This book examines similarities and differences in 31 European governments’ responses to the COVID-19 pandemic. The COVID-19 pandemic hit Europe in early 2020. It spread across the continent during the Spring while anxious electorates were treated to news reports about health systems under duress and frustrated attempts by public procurement officials to obtain adequate supplies of medical and protective equipment. Over the next 15–18 months considered by this book, national responses exhibited both similarities and profound variations as the different endeavours to regulate social interactions constituted a stress test for political systems across Europe.

This book examines how governments around the world responded to the health emergency created by the COVID-19 pandemic. Before vaccines became available, non-medical interventions were the main means to protect the public. Non-medical interventions were put in place by governments as public health policies. In every nation, politicians and governments faced a choice situation, and worldwide, they made different choices. Public health policies came at a price, in economic, social, and ultimately electoral costs to the political incumbents. The book discusses differences in governments’ policy efforts to mitigate the virus spread. The authors conduct in-depth analysis of country-cases from Africa, North and South America, Asia, and Europe. They also offer small-n- comparative analyses as well as report global patterns and trends of governments’ responsiveness to the medical emergency. It will appeal to all those interested in public policy, health policy and governance.

The process of European integration is considered the most innovative example of regionalism in the world. The Covid-19 pandemic crisis, which the world experienced since the beginning of 2020, caused a brutal negative shock on the economies. It raised new doubts and challenges about the European integration project, making the prospect of the EU’s dissolution something possible, even if undesirable. The book analyses these events, counting with the contribution of 41 authors, from universities and research centers of several European countries, and also from other continents. Its objective is to gather four perspectives to the European integration in a post-pandemic context: I) that of the countries of the Eurozone;II) that of the Eurozone candidate countries; III) the East “look” of EU candidate countries, and IV) the view of the rest of the world. The book is divided into four parts, each corresponding to one of these inputs, for a total of 24 chapters.

This book investigates the fast-learning experience of Covid-19’s initial onset in a region long renowned for low state capacity, political polarisation and weak health systems. Covid-19, a global health emergency entailing a major existential threat, presented a crucial challenge for national governments and political systems. It elicited drastic policy measures, including unprecedented lockdowns. The question of how and why some states acted more effectively in facing this emergency situation has important implications for future crisis management. The outcomes varied greatly across countries, ranging from examples for emulation to dire portents of the consequences of losing control. Case studies of Italy, Greece, Spain, Portugal, and Turkey examine crisis preparedness, policy response, political dynamics and societal reception. A comparative overview chapter offers potential explanations for the divergence in national performance. This book analyses Europe’s COVID-19 response provided by governments and societies, to assess its influence on the economy from both a short- and long-term perspective. The authors argue that there are three key factors that determine how successful a given country is. The first is the determination and effectiveness of the government. The second is the capacity of states and their healthcare systems in times of crisis. The third is society’s willingness to adhere to emergency measures and to cooperate with authorities. The book examines the government policy of EU states during the pandemic; studies the behaviour of EU societies; reveals the influence of the pandemic crisis on the economy of EU states and formulates a successful strategy to counteract the challenges wrought by the pandemic. The book will appeal to scholars and researchers engaged in the fields of economic and political science, global studies and international relations. Furthermore, it will also be addressed to policy makers of European States as it contains a complex analysis of their policy responses and the corresponding impact on European economy and society.

This book explores the current state of society in Europe in general and the regimes and societies of the Western Balkans in particular. The pandemic and near-universal lockdown have provided an ideal cut-off date for the collection of indices from reputable academic sources that cover the nature of these regimes, individual human freedoms, economic freedoms, the rule of law, human rights and media freedoms. The aggregated findings from the 20 individual indices provide comprehensive data to support original findings and the characterisation of societies in 45 European states. Admittedly, there are differences in the methodologies and samples among the indices consulted. Nonetheless, taken together they offer a solid basis for developing arguments concerning the diversity of regimes, governance and societies in Europe and drawing well-founded conclusions on the nature of society in various parts of Europe. Though the book’s main focus is on the Western Balkans, the region is put in a pan-European context. The issues of migration, minorities, global geopolitics, the crisis of liberal democracy – they all play into developments that are specific to the Western Balkans. The book answers the question of whether the pandemic has allowed local regimes to strengthen their power and exert greater control over society, making it possible to formulate arguments regarding the future of Europe and its integrative processes. In closing, the book investigates Western Balkan regimes’ reactions to the pandemic in the context of governance, society and state power, before addressing the question of whether the future of the Western Balkans lies in the “liberal club”, or whether local hybrid regimes will become even more influential in the near future.

The COVID-19 pandemic has caused unprecedented disruption worldwide highlighting once again the interdependency of health and socioeconomic development, and the global lack of health systems resilience. Two years into the pandemic, most countries report sustained disruptions across service delivery platforms and health areas with a profound impact on health outcomes. The impact of these disruptions is magnified within marginalized communities and in countries experiencing protracted conflict. There is an urgent need to focus on recovery through investment in the essential public health functions (EPHFs) and the foundations of health systems with a focus on primary health care, and whole-of-government and -society engagement. The aim of this Research Topic is to gather, transfer and promote operationalization of key experiences from COVID-19 to inform global and country level recovery that better promote health; guide policy direction towards building health systems resilience; and thereby ensure economic and social prosperity. Experience with COVID-19 has demonstrated that traditional approaches to health system strengthening have failed to achieve the complementary goals of Universal Health Coverage (UHC) and health security with the divide between the most vulnerable and well-off only widening. Much of what had been learned from previous experiences such as Ebola in West Africa has not been widely applied. This has left health and economic systems vulnerable to 21 st century public health challenges, ranging from conflict and natural disasters to aging demographics and rising rates of non-communicable and communicable diseases and antimicrobial resistance. These challenges require intentional focus and investment as well as whole-of-government and -society engagement with health to build health system resilience. Greater action is needed to prevent the devastating effects of war and conflict on the health of the most vulnerable. This Research Topic will convene the knowledge and practices of leaders in public health, health systems, and humanitarian and development sectors. This is to ensure lessons from COVID-19 inform the recovery agenda and promote sustainable health and socioeconomic recovery for all. Lest we forget and find ourselves again unprepared and vulnerable in the face of an even greater threat.

The book provides a global perspective of local government response towards the COVID-19 pandemic through the analysis of a sample of countries in all continents. It examines the responses of local government, as well as the responses local government developed in articulation with other tiers of government and with civil society organizations, and explores the social, economic and policy impacts of the pandemic. The book offers an innovative contribution on the role of local government during the pandemic and discusses lessons for the future. The COVID-19 pandemic had a global impact on public health, in the well-being of citizens, in the economy, on civic life, in the provision of public services, and in the governance of cities and other human settlements, although in an uneven form across countries, cities and local communities. Cities and local governments have been acting decisively to apply the policy measures defined at national level to the specific local conditions. COVID-19 has exposed the inadequacy of the crisis response infrastructures and policies at both national and local levels in these countries as well as in many others across the world. But it also exposed much broader and deeper weaknesses that result from how societies are organized, namely the insecure life a substantial proportion of citizens have, as a result of economic and social policies followed in previous decades, which accentuated the impacts of the lockdown measures on employment, income, housing, among a myriad of other social dimensions. Besides the analysis of how governments, and local government, responded to the public health issues raised by the spread of the virus, the book deals also with the diversity of responses local governments have adopted and implemented in the countries, regions, cities and metropolitan areas. The analysis of these policy responses indicates that previously unthinkable policies can surprisingly be implemented at both national and local levels.
