From a war-torn and famine-plagued country at the beginning of the 1990s, Ethiopia is today emerging as one of the fastest-growing economies in Africa. Growth in Ethiopia has surpassed that of every other sub-Saharan country over the past decade and is forecast by the International Monetary Fund to exceed 8 percent over the next two years. The government has set its eyes on transforming the country into a middle-income country by 2025, and into a leading manufacturing hub in Africa. The Oxford Handbook of the Ethiopian Economy studies this country's unique model of development, where the state plays a central role, and where a successful industrialization drive has challenged the long-held erroneous assumption that industrial policy will never work in poor African countries. This book proposes a new, pragmatic way of approaching economic development which features policy learning based on a comparison of international best policy practices. While the important role of government in promoting private sector development is being recognized, policy discussion often remains general without details as to what exactly to do and how to avoid common pitfalls. This book fills the gap by showing concrete policy contents, procedures, and organizations adopted in high-performing East Asian economies. Natural resources and foreign aid and investment can take a country to a certain income level, but growth stalls when given advantages are exhausted. Economies will be caught in middle income traps if growth impetus is not internally generated. Meanwhile, countries that have soared to high income introduced mindset, policies, and institutions that encouraged, or even forced, accumulation of human capital – skills, technology, and knowledge. How this can be done systematically is the main topic of policy learning. However, government should not randomly adopt what Singapore or Taiwan did in the past. A continued march to prosperity is possible only when policy makers acquire capability to formulate policy suitable for local context after studying a number of international experiences. Specifically, the paper identifies and analyzes several direct drivers of deforestation and forest degradation in Ethiopia including: forest clearance for both subsistence and large-scale agriculture; illegal and unsustainable extraction of wood mainly for charcoal and firewood; overgrazing; and recurrent forest fires. It also reviews underlying drivers including: rapid population increase and the associated growing demand for land and energy; extensive legal and institutional gaps including lack of stable and equitable forest tenure; lack of stakeholder participation in forest management and benefit-sharing schemes; and weak law enforcement. These drivers and the dominant actors behind them – ranging from small-scale subsistence farmers to national and global investors – are discussed in the context of the political economy, including the policy and institutional framework of the country. The implications of the overall forest condition to the objectives and requirements of REDD+ are evaluated, and key issues that need to be addressed for efficient, effective and equitable implementation of REDD+ are discussed. These key issues include: reconciling the apparently contradictory policies and programs, particularly those that negatively affect the forestry sector; improving the forest tenure and governance system; augmenting economic return from forests to communities and individuals; creating more efficient and effective forest institutions at all levels; and enhancing sectoral and regional coordination among implementing agencies.

Rangeland, forests and riverine landscapes of pastoral communities in Eastern Africa are increasingly under threat. Abetted by states who think that outsiders can better use the lands than the people who have lived there for centuries, outside commercial interests have displaced indigenous dwellers from pastoral territories. This volume presents case studies from Eastern Africa, based on long-term field research, that vividly illustrate the struggles and strategies of those who face dispossession and also discredit ideological false modernist tropes like ‘backwardness’ and ‘primitiveness’.

Ethiopia has experienced impressive agricultural growth and poverty reduction, stemming in part from substantial public investments in agriculture. Yet, the agriculture sector now faces increasing land and water constraints along with other challenges to growth. Ethiopia’s Agrifood System: Past Trends, Present Challenges, and Future Scenarios presents a forward-looking analysis of Ethiopia’s agrifood system in the context of a rapidly changing economy. Growth in the agriculture sector remains essential to continued poverty reduction in Ethiopia and will depend on sustained investment in the agrifood system, especially private sector investment. Many of the policies for a successful agricultural and rural development strategy for Ethiopia are relevant for other African countries, as well. This book presents research from across the globe on how gender relationships in agriculture are changing. In many regions of the world, agricultural transformations are occurring through increased commodification, new value-chains, technological innovations introduced by CGIAR and other development interventions, declining viability of small-holder agriculture livelihoods, male out-migration from rural areas, and climate change. This book addresses how these changes involve fluctuations in gendered labour and decision making on farms and in agriculture and, in many places, have resulted in the feminization of agriculture at a time of unprecedented climate change. Chapters uncover both how women successfully innovate and how they remain disadvantaged when compared to men in terms of access to land, labor, capital and markets that would enable them to succeed in agriculture. Building on case studies from Africa, Latin America and Asia, the book interrogates how new agricultural innovations from agricultural research, new technologies and value chains reshape gender relations. Using new methodological approaches and intersectional analyses, this book will be of great interest to students and scholars of agriculture, gender, sustainable development and environmental studies more generally.
