Europe faces an increasingly unstable and dangerous neighbourhood. The continuing war in Syria, a humanitarian crisis in the region and the weakening of state structures have created a combustible environment, which has contributed to the refugee and migration crisis and the rise of the so-called Islamic State of Iraq and the Levant (ISIL). Meanwhile, the conflict in eastern Ukraine appears to have become frozen, and relations with Russia are dominated by sanctions. In such a moment of uncertainty and upheaval, the discipline of developing a new strategy is welcome. First and foremost, a new EU foreign and security strategy must be underpinned by the recognition that the driving force in foreign policy is the Member States: it must provide the overarching framework for how Member States can act more collectively, and offer them the political framework to act within and through the EU. A new strategy for the EU must undertake a forthright process of prioritisation, agreed by the Member States. It should set out where the EU should act, and take into account what means it has at its disposal. It must be driven by a sober assessment of the risks facing the Union, its security interests therein and a clear-sighted analysis of the resources the Union can bring to bear.

In times of rapid change and unpredictability the European Union’s role in the world is sorely tested. How successfully the EU meets challenges such as war, terrorism and climate change, and how effectively the Union taps into opportunities like mobility and technological progress depends to a great extent on the ability of the EU’s institutions and member states to adopt and implement a comprehensive and integrated approach to external action. A common perception of global resource scarcity holds that it is inevitably a catalyst for conflict among nations; yet, paradoxically, incidents of such scarcity underlie some of the most important examples of international cooperation. This volume examines the wider potential for the experience of scarcity to promote cooperation in international relations and diplomacy beyond the traditional bounds of the interests of competitive nation states. The interdisciplinary background of the book’s contributors shifts the focus of the analysis beyond narrow theoretical treatments of international relations and resource diplomacy to broader examinations of the practicalities of cooperation in the context of competition and scarcity. Combining the insights of a range of social scientists with those of experts in the natural and bio-sciences—many of whom work as ‘resource practitioners’ outside the context of universities—the book works through the tensions between ‘thinking/theory’ and ‘doing/practice’, which so often plague the process of social change. This book provides a critical assessment of the problem of internet child pornography and its governance through legal and non-legal means, including a comparative assessment of laws in England and Wales, the United States of America and Canada in recognition that governments have a compelling interest to protect children from sexual abuse and exploitation. The internet raises novel and complex challenges to existing regulatory regimes. Efforts towards legal harmonization at the European Union, Council of Europe, and United Nations level are examined in this context and the utility of additional and alternative methods of regulation explored. This book argues that effective implementation, enforcement and harmonization of laws could substantially help to reduce the availability and dissemination of child pornography on the internet. At the same time, panic-led policies must be avoided if the wider problems of child sexual abuse and commercial sexual exploitation are to be meaningfully addressed.
