Delivering on the Sustainable Development Goals (SDGs) is a formidable governance challenge for countries at all levels of development. It requires governments to co-ordinate, consult and work across policy areas – as well as with the businesses sector and civil society – in an unprecedented way. This report provides evidence from OECD countries and partner economies on how public governance practices can be strengthened to help implement the SDGs. It looks at whole-of-government co-ordination, policy coherence and integrity, stakeholder engagement and open government, and the strategic use of budgeting, procurement and regulatory tools.

In recent decades, Colombia has pursued a strategy to encourage gender equality as an important enabler of inclusive growth and national well-being and to promote gender mainstreaming through institutions, policies and tools. This report assesses four main pillars of Colombia’s governance for gender equality, analysing strengths and identifying areas for further improvement.

In many countries, public expenditure, including transfers, plays a major role in reducing income inequality. The report reviews the various ways that budgeting can be used to this end. A first includes taking a broad approach to results-based budgeting, taking social and distributional goals into consideration. A second relies on integrating distributional impact analysis directly into the budget process. The report discusses the concrete experience of eight OECD countries in this area, analysing how they are integrating distributional impact assessment in spending and budgeting decisions. Finally, it discusses the tools, frameworks and data that are needed to take distributional considerations into account as part of evidence-informed policy making.

This book addresses key questions around gender-sensitive legislation as a key output of gender sensitive Parliaments and explores practical ways to promote gender-sensitive ex-ante scrutiny of legislation, improve implementation through gender responsive budgeting, assess the gender impact of legislation ex post and express laws in gender inclusive ways. All laws have a gender, and the gender of the law can reveal itself in the language, the content and the results of legislation. Gender-blind laws can discriminate directly or indirectly against individuals or population groups, can produce unwanted effects, can reproduce gender stereotypes, and can render laws and policies ineffective. Gender-sensitive legislation on the other hand, can be expected to achieve its desired legislative objectives without unwanted differential impact on the grounds of gender and other individual characteristics and can simultaneously promote gender equality. This book advances the premise that gender sensitive legislation is not the result of political will or good intentions alone but the outcome of gender-sensitive legislative decision-making throughout the life cycle of legislation. This means that gender concerns need to be an integral part of the processes of legislative design and drafting, ex-ante and ex-post legislative scrutiny and implementation of legislation. Gender Sensitive Lawmaking in Theory and Practice will be a great resource for academics, researchers, and advanced students of Law, Public Policy, Gender and Women’s Studies and Sociology. Green budget tagging can be a useful tool in an overall approach to green budgeting. This introductory guidance was developed by the OECD under the Paris Collaborative on Green Budgeting in collaboration with institutional partners working under Helsinki Principle 4 of the Coalition of Finance Ministers for Climate Action (IADB, IMF, UNDP, World Bank) and draws lessons from existing country practices.
