This review evaluates the role of the state in development, offering a new framework for understanding what capabilities states need to overcome different types of market failures. This framework is employed to understand the successes and failures of state-led development in Malaysia. The review addresses three key questions. First, what do we know about developmental states and why they emerged? Second, what have developmental states achieved? In answering this question, I look not only at growth but also at structural transformation, economic “upgrading,” equity, and human capability enhancement. In contrast to the idea of a single “East Asian model” of development, I find five distinct development trajectories. Third, how did developmental states utilize state structures to pursue development? To answer this final question, I examine in depth the history of state-led development in Malaysia—including agricultural, industrial, and social policies. This case study sheds light on what specific institutional and political capacities helped Malaysia to improve productivity in agriculture, expand the manufacturing sector, and reduce inequality. It also explores why Malaysia has been less successful in developing linkages with the export-based manufacturing sector.

The agriculture sector is key for economic and social development, but the sector’s potential has not received enough attention from policy makers and stakeholders in the Middle East and North Africa (MENA) region. Political transitions, instability, and the resulting refugee crisis have shifted focus away from other pressing development challenges, including slow progress in economic diversification, high unemployment, and persistent high food insecurity and rural poverty. Despite its small contribution to GDP, agriculture is strategic for sustainable development in the MENA countries. Agriculture, for example, is central to achieve food and water security in a region characterized as one of the most food insecure and water scarce in the world. The sector’s role in employment is also central, given the region’s high structural unemployment. However, it will not be possible for MENA countries to develop agriculture without a pathway to structural economic transformation. The region has already started the process of transformation but longstanding challenges remain. This report aims to examine the drivers, constraints, and social implications of agricultural development in MENA and to explore possible cornerstones for new and sustainable development strategies in the context of economic transformation. More specifically, the report provides answers to the following questions: • What development strategies and policies did governments in MENA put in place over the past three decades and how did they affect the performance of agriculture? • How did the structural characteristics of the MENA countries affect agricultural development and the economic transformation process in the region? • What did we learn from the past performance of agriculture? What should be the central elements guiding future agricultural policies? • What are elements of a new and sustainable development strategy in MENA countries? • What is the role of agriculture and agro-industries for development in MENA?

What China’s infamous railway initiative can teach us about global dominance. Asian Tigers, African Lions is an anthology of contributions by scholars and (former) diplomats related to the ‘Tracking Development’ research project, funded by the Netherlands Ministry of Foreign Affairs, and coordinated by the African Studies Centre and KITLV, both in Leiden, in collaboration with scholars based in Africa and Asia. The project compared the performance of growth and development of four pairs of countries in Southeast Asia and Sub-Sahara Africa during the last sixty years. It tried to answer the question how two regions with comparable levels of income per capita in the 1950s could diverge so rapidly. Why are there so many Asian tigers and not yet so many African lions? What could Africa learn from Southeast Asian development trajectories? This book examines long-term structural changes and the broad impact on economic development in regional comparative perspectives. The book analyzes data across Africa, Asia and Latin America. It looks at key variables of productivity growth, industrialization, poverty, urbanization, and employment. This book is concerned with understanding structural change dynamics and how it affects job creation, living standards, and the efficiency of productive cities through manufacturing productivity growth that benefits majority of citizens. With empirical evidence from a selected number of developing countries including China, India, Brazil, Nigeria and South Africa, the book attempts to present the considerable structural changes of these countries over the last few decades. It highlights that growth without the expected job creation is one of the distinct features of growth in emerging and developing countries. It suggests that countries may well record economic growth, whether through within sector productivity increase or through structural change, but this may not necessarily lead to employment, an important concern for long-term development.

In recent years Africa appears to have turned a corner economically. It is posting increased growth rates and is no longer the world's slowest growing region. Commentators are beginning to ask whether emerging from Africa is a new generation of 'lion' economies to challenge the East Asian 'tigers'? This book goes behind the headlines to examine the conditions necessary not just for growth in Africa but for a wider business and economic transformation.
