This book provides an Asian perspective on the timely, urgent questions of how international education aid and development should move forward and what development roles Asia should play, especially following the end of the UN Millennium Development Goals (MDGs) and Education for All (EFA) in 2015. To answer these questions, four separate but interwoven parts, which analyze and anchor education MDGs and EFA policies and practices by means of diverse case studies of donor states, recipient states, and states with a dual and transitional role in Asia, are addressed. On the basis of the analyses, a clearer and concrete direction for effectively and sustainably extending international education aid and development beyond 2015 can be derived.

This book records the history of Japan’s international cooperation in education from the 1950s to 2020. It provides a crucial overview of the nearly 70 years since Japan began engaging in international cooperation in education in order to record and document these efforts that range from basic to higher education to technical and vocational education and training, and the large numbers of people involved in their respective areas of activity and specialization. The book provides useful indicators for exploring new forms of education cooperation in this age of global governance and beyond. The authors include not only researchers but also field practitioners, such as personnel from the Japan International Cooperation Agency and NGOs. Since the turn of the millennium it has become clear that the Asia-Pacific Region is, economically, the fastest growing continent in the world, and is likely to remain so for some time despite the setbacks of the COVID-19 pandemic. Asia-Pacific's share of the world's Gross Domestic Product (GDP) doubled from 15 per cent to 30 per cent between 1970 and 2017 and is projected to account for half of global GDP by 2050. With South East and South Asia also growing rapidly, with over half the world's population and three of the world's five largest economies, Asia is soon poised to home half of the world's middle class - a class that is both the driver and the product of higher education. The quality of a country's system of higher education may be seen both as a gauge of its current level of national development as well as of its future economic prospects. It is therefore natural that the putative "Asian Century" should generate interest in the region's higher education systems which, on the one hand, share common characteristics-a fixation with credentials and engineering, high technology (especially among male students), and business degrees-while at the same time are also highly differentiated, not only across countries but also within. As such, a better understanding of higher education achievements, failings, potential, and structural limitations in the Asia-Pacific Region is imperative. This handbook presents a number of significant country case-studies and documents cross-cutting trends relating to, among other things: the trilemma faced by governments juggling competing claims of access, accessible cost, and quality; the balance between teaching and research; the links between labour markets (demand) and higher education (supply); preferred fields of study and their consequences; the rise of the research university in Asia; the lure of institutions of international reputation within the region; new education technologies and their effects; and, trends in government policy within the wider region and sub-regions.

This volume calls upon over a dozen Indus observers to imagine a scenario for the Indus basin in which transboundary cooperation over water resources overcomes the insecurity arising from water dependence and scarcity. From diverse perspectives, its essays examine the potential benefits to be gained from revisiting the 1960 Indus Waters Treaty, as well as from mounting joint efforts to increase water supply, to combat climate change, to develop hydroelectric power, and to improve water management. The Indus basin is shared by four countries (Afghanistan, China, India, and Pakistan). The basin’s significance stems in part simply from the importance of these countries, three of them among the planet’s most populous states, one of them boasting the world’s second largest economy, and three of them members of the exclusive nuclear weapons club. However, the basin’s significance stems also from the great importance of the Indus waters themselves – due especially to the region’s massive dependence on irrigated agriculture as well as to the menace of climate change and advancing water scarcity. The “Industan” this volume imagines is a definite departure from business as usual responses to the Indus basin’s emerging fresh water crisis. The objective is to kindle serious discussion of the cooperation needed to confront what many water experts believe is developing into one of the planet’s most gravely threatened river basins. It is thus both assessment of the current state of play in regard to water security in the Indus basin and recommendation about where to go from here.

