Global growth is expected to decelerate sharply, reflecting synchronous policy tightening aimed at containing very high inflation, worsening financial conditions, and continued disruptions from Russia’s invasion of Ukraine. Investment growth in emerging market and developing economies (EMDEs) is expected to remain below its average rate of the past two decades. Further adverse shocks could push the global economy into recession. Small states are especially vulnerable to such shocks because of the reliance on external trade and financing, limited economic diversification, elevated debt, and susceptibility to natural disasters. Against this backdrop, it is critical that EMDE policy makers ensure that any fiscal support is focused on vulnerable groups, that inflation expectations remain well anchored, and that financial systems continue to be resilient. Urgent global and national efforts are also needed to mitigate the risks of global recession and debt distress in EMDEs and to support a major increase in EMDE investment.

Governments play a critical role in the economies of Europe and Central Asia, where government expenditures are close to 40 percent of gross domestic product and the public sector accounts for nearly 27 percent of total employment, which is almost twice the global average. The public sector often attracts some of the best educated workers in the region. And support for a larger public sector is increasing due to aging populations and their growing health care and long-term care needs, rising inequality and greater support for redistribution, and increasing expenditures as governments address the challenges posed by the COVID-19 crisis. The significant role that government plays underscores the importance of the quality of governance in determining productivity and growth and effectively responding to the region’s economic and social challenges. Digital technology and the data revolution offer the potential to increase efficiency, transparency, responsiveness, and citizen trust, directly impacting the quality of government. Across the world, the quality of government is increasingly informed by the extent to which governments harness digital tools and GovTech to optimize management, service delivery, and overall state capacity. Technology and data are also key for fostering collaboration between governments and civil society to improve public sector efficiency and service delivery. The COVID-19 pandemic has highlighted the costs associated with delaying digitalization and GovTech implementation and the opportunities that lie in public sector modernization.

The GCC states and Turkey have recently experienced economic growth and played influential regional roles. In tandem, their relationships grew significantly, and Turkey was considered, for a while, as a “strategic partner”. Common challenges have made them consider an alliance to balance other powers and threats. However, many emerging issues have turned them into rivals for regional influence on divergent agendas during the last decade. All in all, their relations are dynamic and rapidly changing. Some regional crises were subjects of political agreement and coordination in their early stages, such as the cases in Libya, Syria and Yemen. However, this agreement has diminished and sometimes turned into conflict. Iran’s policies have also led to its change from being a factor of agreement to a factor of difference. On the other hand, some tensions, which were major causes of escalation, were resolved or eased, such as the Gulf crisis and the contest over Egypt. These relations affected the whole region, as well as the great powers involved there. Therefore, this book studies the commonalities between the GCC states and Turkey and analyzes their differences. All parties expressed their desire to restore cooperation despite continuing competition on some regional issues. The book proposes some ideas that can be considered to make convergence possible again.

The European Union Treaty after Lisbon emphasises the overarching objectives of sustainable development and a highly competitive social market economy, aiming at full employment, high levels of environmental protection and social progress. Yet, in 2022, it is clear that these ambitions have not been fully achieved. The ongoing pandemic, the continuing fall-out from Brexit and the resulting economic damage, a Grexit avoided, and potential other exits from the EU, have come to undermine the political consensus of the idea of a European Union. Amidst these challenges, the debates on how to achieve the UN Sustainable Development Goals have turned towards demanding more sustainable economic policies, financial investments and business actions. The present volume provides a much-needed space for in-depth discussion of the concept of sustainable value creation and how it can be achieved within the ecological limits of our planet, through the prism of an interdisciplinary concept of sustainability.

The world economy continues to suffer from a series of destabilizing shocks. After more than two years of pandemic, Russia's invasion of Ukraine and its global effects on commodity markets, supply chains, inflation, and financial conditions have steepened the slowdown in global growth. In particular, the war is leading to soaring prices and volatility in energy markets, with improvements in activity in energy exporters more than offset by headwinds to activity in most other economies. The war has also led to a significant increase in agricultural commodity prices, which is exacerbating food insecurity and extreme poverty in many emerging market and developing economies. Numerous risks could further derail what is now a precarious recovery. Among them is, in particular, the possibility of stubbornly high global inflation accompanied by tepid growth, reminiscent of the stagflation of the 1970s. This could eventually result in a sharp tightening of monetary policy in advanced economies to rein in inflation, lead to surging borrowing costs, and possibly culminate in financial stress in some emerging market and developing economies. A forceful and wide-ranging policy response is required by policy makers and the global community to boost growth, bolster macroeconomic frameworks, reduce financial vulnerabilities, provide support to the vulnerable population groups, and attenuate the long-term impacts of the global shocks of recent years.

Global growth is projected to slow significantly in the second half of this year, with weakness continuing in 2024. Inflation pressures persist, and tight monetary policy is expected to weigh substantially on activity. The possibility of more widespread bank turmoil and tighter monetary policy could result in even weaker global growth. Rising borrowing costs in advanced economies could lead to financial dislocations in the more vulnerable emerging market and developing economies (EMDEs). In low-income countries, in particular, fiscal positions are increasingly precarious. Comprehensive policy action is needed at the global and national levels to foster macroeconomic and financial stability. Among many EMDEs, and especially in low-income countries, bolstering fiscal sustainability will require generating higher revenues, making spending more efficient, and improving debt management practices. Continued international cooperation is also necessary to tackle climate change, support populations affected by crises and hunger, and provide debt relief where needed. In the longer term, reversing a projected decline in EMDE potential growth will require reforms to bolster physical and human capital and labor-supply growth.
