FAO’s previous contribution to the development of contract farming saw the publication in 2015 of the UNIDROIT/FAO/IFAD Legal Guide on Contract Farming, which focused on the bilateral relationship between an agricultural producer and a contractor. This Legislative Study develops that research and focuses on the regulatory frameworks for contract farming, aiming to highlight different possible approaches for different contexts. Responsible contract farming can be a powerful tool for small scale farmers in developing countries to move towards larger scalecommercial production. It can create economic wealth, contribute to supply chain efficiency through the production of higher quantities of better quality products, and contribute to achieving domestic food security objectives. Maximizing these benefits while minimizing the inherent risks of contract farming is reliant upon the forging of an enabling environment, a key part of which is the domestic regulatory framework. This Legislative Study provides guidance to domestic regulators and other interested readers on how to appraise and potentially reform domestic regulatory frameworks to achieve responsible contract farming. Recognising that different countries and contextual realties may benefit from different regulatory solutions, this Study provides several examples, supported by representative case studies, on how contract farming can be regulated, without promoting a single solution as the most appropriate. Guided by the Global Action Plan of the United Nations Decade of Family Farming 2019-2028, this publication looks into ways that legislation can best support policy processes aimed at advancing family farming’s contribution to the attainment of the Sustainable Development Goals. The publication aims to present some of the laws and regulations relevant to family farming to determine the features that can most positively benefit family farmers while providing information and experiences from different parts of the globe for decision-makers and practitioners. The objective not being to provide prescriptions for how to regulate family farming, but rather to present different options to decision-makers, thereby facilitating their appreciation of the complexity of existing legislative and regulatory frameworks that underpin family farming and empowering them for the design of supportive approaches best suited to their respective national context. With the multisectorality of family farming at its core and mindful of family farmers’ overwhelming contribution to nutritiously and sustainably feed the world, this publication analyses legislative processes in 12 different areas that are conducive to the agri-food systems transformation for a better production, better environment, better nutrition and better life for all, leaving no one behind.

This book encompasses a broad range of natural resource sectors, with discrete chapters on water, land, forestry, fisheries, mining, petroleum and agriculture. Given this broad range of areas, the focus of the publication is narrowed to provide an overarching holistic perspective that is supportive of a systems-thinking approach. Recognizing that there are many useful publications elsewhere that detail extensively the specific regulatory elements of sound laws in the respective areas, this book offers the specific prism of highlighting approaches that embrace the pillars of sustainable development, i.e. approaches that recognize and are informed by economic, social and environmental considerations and impacts.

Interest in contract farming is growing, especially in countries that previously had a central planning policy. The purpose of this guide is to provide advice to existing contract farming companies on how they can improve their operations and to those thinking of starting such companies on the preconditions of success.

Pakistan occupies an elevated role in China’s Belt and Road Initiative (BRI) and hosts its ‘flagship’ project, the China-Pakistan Economic Corridor (CPEC). It has attracted the largest volume of investments under the BRI and opened itself comprehensively to its transformative potential. This book provides a comprehensive analysis of CPEC’s impact on Pakistan’s economy, politics, and society, covering its developmental benefits as well as resulting controversies. Interdisciplinary and international experts capture the complexity of CPEC, presenting new empirical data in the form of interviews, archival materials, and documentary evidence. Covering topics ranging from agriculture to the environment, gender to security, they focus on local outcomes challenging prevalent narratives about the BRI as a strategic, China-driven vehicle to transform other countries in its image. One of the greatest challenges today is to end hunger and poverty while making agriculture and food systems sustainable. The challenge is daunting because of continued population growth, profound changes in food demand, and the threat of mass migration of rural youth in search of a better life. This report presents strategies that can leverage the potential of food systems to become the engine of inclusive economic development and rural prosperity in low-income countries. It analyses the structural and rural transformations now under way, and examines the opportunities and challenges they present to millions of small-scale food producers. It shows how an “agroterritorial” planning approach, focused on connecting cities and towns and their surrounding rural areas, combined with agro-industrial and infrastructure development can generate income opportunities throughout the food sector and underpin sustainable and inclusive rural transformation.

Enabling the Business of Agriculture 2017, the third report in the series, offers insights into how laws and regulations affect private sector development for agribusinesses, including producer organizations and other agricultural entrepreneurs. Globally comparable data and scored indicators encourage regulations that ensure the safety and quality of agricultural inputs, goods and services but are not too costly or burdensome. The goal is to facilitate the operation of agribusinesses and allow them to thrive in a socially and environmentally responsible way, enabling them to provide essential agricultural inputs and services to farmers that could increase their productivity and profits.
