication on regional economic growth and development in Emerging Asia – Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Viet Nam, as well as China and India. It comprises three parts: a regional economic monitor, a thematic chapter addressing a major issue facing the region, and a series of country notes.

Community Responses to Disasters in the Pacific Rim presents different aspects of place-making in displacement in the Pacific Rim region. It focuses focus on how people respond and readjust to changes and captures the long-term community development outcomes and the critical moments that facilitate this development. Interdisciplinary and using diverse research approaches, the book includes contributions by authors from a variety of disciplines across disaster research, sociology, urban planning, architecture, anthropology, earth science, and education. Mixed methods are adopted to carry out the research projects that ground this volume, including qualitative research for social scientific research, ethnographic methods and more importantly, Participatory Action Research (PAR) is also included by authors who have a background in design professions and a few indigenous scholars who are themselves survivors of disasters. Displacements in the Asia Pacific region are escalating. The region has for decades experienced more than half of the world’s natural disasters and, in recent years, a disproportionately high share of extreme weather-related disasters, which displaced 19 million people in 2013 alone. This volume offers an innovative and thought-provoking Asia-Pacific perspective on an intensifying global problem: the forced displacement of people from their land, homes, and livelihoods due to development, disasters and environmental change. Homelessness to Hope: Research, Policy and Practices on Global Perspectives brings together stories, observations and critical appraisals that have emerged out of the interdisciplinary studies spanning across the global North and South. Since 2000, IOM has been producing its flagship world migration reports every two years. The World Migration Report 2024, the twelfth in the world migration report series, has been produced to contribute to increased understanding of migration and mobility throughout the world. The last two years saw major migration and displacement events that have caused great hardship and trauma, as well as loss of life. In addition to the conflicts in Ukraine and Gaza, millions of people have been displaced due to other conflicts, such as within and/or from the Syrian Arab Republic, Yemen, the Central African Republic, the Democratic Republic of the Congo, the Sudan, Ethiopia and Myanmar. There have also been large scale displacements triggered by climate- and weather-related disasters in many parts of the world in 2022 and 2023, including in Pakistan, the Philippines, China, India, Bangladesh, Brazil and Colombia. Further, in February 2023, south-east Türkiye and northern Syrian Arab Republic experienced powerful earthquakes, resulting in more than 50,000 deaths. By March, an estimated 2.7 million people had been displaced in Türkiye and many had been left homeless in the Syrian Arab Republic. This new edition presents key data and information on migration as well as thematic chapters on highly topical migration issues and is structured to focus on two key contributions for readers. Part I includes key information on migration and migrants (including migration-related statistics); and part II includes balanced, evidence-based analysis of complex and emerging migration issues.
