In early 2005 regional protests in Kyrgyzstan soon became national ones as protesters seized control of the country’s capital, Bishkek. The country’s president for fifteen years, Askar Akaev, fled the country and after a night of extensive looting, a new president, Kurmanbek Bakiev, came to power. The events quickly earned the epithet ‘Tulip Revolution’ and were interpreted as the third of the colour revolutions in the post-Soviet space, following Ukraine and Georgia. But did the events in Kyrgyzstan amount to a ‘revolution’? How much change followed and with what academic and policy implications? This innovative, unique study of these events brings together a new generation of Kyrgyz scholars together with established international observers to assess what happened in Kyrgyzstan and after, and the wider implications. This book examines China’s relations with its weak peripheral states through the theoretical lens of structural power and structural violence. China’s foreign policy concepts toward its weak neighbouring states, such as the ‘One Belt, One Road’ strategy, are premised on the assumption that economic exchange and a commitment to common development are the most effective means of ensuring stability on its borders. This book, however, argues that China’s overreliance on economic exchange as the basis for its bilateral relations contains inherently self-defeating qualities that have contributed and can further contribute to instability and insecurity within China’s periphery. Unequal economic exchange between China and its weak neighbours results in Chinese influence over the state’s domestic institutions, what this book refers to as ‘structural power’. Chinese structural power, in turn, can undermine the state’s development, contribute to social unrest, and exacerbate existing state/society tensions—what this book refers to as ‘structural violence’. For China, such outcomes lead to instability within its peripheral environment and raise its vulnerability to security threats stemming from nationalism, separatism, terrorism, transnational organised crime, and drug trafficking, among others. This book explores the causality between China’s economically-reliant foreign policy and insecurity in its weak peripheral states and considers the implications for China’s security environment and foreign policy. This book will be of much interest to students of Chinese politics, Asian security studies, international political economy and IR in general.

Since the emergence of post-Soviet states in the Eurasian space there has been considerable reflection on the role that the state has played in the local and global arenas. Transformation from being part of the ‘Soviet’ to independent existence has meant state involvement in the forging of new nations out of disparate identities based on the criteria of national languages, the reinterpretation of historical events, depiction of personality-centric themes, the portrayal of illustrative careers and the rhetoric of development. This volume focuses on some of the aspects of this involvement through studies of the performative role of the Central Asian states in the arena of politics, diplomacy, culture, historical memory, and their interaction within the Eurasian space. It reflects on ways in which the state reacts to society and how discourses in the field of economy, society and culture dovetail with or diverge from the political discourse about state-building. Relations between formal institutions and informal structures; emerging conceptions of democracy in the context of the Tulip Revolution in Kyrgyzstan and the disruptive events in western Kazakhstan during the twentieth anniversary of the republic’s independence; the nature of bilateral and multilateral alignments among regional and interregional actors are some of the aspects through which the role of the state has been examined by the authors. Practices of Traditionalization in Central Asia focuses on how tradition is ‘everyday-ified’ in contemporary Central Asia, including Tatarstan and Tibet, and what people seek to achieve in its name. The case studies range from political demonstrations and industrial workers’ gatherings to institutions of religious education, minority communities, weddings, and the Internet. In this volume we regard tradition as a practice that needs to be explored in its institutional and interactional context at a particular time, rather than as a reliable guide to the past: tradition can only be judged from the present; it is an interpretative concept, not a descriptive one. While the scholarly debate has so far centered on what tradition entails and what it does not, including the question of invention and ownership, less attention has been devoted to investigating how tradition is enacted, enforced, or motivated – in short, how it ‘gets done.’ In Central Asia, practices of traditionalization are closely related to the transformation of the socialist order and the emergence of highly stratified societies. This volume asks: When does tradition emerge as a line of argumentation, who are the actors invoking it and how is it being (materially) manifested? Practices of Traditionalization in Central Asia will be of great interest to scholars of Central Asia, Anthropology, History, Political Science, and Sociology. Legal Pluralism in Central Asia reports on historical, anthropological and legal research which examines customary legal practices in Kyrgyzstan and relates them to wider societal developments in Central Asia and further afield. Using the term legal pluralism, the book demonstrates that there is a spectrum of approaches, available avenues, forms of local law and indigenous popular justice in Kyrgyzstan’s predominantly rural communities, which can be labelled living law. Based on her extensive original research, Mahabat Sadyrbek shows how contemporary peoples systematically address challenging problems, such as disputes, violence, accidents, crime and other difficulties, and thereby seek justice, redress, punishment, compensation, readjustment of relations or closure. She demonstrates that local law, expressed through ritually structured communicative exchange, through dictums and proverbs with binding characters and different legal practices or processes undertaken in specific ways, deem the solutions appropriate and acceptable. The reader is thereby enabled to see the law in people’s deepest assumptions and beliefs, in codes of shame and honour, in local mores and ethics as well as in religious terms. In this way, the book reveals the dynamic, changing and living character of law in a specific context and in a region hitherto insufficiently researched within legal anthropology.

Water is an irreplaceable and transient resource, which crosses political boundaries in the form of rivers, lakes, and groundwater aquifers. The collapse of the Soviet Union in 1991, led to the birth of fifteen countries including the five Central Asian republics, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. When the USSR ceased to exist, so did the centralised Soviet resource distribution system that managed the exchange and allocation of water, energy, and food supplies. A whole new set of international relations emerged, and the newly formed Central Asian governments had to redefine the policies related to the exchange and sharing of their natural resources. This book analyses the role of state power in transboundary water relations. It provides an in–depth study of the evolution of interstate relations in Central Asia in the field of water from 1991-2015. Taking as a case study the planned construction of the Rogun and Kambarata dams in Tajikistan and Kyrgyzstan, the author examines various forms of overt and covert power shaping interstate relations and the way hegemonic and counter-hegemonic measures are put in place in an international river basin. He argues that the intimate correlation between the concepts of power and hegemony can offer key insights to the analysis and understanding of transboundary water relations. While the analytical focus is placed on state power, the book demonstrates that hegemonic and counter-hegemonic tactics represent the ways in which power is wielded and observed. Offering fresh theoretical interpretations to the subjects of power and counter-hegemony in the Aral Sea basin, this book puts forward the original circle of hydro-hegemony, an analytical framework in which the various forms of power are connective in the function of hegemony. It will be of interest to scholars in the field of water and environmental politics and Central Asian Studies.
