This book is about institutional change, how to recognize it, when it occurs, and the mechanisms that cause it to happen. It is the first book to identify problems with the "new institutional analysis," which has emerged as one of the dominant approaches to the study of organizations, economic and political sociology, comparative political economy, politics, and international relations. The book confronts several important problems in institutional analysis, and offers conceptual, methodological, and theoretical tools for resolving them. It argues that the paradigms of institutional analysis--rational choice, organizational, and historical institutionalism--share a set of common analytic problems. Chief among them: failure to define clearly what institutional change is; failure to specify the mechanisms responsible for institutional change; and failure to explain adequately how "ideas" other than self-interests affect institutional change. To demonstrate the utility of his tools for resolving the problems of institutional analysis, Campbell applies them to the phenomenon of globalization. In doing so, he not only corrects serious misunderstandings about globalization, but also develops a new theory of institutional change. This book advances the new institutional analysis by showing how the different paradigms can benefit from constructive dialogue and cross-fertilization.

This book contributes to emerging debates in political science and sociology on institutional change. Its introductory essay proposes a new framework for analyzing incremental change that is grounded in a power-distributional view of institutions and that emphasizes ongoing struggles within but also over prevailing institutional arrangements. Five empirical essays then bring the general theory to life by evaluating its causal propositions in the context of sustained analyses of specific instances of incremental change. These essays range widely across substantive topics and across times and places, including cases from the United States, Africa, Latin America, and Asia. This overview of recent research on how institutions matter in tackling environmental problems reports the findings and policy implications of a decade-long international research project. Studies show that institutions play a role both in causing and in addressing problems arising from human-environment interactions. But the nature of this role is complex and not easily described. This book presents an overview of recent research on how institutions matter in efforts to tackle such environmental problems as the loss of biological diversity, the degradation of forests, and the overarching issue of climate change. Using the tools of the “new institutionalism” in the social sciences, the book treats institutions as sets of rights, rules, and decision-making procedures. Individual chapters present research findings and examine policy implications regarding questions of causality, performance, and institutional design as well as the themes of institutional fit (or misfit), interplay, and scale. The book provides a structural analysis of the European space effort from an institute change perspective. It analyzes the EU-ESA inter-institutional relationship, gives an overview of the development of space policy in Europe, and advances the debate about the impact of the European integration process on existing institutional actors. While European Space collaboration was initially developed outside the competences of the European Union (EU) with space programmes being carried out almost exclusively under the framework of European Space Agency (ESA) and national agencies, the EU has gained “shared competences” (Art. 2, TFEU) in space policy following the adoption of the Lisbon Treaty. Currently the EU and ESA work together under a Framework Agreement. In 2016, the EU Commission has published a Communication entitled “European Space Policy” (ESP). Even though ESA’s Member States have agreed to keep ESA as an intergovernmental organisation during the ESA Ministerial Council of 2014, the discussion about ESA becoming part of the EU framework continues. The EU’s ambitions for leadership in European space policy raise question concerning the future of ESA. The study of institutions lies at the heart of political sciences. Strikingly the theoretic framework qualifying institutional change and making it comparable leaves room for more concrete and testable dimensions of institutional change.

This work scrutinizes the role of institutional change, with special reference to Southeast Asia. It suggests that the nature of institutional arrangements such as households, community groups, firms and formal governance systems can significantly affect human activity and economic success.
