El sector de las industrias extractivas (IE) ocupa un lugar considerable en las economías de muchos países en desarrollo. Los economistas y los profesionales de las finanzas públicas que trabajan en estos países suelen enfrentarse a problemas que exigen un entendimiento profundo del sector, su economía, su buen gobierno y los desafíos en materia de políticas, así como a las consecuencias de la abundancia de recursos naturales para la gestión fiscal y de las finanzas públicas. El objetivo del estudio de tres volúmenes denominado Essentials for Economists and Public Finance Professionals, publicado en la serie de estudios realizados por el Banco Mundial, es presentar un panorama general conciso de los temas relacionados con las IE que estos profesionales probablemente deban encarar. En el primer volumen, "The Extractive Industries Sector", se ofrece una reseña general de las cuestiones fundamentales para la economía de las IE; se analizan los componentes principales del buen gobierno, las políticas y los marcos institucionales del sector, y se identifican las obligaciones de financiamiento del sector público relacionadas con las IE. 4% of Latin America and the Caribbean’s GDP comes from the extractive sector. This figure is equivalent to the amount generated by agriculture in the same region. An effective engagement between governments, companies, and civil society is required to propel sustainable development. With this regional diagnosis of countries rich in natural resources like Argentina, Chile, Colombia, Mexico, Peru, and the Dominican Republic, the IDB seeks to shed light on best practices among stakeholders of the extractive sectors. It focuses in actions of information, dialogues, consultations, collaborations, and partnerships that are driving development in the region. From the findings of the diagnosis, 3 roadmaps were drafted, to guide the stakeholders in strengthening their engagement.

This book argues that security and defense have never been true priorities in the European Union, and have constantly been marginalized by the elites since the Soviet Union collapsed and the Warsaw Pact disintegrated. Despite the official rhetoric, only a few tangible results can be presented concerning the operational readiness of European forces, and the EU’s inability to act was proven during the crises in the Balkans, NATO has experienced similar problems, as the majority of its members are EU countries. Both organizations have declared their resolve concerning the security and defense of their nations and territories, but, unfortunately, little has been done to lend these statements credence. In this context, the book analyzes several aspects of EU security and defense, including: the EU – NATO relationship, common defense policy and strategy, common capability building, common understanding of strategic changes, common operational planning and centrally synchronized exercises based on operational planning, etc. The member states have helped to make EU/NATO effective organizations, but unfortunately their individual interests and priorities constitute real challenges. This aspect should be discussed and addressed by political and military elites, scholars, analysts, students and the general public alike.

This book explores China’s engagement with Latin America and the Caribbean as a case study of its broader effort to use commercial tools and instruments of state to create a global economic order that functions to its benefit, while neutralizing challenges from institutions, states, and others that would oppose it. Unlike the common representation of the Cold War as a political-military struggle, this work uniquely examines China’s current efforts as primarily seeking to dominate global value chains, with supporting political, technological, and military components. In this regard, it both leverages and goes beyond works based on dependency theory, which has played a key role in the academic and popular discourse in the region. The book examines evidence for China’s economically-focused strategy within Latin America and the Caribbean, including the interrelationships and coordination between China’s activities in different sectors, and between commercial, political, and other dimensions in the region.