The Springer International Handbook of Educational Development in Asia Pacific breaks new ground with a comprehensive, fine-grained and diverse perspective on research and education development throughout the Asia Pacific region. In 13 sections and 127 chapters, the Handbook delves into a wide spectrum of contemporary topics including educational equity and quality, language education, learning and human development, workplace learning, teacher education and professionalization, higher education organisations, citizenship and moral education, and high performing education systems. This book examines education transfer, specifically focusing on pedagogic transfer, and analyzes what happens when lesson study is introduced into foreign contextual settings. Lesson study, a professional development approach that originated in Japan 150 years ago, has been widely considered one of the best practices for collaborative professional development. There is an underlying assumption behind education transfer that when “best practice” is transferred to another country, it will generate a similar effect and improve schooling quality. Since pedagogic practice is socially constructed, the best practice in one setting may not be meaningful in another contextual setting. This book makes a unique contribution to the field of comparative education by offering a sociological examination of why pedagogic transfer often fails to bring expected benefits. It is comprised of three parts. Part I, ”Pedagogic Transfer and Lesson study,” provides contextualized analysis of lesson study in Japan and abroad and presents how the meaning of practice is always reinterpreted against the local educational context. Part II presents a sociological analysis of Indonesian teachers’ practice based on ethnographic fieldwork. It conceptually analyses the nature of the teacher community and their practice and is presented as “teacher strategies.” The concept showed that teacher culture and practice are not fixed but constantly negotiated within the institutional setting. Part III, “Sociological Understanding of Pedagogic Transfer,” builds on the analyses in Part I and II and provides a theoretical understanding of the issue of pedagogic transfer. Professional responsibilities of teachers, collegiality, and teaching expertise in Japan and Indonesia are compared to understand how the meaning of lesson study was reconstructed in the Indonesian setting. In conclusion, recommendations for an alternative approach to professional development are offered.

This volume collects essays from academics and practitioners from a diversity of areas and perspectives in order to discuss water security at various levels and to illuminate the central idea of water security: its focus on the individual. Beginning with the big picture, this book aims to illustrate the depth of the water security crisis and its interconnections with other aspects of societal development. It particularly draws a connection to the 2030 Agenda for Sustainable Development, and discusses that challenges faced in meeting the 17 sustainability development goals (SDG) by the year 2030. Moving from international to domestic and community perspectives, this book provides a unique analysis of issues and solutions to the water issues we face today in light of the ever looming global changes brought on by climate change. Over the past few decades the recognition of our common need for water has increased, as policymakers have sought to place more focus on the individual within policy. After the recognition of water and sanitation as a fundamental human right by the United Nations General Assembly in 2010, there is increasing recognition of the individual as the building block for the struggle for water security. This reality also intersects with adverse impacts of global climate change, and the book responds to the broader question: will clean and safe water be available where we need it and when we need it in the future?

South-South cooperation is becoming ever more important to states, policy-makers and academics. Many Northern states, international agencies and NGOs are promoting South-South partnerships as a means of ‘sharing the burden’ in funding and undertaking development, assistance and protection activities, often in response to increased political and financial pressures on their own aid budgets. However, the mainstreaming of Southern-led initiatives by UN agencies and Northern states is paradoxical in many ways, especially because the development of a South-South cooperation paradigm was originally conceptualised as a necessary way to overcome the exploitative nature of North-South relations in the era of decolonisation. This handbook critically explores diverse ways of defining ‘the South’ and of conceptualising and engaging with ‘South-South relations.’ Through 30 state-of-the-art reviews of key academic and policy debates, the handbook evaluates past, present and future opportunities and challenges of South-South cooperation, and lays out research agendas for the next 5-10 years. The book covers key models of cooperation (including internationalism, Pan-Arabism and Pan-Africanism), diverse modes of South-South connection, exchange and support (including South-South aid, transnational activism, and migration), and responses to displacement, violence and conflict (including Southern-led humanitarianism, peace-building and conflict resolution). In so doing, the handbook reflects on decolonial, postcolonial and anticolonial theories and methodologies, exploring urgent questions regarding the nature and implications of conducting research in and about the global South, and of applying a ‘Southern lens’ to a wide range of encounters, processes and dynamics across the global South and global North alike. This book is a study of cross-border activity in and around Japanese universities, employing ‘Asia’ as the cornerstone of inquiry.
