This book explores the manifold ways that the current confrontations between China and the US, and political tensions within the Special Administrative Region (SAR) has brought Hong Kong to the forefront of emerging political frictions between Beijing and the territory and growing international rivalry between the two powerful nations of the world. Unlike the situation in the post-WWII decades, which witnessed the internationalisation of the Hong Kong economy, this “New Cold War” poses challenges to the SAR’s status as a global city and international financial and business centre. The enactment of the National Security Law and the growing presence of Beijing in regulating the SAR’s domestic affairs triggered strong reactions from many countries. With the rise of industrial capitalism in Europe and the related imposition of colonial rule in much of East Asia, both Europe and East Asia have intertwined histories that continue to shape their political thinking and political decision making. The contemporary interactions of the two regions – now once again major trading partners – will both depend upon and facilitate deeper understandings of their respective sets of national pasts. This book compares national pasts as well as the current processes of change taking place in Europe and East Asia, including the dynamics of the European Union in Europe and the re-emergence of the historical centre of China in East Asia. It argues that as the change unfolds in the economic, social and political fields, the various national pasts embedded with the polities of the two regions will also need to be revisited and reworked. This book is about the growth of shadow banking in China and the rise of China’s free markets. Shadow Banking refers to capital that is distributed outside the formal banking system, including everything from Mom and Pop lending shops to online credit to giant state owned banks called Trusts. They have grown from a fraction of the economy ten years ago to nearly half of all China’s annual Rmb 25 trillion ($4.1 trillion) in lending in the economy today. Shadow Banks are a new aspect of capitalism in China – barely regulated, highly risky, yet tolerated by Beijing. They have been permitted to flourish because many companies cannot get access to formal bank loans. It is the Wild West of banking in China. If we define capitalism as economic activity controlled by the private sector, then Shadow Banking is still in a hybrid stage, a halfway house between the state and the private economic. But it is precisely this divide that makes Shadow Banking an important to the rise of capitalism.
