This book records the history of Japan’s international cooperation in education from the 1950s to 2020. It provides a crucial overview of the nearly 70 years since Japan began engaging in international cooperation in education in order to record and document these efforts that range from basic to higher education to technical and vocational education and training, and the large numbers of people involved in their respective areas of activity and specialization. The book provides useful indicators for exploring new forms of education cooperation in this age of global governance and beyond. The authors include not only researchers but also field practitioners, such as personnel from the Japan International Cooperation Agency and NGOs. This book provides an Asian perspective on the timely, urgent questions of how international education aid and development should move forward and what development roles Asia should play, especially following the end of the UN Millennium Development Goals (MDGs) and Education for All (EFA) in 2015. To answer these questions, four separate but interwoven parts, which analyze and anchor education MDGs and EFA policies and practices by means of diverse case studies of donor states, recipient states, and states with a dual and transitional role in Asia, are addressed. On the basis of the analyses, a clearer and concrete direction for effectively and sustainably extending international education aid and development beyond 2015 can be derived.

This book highlights some of Kenneth King’s diverse contributions to international and comparative education, African studies and development studies over more than four decades. From his pioneering work on the first educational commissions to Africa, through his research on skills training in the informal sector, and on to his critical analysis of education analysis in development agencies, this book makes influential materials available in one place. Appropriately, it illustrates his career-long connections with Kenya, but also his more recent engagement with Japan, China and India. It is the first CERC volume to pay significant attention to the policies and politics of skills development. Kenneth King is an Emeritus Professor of the University of Edinburgh. He was based in and directed its Centre of African Studies for many years, and lectured on international perspectives in education and training in its School of Education. His research interests have addressed the politics and planning of skills development, including in the informal sector of the economy, aid policies towards education of both Western and Asian donors, and higher education cooperation. He founded NORRAG, the network for international policies and cooperation in education and training, in 1986, and edited NORRAG News until 2016. He was President of the British Association for International and Comparative Education (BAICE) from 2014-2016, and was one of the founding members of the UK Forum on International Education and Training (UKFIET).

There have been significant efforts to implement the Sustainable Development Goals (SDGs) at multiple levels of governance across all regions of the world. However, the manner in which the global governance norms underlying the SDGs are actually being diffused is under-researched and not well understood. This book considers the promotion of the SDGs through the lens of norm diffusion theory, with a focus on three SDG policy areas; health, education and decent work. A distinctive feature of the book is that it offers multiple original case studies of SDG norm diffusion involving Asian and European actors. A unique feature is that the case studies in the book identify relevant SDG norm senders and norm receivers, and examine the relationship between them. The book also challenges the assumption that the SDGs themselves are static and unchanging, and reveals how SDG norms are dynamic and can be reformulated as a result of contestation between norm senders and norm receivers. As well as introducing a diverse and original set of case studies, the book therefore allows readers to deepen their understandings of the policy diffusion mechanisms by which SDGs are diffused, and grasp the patterns of success and failure in the implementation of these policies. Education is regarded as a cross-cutting issue for disaster risk reduction (DRR) through reviewing the Sendai Framework for DRR (SFDRR) 2015–2030. Mainstreaming Disaster Risk Reduction (DRR) in the education sector is one of the important efforts to enhance resilience in a community. DRR in the education sector not only focuses on provision of disaster education, but also includes securing a safe school environment, developing school disaster management plans, and building the capacity of school teachers and local educational officers. Japan, with its wealth of experience in DRR, has developed a good resilient system in its education sector, which has been tested and revised through experiences of past disasters. This book reviews the evolution of DRR in the education sector in Japan, including some of the recent developments after the 2011 Great East Japan Earthquake, focusing on DRR governance and practices in national policies, curriculum development and teacher training, community linkage, and international cooperation, to enhance resilience in the education sector. The primary target groups for this book are students and researchers in the fields of disaster management and DRR studies. Another target group comprises practitioners and policy makers, who will be able to apply the collective knowledge from this work to policy and decision making. In East Asia, higher education has relied heavily on private and marketized forces in its rapid development process. At the same time, state governments have introduced strong initiatives especially in upgrading the global positioning of their flagship universities through their pursuit of international competitiveness. Currently, these well-known characteristics of East Asian higher education are challenged by the necessity to formulate international dimensions for regional and global well-being, without a clear consensus as to a regional future vision.
