This publication is part of the commitment of the Asian Development Bank (ADB) to document gender equality results in its operations. It presents case studies in ADB priority sectors: urban development, rural infrastructure, and education. The case studies provide an overview of gender issues, design features, and implementation arrangements that contributed to achieving gender-related targets in six ADB projects.

In 2006, the State of Chhattisgarh adopted the new Participatory Irrigation Management (PIM) Act, which set out important changes for irrigation management and had significant implications for women's participation in irrigation system. Chhattisgarh has abundant agricultural land and rainfall. However, agricultural productivity was low because only wet season rice (or paddy) was grown in most areas. The Chhattisgarh Irrigation Development Project (CIDP) improved irrigation, making it possible for dry season (rabi) cropping and giving many farmers the opportunity to improve their livelihood. With the PIM Act, the CIDP improved farm productivity and increased the participation of women in farm decision-making. The CIDP was the first irrigation project in Chhattisgarh that worked within a participatory irrigation management framework and strengthened water users' associations.

This publication highlights ways in which gender mainstreaming approaches have been integrated in the design and implementation of urban development and multisector projects. All three case studies present effective ways through which tangible gender benefits have reached local communities

The Urban Water Supply and Environmental Improvement Project sought to provide basic services of water supply, sanitation, and garbage collection and disposal in four cities in Madhya Pradesh, India. Over 5.6 million people benefited from improved water supply, while half a million people benefited from an improved wastewater management system and 4.7 million people benefited from an improved solid waste management system. These changes positively impacted the lives of the local community, in particular women and girls, who are primarily responsible for water management.

This book analyzes policy and programming challenges for gender mainstreaming in counter-terrorism, with examples from comparative case studies of countering violent extremism programming. Interest in the issue of gender in security policy and programming has grown over the past several years, often with increasing pressure at the international and national levels to ensure commitment to inclusion of women or a gender lens. This book provides in-depth investigation of how gender can be effectively understood and included in the security process. Firstly, it adds a timely and effective contribution to the academic conversations around gender in security and how counter-terrorism programming can be implemented with human security goals. Secondly, it offers recommendations for policy makers and practitioners seeking to improve the effectiveness of countering violent extremism program design, implementation, and evaluation. This book is grounded in the ideology that an alignment between the conceptual and practical understandings of gender equality is a critical component of sustainable development. It draws on six rural case studies to examine the various ways in which gender has been integrated in agricultural research for development projects.

Mainstreaming a gender perspective is the process of assessing the implications for women and men of any planned action, including legislation, policies or programmes, in any area and at all levels. It is a strategy for making the concerns and experiences of women as well as of men an integral part of the design, implementation, monitoring and evaluation of policies and programmes in all political, economic and societal spheres, so that women and men benefit equally, and inequality is not perpetuated. The ultimate goal of mainstreaming is to achieve gender equality. This work explores the experiences of Kenya, Tanzania, and Ethiopia from Eastern Africa; and Malawi, Zambia, Zimbabwe, Botswana, and Swaziland from Southern Africa. All cases show the varied attempts to mainstream gender at national, institutional, and civil society levels, including grassroots experiences.

After three decades of gender and development approaches, and a more recent emphasis on gender mainstreaming, Everywhere/Nowhere presents a timely reflection on the challenges and opportunities development agencies have faced as they attempt to translate gender mainstreaming policies into practice. Reports on gender mainstreaming within development agencies tend to concentrate on technical solutions with little attention to the political changes necessary for transforming the mainstream. Technical solutions (such as quantitative information about the number of female staff members hired or the allocation of a certain amount of resources to gender-related activities) are more frequently reported and more easily measured. An emphasis on technical solutions has resulted in limited impact within organizations and minimal changes to gender inequitable relations. Development agencies and their staff members are, however, finding innovative - or subtle - strategies to transform the mainstream through networking, coalition-building, and leadership initiatives. This book examines these approaches and analyses their contributions to gender mainstreaming.
