This book discusses how civil society, public debate and freedom of speech affect the management of natural resources. Drawing on the work of Robert Dahl, Jürgen Habermas and Robert Putnam, the book introduces the concept of public brainpower. Good governance of natural resources requires fertile public debate – to conceive new institutions, to provide checks and balances on existing institutions and to ensure their continuous dynamic evolution as the needs of society change. The book explores the strengths and weaknesses of these ideas through case studies of 18 oil and gas-producing countries: Algeria, Angola, Azerbaijan, Canada, Colombia, Egypt, Iraq, Kazakhstan, Libya, the Netherlands, Nigeria, Norway, Qatar, Russia, Saudi Arabia, the UAE, the UK and Venezuela. The concluding chapter presents 10 tenets on how states can maximize their public brainpower, as well as a ranking of how well 33 resource-rich countries have succeeded in doing so. This volume explores institutional change and performance in the resource-rich Andean countries during the last resource boom and in the early post-boom years. The latest global commodity boom has profoundly marked the face of the resource-rich Andean region, significantly contributing to economic growth and notable reductions of poverty and income inequality. The boom also constituted a period of important institutional change, with these new institutions sharing the potential of preventing or mitigating the maladies extractive economies tend to suffer from, generally denominated as the “resource curse”. This volume explores these institutional changes in the Andean region to identify the factors that have shaped their emergence and to assess their performance. The interdisciplinary and comparative perspective of the chapters in this book provide fine-grained analyses of different new institutions introduced in the Andean countries and discusses their findings in the light of the resource curse approach. They argue that institutional change and performance depend upon a much larger set of factors than those generally identified by the resource curse literature. Different, domestic and external, economic, political and cultural factors such as ideological positions of decision-makers, international pressure or informal practices have shaped institutional dynamics in the region. Altogether, these findings emphasize the importance of nuanced and contextualized analysis to better understand institutional dynamics in the context of extractive economies. This book explores the various issues that characterise the African mining sector, drawing examples from different African countries and regional organisations. Although there is a massive literature on the subject, some issues have been neglected, including the crucial role of digitalisation and technological advancement in resolving the environmental and social challenges faced in Artisanal and Small-Scale Mining (ASM), deep-sea mining, mining contract negotiations and modernising mining laws to reflect the increasing role of critical minerals, to mention but a few. Therefore, the book unpacks the critical issues associated with the mining sector, explicitly reflecting on the practical solutions needed to address the challenges in the African mining sector. This book uniquely analyses and adds flavour to international mining’s fundamental concepts by describing a simulated annealing-based approach appropriate for complex mining projects in Africa. Book contributors comprise of academics from different universities including professors, practitioners, government policymakers, NGO executives and a variety of different experts. This multidisciplinary book will be of interest to African policymakers, governments, academics, industry professionals, energy and mining institutions, international organisations, universities across the globe and companies.

The wealth derived from natural resources can have a tremendous impact on the economics and politics of producing countries. In the last quarter century, we have seen the surprising and sobering consequences of this wealth, producing what is now known as the "resource curse." Countries with large endowments of natural resources, such as oil and gas, often do worse than their poorer neighbors. Their resource wealth frequently leads to lower growth rates, greater volatility, more corruption, and, in extreme cases, devastating civil wars. In this volume, leading economists, lawyers, and political scientists address the fundamental channels generated by this wealth and examine the major decisions a country must make when faced with an abundance of a natural resource. They identify such problems as asymmetric bargaining power, limited access to information, the failure to engage in long-term planning, weak institutional structures, and missing mechanisms of accountability. They also provide a series of solutions, including recommendations for contracting with oil companies and allocating revenue; guidelines for negotiators; models for optimal auctions; and strategies to strengthen state-society linkages and public accountability. The contributors show that solutions to the resource curse do exist; yet, institutional innovations are necessary to align the incentives of key domestic and international actors, and this requires fundamental political changes and much greater levels of transparency than currently exist. It is becoming increasingly clear that past policies have not provided the benefits they promised. Escaping the Resource Curse lays out a path for radically improving the management of the world's natural resources.

By the end of the 2000s, the term 'resource curse' had become so widespread that it had turned into a kind of magic keyword, not only in the scholarly language of the social sciences, but also in the discourse of politicians, commentators and analysts all over the world-_like the term 'modernization' in the early 1960s or 'transition' in the early 1990s. In fact, the aggravation of many problems in the global economy and politics, against the background of the rally of oil prices in 2004D2008, became the environment for academic and public debates about the role of natural resources in general, and oil and gas in particular, in the development of various societies. The results of numerous studies do not give a clear answer to questions about the nature and mechanisms of the influence of the oil and gas abundance on the economic, political and social processes in various states and nations. However, the majority of scholars and observers agree that this influence in the most of countries is primarily negative. Resource Curse and Post-Soviet Eurasia: Oil, Gas, and Modernization is an in-depth analysis of the impact of oil and gas abundance on political, economic, and social developments of Russia and other post-Soviet states and nations (such as Kazakhstan and Azerbaijan). The chapters of the book systematically examine various effects of 'resource curse' in different arenas such as state building, regime changes, rule of law, property rights, policy-making, interest representation, and international relations in theoretical, historical, and comparative perspectives. The authors analyze the role of oil and gas dependency in the evolution and subsequent collapse of the Soviet Union, authoritarian drift of post-Soviet countries, building of predatory state and pendulum-like swings of Russia from 'state capture' of 1990s to 'business capture' of 2000s, uneasy relationships between the state and special interest groups, and numerous problems of 'geo-economics' of pipelines in post-Soviet Eurasia.

It is widely accepted that natural resource wealth, especially in the form of oil and minerals, can be a key factor in inhibiting economic development. Many of the countries that are richest in natural resources – including oil, metals and diamonds – are amongst the world’s poorest. Why? Fiscal Policy and the Natural Resources Curse re-examines this ancient, unsolved puzzle, asking why many governments of natural resource-intensive countries are incapable, in a globalised world, of dealing with the natural-resource curse. This book offers a detailed analysis of the power-relationships which underpin the natural resource curse, using both statistical analysis and country case studies from Africa and Latin America to pinpoint the strategies that have enable developing countries to break out of the poverty trap. The book differs from other works on this subject, as it not only identifies the issues at stake but also offers solutions in the form of a series of suggested policy measures. The work focusses in particular on fiscal escape routes, namely measures to develop and diversify the tax system, and to reallocate and target public expenditure. This volume will be of great interest to scholars of economic development, the economics of natural resources and economic growth as well as all those with an interest in development, global politics and anti-poverty policies.
