The land border between Russia and the European Union is one of the longest land borders in the world, with very considerable trade flowing across the border in both directions. This book examines the nature of the EU-Russia border, and the issues connected with its management. It describes the territories and the societies on each side of the border, discusses the challenges which confront border management, including migration and criminal activities, and explores how people on both sides perceive each other and perceive threats and security issues. It concludes by assessing achievements to date in managing the border and by assessing continuing unresolved challenges.

This book critically analyses the changing EU-Russian security environment in the wake of the Ukraine crisis, with a particular focus on northern Europe where the EU and the Russian Federation share a common border. Russian involvement in conflict situations in the EU’s immediate neighbourhood has drastically impacted the European security environment, leading to a resurgence of competitive great power relations. The book uses the EU-Russia interface at the borders of Finland and the European North as a prism through which interwoven external and internal security challenges can be explored. Cross-border cooperation is vital to overcoming obstacles to security building and the consolidation of stability, particularly in regions prone to political upheaval and conflict.This book presents papers from the NATO Advanced Research Workshop entitled “Security and Cross-Border Cooperation in the EU, Black Sea Region and Southern Caucasus”. This workshop was part of the NATO Science for Peace and Security Programme, and was held in Ankara, Turkey, in September 2011. It focused on developing a future research agenda, strengthening regional studies and increasing interdisciplinarity and the means to improve cross-border cooperation and was aimed at providing a comprehensive, interactive and interdisciplinary account of security building and cross-border cooperation in which domestic, regional and international dimensions were discussed. The book is divided into three sections. The first provides an analysis of the role of international and domestic actors in contributing to security building in the Euro-Atlantic, the Black Sea and the Southern Caucasus regions. The second section discusses the patterns of cross-border cooperation in Eastern and Central Europe and the wider Black Sea region, concentrating on Romania, Moldova, Ukraine, Georgia and the Russian Federation. With references to the nature of international involvement in conflict resolution, the last section focuses on cross-border cooperation in the Southern Caucasus, where conflicts have an enormous impact on nation-building, state-building and democratization, and where prospects for stability and a viable peace remain in serious question. This book is a valuable contribution to the literature on area studies, cross-border cooperation, security, and peace studies.

This book presents a new approach to EU-Russia relations by focusing on the role of images and perceptions, which can be major obstacles to the enhancement of relations between both actors. By looking at how these images feature on both sides (EU and Russia), on different levels (bilateral, regional, multilateral) and in different policy fields (energy, minorities, regional integration, multilateral institutions), the book seeks to reintroduce a degree of sophistication into EU-Russia studies and provide a more complete overview of different dimensions of EU-Russia relations than any book has done to date. In June 2007, the Council of the European Union (EU) adopted The EU in Central Asia: Strategy for a New Partnership, highlighting the growing importance of Central Asia to the EU. This book examines the EU's policy towards the five Central Asian states of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan in light of this Strategy. The analysis focuses on the EU's Central Asia Strategy and provides an evaluation of the EU's performance in meeting its policy goals in the region. It starts by looking at the EU as an actor, and discusses the general framework of EU-Central Asia cooperation. The book goes on to focus on the Strategy's general strategic directions and, in particular, its set of concrete policy commitments and questions whether these are adequately designed and implemented so they are able to contribute to regional security and stability. The book contributes to a better understanding for the pitfalls of overall stability in Central Asia, as well as studies on European Union and International relations.

Security Dynamics in the Former Soviet Bloc focuses on four former Soviet sub-regions (the Baltic Sea region, the Slavic republics, the Black Sea region, and Central Asia) to explore the degree to which 'democratic security', which includes de-politicisation of, and civilian oversight of, the military, resolution of conflicts by international cooperation, and involvement in international organisations. It examines how far states in these regions have developed cooperative foreign and security policies towards their immediate neighbours and key Western states and organisations, explores the interplay between internal and external aspects of democratic security building, and uses case-study examples to show how inter-state bi-lateral and multi-lateral relations are developing.

The extension of border controls beyond a country’s territory to regulate the flows of migrants before they arrive has become a popular and highly controversial policy practice. Today, remote control policies are more visible, complex and widespread than ever before, raising various ethical, political and legal issues for the governments promoting them. The book examines the externalization of migration control from an interdisciplinary and comparative perspective, focusing on ‘remote control’ initiatives in Europe and North America, with contributions from the fields of politics, sociology, law, geography, anthropology, and history. This book uses empirically rich analyses and compelling theoretical insights to trace the evolution of ‘remote control’ initiatives and assesses their impact and policy implications. It also explores competing theoretical models that might explain their emergence and diffusion. Individual chapters tackle some of the most puzzling questions underlying remote control policies, such as the reasons why governments adopt these policies and what might be their impact on migrants and other actors involved.

Border security has been high on public-policy agendas in Europe and North America since the September 11, 2001 attacks on the World Trade Centre in New York City and on the headquarters of the American military in Washington DC. Governments are now confronted with managing secure borders, a policy objective that in this era of increased free trade and globalization must compete with intense cross-border flows of people and goods. Border-security policies must enable security personnel to identify, or filter out, dangerous individuals and substances from among the millions of travelers and tons of goods that cross borders daily, particularly in large cross-border urban regions. This book addresses this gap between security needs and an understanding of borders and borderlands. Specifically, the chapters in this volume ask policy-makers to recognize that two fundamental elements define borders and borderlands: first, human activities (the agency and agent power of individual ties and forces spanning a border), and second, the broader social processes that frame individual action, such as market forces, government activities (law, regulations, and policies), and the regional culture and politics of a borderland. Borders emerge as the historically and geographically variable expression of human ties exercised within social structures of varying force and influence, and it is the interplay and interdependence between people's incentives to act and the surrounding structures (i.e. constructed social processes that contain and constrain individual action) that determine the effectiveness of border security policies. This book argues that the nature of borders is to be porous, which is a problem for security policy makers. It shows that when for economic, cultural, or political reasons human activities increase across a border and borderland, governments need to increase cooperation and collaboration with regard to security policies, if only to avoid implementing mismatched security policies.
