In early 2005 regional protests in Kyrgyzstan soon became national ones as protesters seized control of the country’s capital, Bishkek. The country’s president for fifteen years, Askar Akaev, fled the country and after a night of extensive looting, a new president, Kurmanbek Bakiev, came to power. The events quickly earned the epithet ‘Tulip Revolution’ and were interpreted as the third of the colour revolutions in the post-Soviet space, following Ukraine and Georgia. But did the events in Kyrgyzstan amount to a ‘revolution’? How much change followed and with what academic and policy implications? This innovative, unique study of these events brings together a new generation of Kyrgyz scholars together with established international observers to assess what happened in Kyrgyzstan and after, and the wider implications. This book was published as a special issue of Central Asian Survey.

Over the last decade the "transition paradigm", which is based on the conviction that authoritarian political systems would over time necessarily develop into democracies, has been subjected to serious criticism. The complex political and societal developments in the post-Soviet region in particular have exposed flaws in the claim that a shift from authoritarianism to democracy is inevitable. Using case studies from the post-Soviet region, a broad range of international contributors present an original and innovative contribution to the debate. They explore the character of post-Soviet regimes and review the political transformations they have experienced since the end of the Cold War. Through a combination of theoretical approaches and detailed, empirical analysis the authors highlight the difficulties and benefits of applying the concepts of hybrid regimes, competitive authoritarianism and neopatrimonialism to the countries of the post-Soviet space. Through this in-depth approach the authors demonstrate how "Presidents, Oligarchs and Bureaucrats" in the region lead their countries, examine the sources of their legitimacy and their relationship to the societies they govern and advance the general theoretical debate on regime change and transition paths.

This book addresses important and under-researched issues such as, the role of young people in democratization processes, the role of new democracies in sharing their transition experience, and the effectiveness of aid. A major theme of the book is democracy assistance efforts by the NGOs from Central and Eastern Europe to support young people in Eastern Europe, the Western Balkans, and Central Asia. It examines this theme in a comparative perspective and with a deeper analysis of reasons and ways to support young people, the need to support them and the effectiveness of these efforts. Bringing together a wide range of material on democracy assistance of Central and Eastern European countries that includes surveying the providers and beneficiaries of aid and looking for better methods of impact evaluation, the book advances a framework for assessing democracy assistance efforts. It concludes with implications of the impact of democracy assistance on young people and democracy diffusion from Central and Eastern European democracies to other countries.
