No government jurisdiction in Canada has so radically transformed its public policies over the past decades as Ontario, and yet the province has also maintained a striking degree of political stability in its party system. Since the 1990s, neoliberalism has been the point of reference in constructing policy agendas for all of Ontario's political parties. It has guided the strategy for governance of the dominant Liberal Party since 2003, even as it divides the province between workers and employers, north and south, rural and urban, and racialized minorities and the majority population. With a focus on the governments of Mike Harris, Dalton McGuinty, and Kathleen Wynne, Divided Province brings together leading researchers to dissect the province's public policies since the 1990s. Presenting original, state-of-the-art research, the book demonstrates that, although the Conservative government of Mike Harris implemented the sharpest and most profound shift towards the establishment of a neoliberal regime in the province, the subsequent Liberal governments consolidated that neoliberal turn. The essays in this volume explore the consequences of this ideological turn across a spectrum of policies, including health, education, poverty, energy, employment, manufacturing, and how it has impacted workers, women, First Nations, and other distinct communities. The first book to offer a comprehensive critical account of neoliberalism in Ontario, Divided Province overturns conventional readings of the province's politics and suggests that building a more democratic and egalitarian alternative to the current orthodoxy requires nothing less than a radical rupture from existing policies and political alliances. Without such a decisive break, political space may well open up again for the populist right.

This book examines US subnational engagement in foreign relations, or paradiplomacy, with China and Taiwan from 1949 to 2020. As an alternative diplomatic history of the United States’ relations with divided China, it offers an in-depth chronological and thematic discussion of state and local communities’ responses to the China-Taiwan sovereignty conflict and their impact on US diplomacy. The book explains why paradiplomacy matters not only in the ‘low politics’ of economic and cultural cooperation, but also in the ‘high politics’ of diplomatic recognition. Presenting case studies of US states and cities developing policies towards divided China that paralleled, clashed or aligned with those pursued by federal agencies, it also identifies Chinese and Taiwanese objectives and strategies deployed when competing for US subnational ties. Conceptually, the book builds upon Constructivism, redefining paradiplomacy as an institutional fact, reflective of subnational identities and interests, rather than as a subnational pursuit of foreign markets, driven by objective economic forces. The study of ancient Roman land surveyors and the Roman system of property boundaries was carried out in the nineteenth century mainly by German scholars. One of them was Karl Lachmann who published Gromatici Veteres (The Ancient Land Surveyors) [Lachmann 1848], a compilation of texts that address aspects of ancient surveying which are fundamental to Civil Engineering as we know it today. Most of the original texts, as published by Lachmann and with some corrections proposed by Thulin [Thulin 1913], was published together with the English translation by Campbell [Campbell 2000]. A complete re-proposal of Lachmann’s text with the Italian translation was recently proposed by Giacinto Libertini [Libertini 2018]. An important part of this collection of texts, the Liber Coloniarum (The Book of the Colonies), together with a rich cartography illustrating the modern persistences of the ancient agrarian boundaries, was subsequently published by the same author [G. Libertini, Liber Coloniarum - Libro delle Colonie, Istituto di Studi Atellani, Frattamaggiore (Italy), 2018]. In order to allow an understanding of this text for a wider audience, it was necessary to have an English translation, which is offered in this work. The Introduction provides a fascinating description of the ancient Roman surveying and setting of boundary signals. The author has also applied Google Earth® and a special software to many of the Roman settlements in the Lazio and Campania regions to define the property grids (centuriationes and strigationes) that are in Italy from Rome to Nocera Superiore (near Salerno). As with the title of this book, many of the technical descriptions presented here are left in the original Latin. The reader is directed to the Glossary for the meaning of the Latin terms used.
