The Economic and Business Consequences of the EMU A Challenge for Governments, Financial Institutions and Firms Hubert Ooghe Conference Chairman, Vlerick Leuven Gent Management School alld Ghent University EMU finally got under way on 1 st January 1999. Since then 11 European countries share a common currency, the Euro, and pursue a common monetary policy managed by the European Central Bank (ECB). After forty years of economic integration, Euroland has the wherewithal with which to enter the 21 st century. However monetary union has implications for nearly all areas of economic activity and decision-making. Throughout the academic world researchers are fully occupied with the theoretical analysis of the impact of the Euro and the effects of incorporating the new operational framework into their economic models. Businesses and government departments are concerned primarily with the practical implementation of the single currency. For all those who playa part in the economy, it is a question of making the most of the macro and micro economic opportunities offered by the Euro and minimising any threats. On 17th and 18th March 2000, after the EMU and Euro were in operation for one year, an international conference was held in Ghent (Belgium) on the economic consequences of the introduction of the EMU and the Euro for governments, financial institutions and firms.

In this book, legal scholars from the EU Member States (with the addition of the UK) analyse the development of the EU Member States' attitudes to economic, fiscal, and monetary integration since the Treaty of Maastricht. The creation of a 'Third Way' between unfettered capitalism and old-style Keynesian-corporatist forms of social democracy has become the driving force behind the policy programmes of many left-of-centre political parties in the industrialised nations of the world today. Sweden and the 'Third Way' critically evaluates this 'new' social democracy by examining the profound shift in Swedish political economy from being the prototype old-style social democracy towards the 'Third Way' synthesis of neo-liberalism and elements of traditional social democracy. Philip Whyman evaluates internal and external challenges to Swedish macroeconomic policy - including globalisation, European integration, post-Fordist technological change and the relative empowerment of capital - to discover the extent to which national economic autonomy is constrained. Furthermore, he considers the plausibility of revising the core elements of the traditional 'Swedish Model' as an alternative to the prevailing macroeconomic platform.

EMU started with eleven member countries as scheduled on January 1, 1999. The paper shows that the primacy of politics over economics in this decision could have serious consequences concerning the stability of EMU in the transition phase. Speculative attacks against currencies which are in economic distress due to asymmetric shocks can still happen. A speculative attack as such cannot force a country out of EMU. However, the country concerned might voluntarily decide to leave the system as the costs of staying inside EMU, e.g., due to further rising unemployment, become too large to bear.

The notion of Differentiated Integration is increasingly used in the literature on European integration. Often employed interchangeably with the notion of "flexible integration, diverging views on its nature have led to the emergence of various definitions and, to some extent, a semantic confusion. A lack of consensus characterizes the academic literature; some authors even avoid putting an explicit definition on the term. The main objective of this book is to seek answers for the following questions: How can one define Differentiated Integration in the European Union? Should Differentiated Integration be considered as a process, a concept, a system or a theory? Should it be seen as a temporary or a well-established phenomenon? How is this field of study likely to develop in the future? In order to do so, all chapters, written by leading experts in the field, offer a state-of-the-art analysis of the study of differentiated integration, from theoretical and practical perspectives. In addition, this book is not a collection of isolated papers: all chapters are interconnected and gravitate towards the aforementioned central questions, but approach these from different perspectives.
