Ethnic minorities make contemporary Europe increasingly diverse. The wisdom in research on ethnicity is that it is a trouble-maker disrupting programmatic politics, prioritizing group identity over ideology, polity over policy, principle over compromise. In this book, Jan Rovny approaches ethnic politics as normal politics, and investigates the ideological potential of ethnicity. He shows that ethnic minorities often search for group preservation by championing liberal rights that would protect them from the tyranny of the majority. This translates into broader ideological preferences and political behavior, including the formation of liberal political poles, which in turn configures political cleavages, shapes party systems, and informs the absorption of new political issues. Ultimately, the presence of ethnic minorities can be a force for liberal democracy. Simultaneously, ethnic liberalism is circumstantial, as conditional factors cross-pressure ethnic minority search for rights and liberties, potentially attenuating ethnic liberalism and inducing exclusionary particularism. This book combines the study of ethnic politics with research on electoral behavior and party competition, while comparing minorities and majorities in eastern Europe. The book analyzes existing and new data using mixed experimental, quantitative, and qualitative methods. This book explores the ways in which democratizing Muslim countries treat their ethnic minorities’ requests of inclusiveness and autonomy. The author examines the results of two important cases—the securitization of Kurds in Turkey and the “autonomization” (a new concept coined by the study) of Acehnese in Indonesia—through multiple hypotheses: the elites’ power interest, the international factors, the institutions and history of the state, and the ontological security of the country. By examining states with ethnic diversity and very little religious diversity, the research controls for the effect of religious conflict on minority inclusion, and so allows expanded generalizations and comparisons. In non-Muslim majority countries, and in so called “mature democracies,” the problem of the inclusion of old or new ethnic minorities is also crucial for the sustainability of the “never-ending” democratization processes.

This collection examines the role and value of rights in divided and post-conflict societies, approaching the subject from a comparative and theoretical perspective. Societies emerging from violent conflict often opt for a bill of rights as part of a wider package of constitutional reform. Where conflict is fuelled by longstanding ethno-national divisions, these divisions are often addressed through group-differentiated rights. Recent constitutional settlements have highlighted the difficulties in drafting a bill of rights in divided/post-conflict societies, where the aim of promoting unity is frequently in tension with the need to accommodate difference. In such cases, a bill of rights might be a rallying point around which both minorities and the majority can articulate a common vision for a shared society. Conversely, a bill of rights might provide merely another venue in which to play out familiar conflicts, further dividing an already divided society. The central questions that animate the collection are: (1) Can constitutional rights provide a basis for unity and a common 'human rights culture' in divided societies? If so, how? (2) To what extent should divided societies opt for a universalistic package of rights protections, or should the rights be tailored to the specific circumstances of a divided society, providing for special group-sensitive protections for minorities? (3) Is a divided society more or less likely to adopt a bill of rights? (4) How does the judiciary figure in the management or resolution of ethno-national conflict? (5) What are the general theoretical and philosophical issues at stake in a rights-based approach to the management or resolution of ethno-national divisions or other conflicts?

This book examines the complex relationship between the state and civil society and the impact that this has had on democratization processes in Nigeria from colonial times to the present. Expanding notions of democracy, the author builds a theoretical understanding of civil society to show how it can be both antithetical to and an ally of the state in the struggle for democratization. Combining the neo-Gramscian framework with discursive perspectives from Habermas and Foucault, the book takes a dialectical approach that traces the incarnations of the state and civil society and relates the mutual connections of the two spaces. This book examines the quality of democracies in Asia and determines why current democracies—especially during the so-called “new normal” era following the 2008 financial crisis—have become less stable and less resilient to increasing authoritarianism. Based on the assumption that the concept of democracy consists of three elements—procedure (participation, competition, and distribution of power); effectiveness (representation, accountability, and responsiveness); and performance (social welfare, inequality, and trust)—the contributors to this book determine which elements are responsible for diverging trajectories within the Asian democratic recession. Examining South Korea, Japan, Taiwan, Singapore, Vietnam, Indonesia, India, Myanmar, and China, the authors employ different research methods—quantitative, comparative, or individual case studies—to explore the conditions under which democratic rules and norms erode over time, and which type of governance is preferred by citizens in this region as an ideal type.
