During the half century from the 1950s to the year 2000, Japan emerged as a major international aid donor. In 1989 it became the largest bilateral air donor in the world. How did Japan emerge as a top education aid donor? What external and internal pressures shaped the development of aid policies? What Japanese interests were served? How has the Japanese government exercised a global leadership of education aid policies? This study addresses these questions by tracking the evolution of education aid policies as they have been revealed by subgovernments as specialized decisionmaking units within a government.

This book records the history of Japan’s international cooperation in education from the 1950s to 2020. It provides a crucial overview of the nearly 70 years since Japan began engaging in international cooperation in education in order to record and document these efforts that range from basic to higher education to technical and vocational education and training, and the large numbers of people involved in their respective areas of activity and specialization. The book provides useful indicators for exploring new forms of education cooperation in this age of global governance and beyond. Educating for Sustainable Development (ESD) approaches are holistic and interdisciplinary, values-driven, participatory, multi-method, locally relevant and emphasize critical thinking and problem-solving. This book explains how ESD approaches work in the Japanese context; their effects on different stakeholders; and their ultimate potential contribution to society in Japan. It considers ESD in both formal and informal education sectors, recognizing that even when classroom learning takes place it must be place-based and predicated on a specific community context. The book explores not only ‘Why ESD’, but why and how ESD in Japan has gained importance in the past decade and more recently in the wake of the triple disaster of March 2011. It considers how ESD can help Japan recover and adapt to disasters and take initiative in building more resilient and sustainable communities. This volume asks the questions: What are some examples of positive contributions by ESD to sustainability in Japan? What is the role of ESD in Japan in activating people to demand and work towards change? How can schools, universities and non-governmental organizations link with communities to strengthen civic awareness and community action? After an introduction that elucidates the roots and recent promotion of ESD in Japan, part one of this volume looks at the formal education sector in Japan, while part two examines community-based education and sustainability initiatives. The latter revisits the Tohoku region five years on from the events of March 2011, to explore recovery and revitalization efforts by schools, NGOs and residents. The sudden end of the Cold War took the Japanese foreign policy community by surprise. The Yoshida Doctrine which served Japanese foreign policy so well during the Cold War is no longer a viable foreign policy option. This dissertation examines the restructuring of Japanese foreign policy since the end of the Cold War. Through a series of 56 interviews with Japanese foregin policy elites, the changes in Japanese foreign policy are put into the context of the foreign policy literature.

This paper presents a study of Japan's international role with a special focus on its historical evolution. To that end, the following three pillars lay the necessary theoretical foundations: one, the notions of historical and political identity and a discussion of the ambivalent shapes they have taken in Japan; two, the regional context, an examination of Japan's situation with respect to Asian history as a whole, and finally, the "civilian power" concept as defined by Hanns W. Yasushi Hirosato and Yuto Kitamura Developing countries, including Southeast Asian countries, face an enormous challenge in ensuring equitable access to quality education in the context of deepening globalization and increasing international competition. They must simultaneously meet the goals of Education for All (EFA) at the basic education level and of developing a more sophisticated workforce required by the knowledge-based economy at the post-basic, especially tertiary, education level. To meet this challenge, developing countries need to reform/renovate their education systems and service deliveries as an integral part of national development. However, most of them have not yet fully developed the individual, institutional, and system capacities in undertaking necessary education reforms, especially under decentralization and privatization requiring new roles at various (central and local, or public and private) levels of administration and stakeholders. Provided that an ultimate vision of educational development and cooperation in the twenty-first century would be to develop indigenous capacity in engineering education reforms, this book analyzes the overall education reform context and capacity, including the status of sector program support using the sector-wide approach (SWAp)/program-based approach (PBA) in developing countries. We also address how different stakeholders have been interacting in order to promote equitable access to quality education, particularly from the perspectives of capacity development under the system of decentralization.

First published in 2003. Built in 1628 at the Koto-in temple in the precincts of Daitoku-ji monastery in Kyoto, the Shoko-ken is a late medieval daime sukiya Japanese tea-house. It is attributed to Hosokawa Tadaoki, also known as Hosokawa Sansai, an aristocrat and daimyo military leader, and a disciple and friend of Sen no Riky?. This work is an extremely thorough look at one of the few remaining tea-houses of the Momoyama era tea-masters who studied with Sen no Rikyu. The English language sources on Hosokawa Sansai and his tea-houses have been exhaustively researched. Many facts and minute observations have been brought together to give even the reader unfamiliar with Tea a sense of the presence which the tea-house still manifests.

During the mid-1990s, Taiwan witnessed a remarkable proliferation of historical writings and cultural movements pertaining to 'the local'. 'Place (difang)' and 'community (shequ)' became two ubiquitous terms in the lexicon of being Taiwanese. This book is a critical examination of the socio-historical condition in which the discourse of local diversity emerged and gradually permeated Taiwan's public culture. Interweaving ethnographic sensibility and theoretical insights across disciplines, including anthropology, cultural studies and cultural geography the study elucidates the complex relationships between localism, nationalism and globalism.
