Multilateral development agencies have increasingly focused on underdeveloped Asian countries as potential new sites for financial capital. Often referred to as ‘emerging markets’, these economies are seen as ripe for private sector investment and, at the same time, in need of foreign capital to support rapid industrialisation, modernisation and poverty reduction. This confluence of interests suggests a means for quickly closing the ‘development gap’, primarily through mobilising regulatory, institutional and governance reforms designed to reduce barriers to foreign capital, institutional inefficiencies and risks to investment, capital repatriation and market operation. Therefore, development agencies now encourage the construction of ‘enabling environments’ to support ‘market driven development’ through processes variously identified as ‘financialisation’, centring on the role of the market and private capital. While the state itself has historically occupied a central place in economic development, new financialised modes of development are increasingly marginalising the state, its influence in the economy and thus its ability to manage developmental outcomes. In this volume a collection of leading authors critically assess these developments, highlighting the emergence of financialised modes of development and their contested and often problematic nature. Drawing upon a series of case studies, the contributors explore not just the increasing use of financialised development initiatives, but assess critically their implications in terms of the emergent risks, costs and inequalities that often accompany them. Markets and Development presents a series of critical contributions focused on the political relationship between citizens, civil society, and neoliberal development policy’s latest form. The dramatic increase of ‘access to finance’ investments, newly gender-sensitive approaches to building neoliberal labour markets, the universal promotion of public-private partnerships, and the ‘development financing’ of extractive industries, have all seen citizens, social movements, and NGOs variously engaged in, and against, neoliberalism like never before. The precise form that this engagement takes is conditioned by both the perceived and real opportunities, and the risks, of an agenda which seeks to intern ‘emerging’ and ‘frontier markets’ deep within a concretising world market, with transformative repercussions for both those involved and, notably, for state-society relations. Current inquiries into the political economy of financial policymaking in Malaysia tend to focus on the high-level drama of crisis politics or simply point to the limited impact of post-crisis financial reforms, given that politico-business relations have remained close. In so doing, pundits ignore a number of intriguing questions: what is the relationship between financial development and financialisation and how has it played out in the Malaysian context? And more generally: how can a country like Malaysia become significantly more financially developed, yet fail to emancipate the financial system from political control; a core element of the financial development discourse? To unravel the complexities of this puzzle, this book subjects the history and contemporary practices of financial policymaking in Malaysia to scrutiny. It argues that to understand financial development in Malaysia, its progress and reversals, it is important to conceptualise it as a political, rather than a merely technical process. In so doing, the book echoes a more profound concern in the political economy literature, namely the evolving relationship between states and markets, and the supposed retreat or reassertion of the state at a time of increasing (financial) globalisation. This book is about the role of agents in policy and institutional change. It draws on cross-country case studies. The focus on ‘agency’ has been an important development, enabling researchers to better reveal the causal mechanisms generating institutional change (i.e., how institutional change actually takes place). However, past research has generally been limited to specific intellectual silos or scholarly domains of inquiry. Policy scholars, for example, have tended to focus on the various mechanisms and levels at which agency operates, drawing on institutionalist perspectives but not always actively contributing to institutionalist theory. Institutionalist perspectives, by contrast, have tended to operate at macro-levels of enquiry, embracing the ontological primacy of institutions in processes of isomorphism but not necessarily contributing to or embracing policy perspectives that engage in more granular analyses of policy making processes, implementation, and the instantiation of institutional and policy change. Despite the obvious complementarities of these two intellectual traditions, it is surprising how little collaborative work, or indeed cross fertilization of theory and analytical design has occurred. The core novelty of this volume is thus its focus on agential actors within institutional settings and processes of entrepreneurship that facilitate isomorphism and policy change. The book’s theoretical framework is grounded in variants of institutional theory, especially historical, sociological and organisational institutionalism and policy entrepreneurship literature. The overall conclusion is that that both institutionalists and public policy scholars have largely overlooked the importance of complex interactions between interdependent structures, institutions, and agents in processes of institutional and policy change.
