This book provides a systematic examination of the relationship between industrial clusters and poverty, which is analyzed using a multidimensional framework. It examines the often-neglected concept of social protection as a means of mitigating the risks and vulnerabilities faced by workers and citizens in poor countries. By analyzing the case of the Otigba Information and Communications Technology cluster in Lagos, Nigeria, the author shows under which conditions firms in productive clusters can pass on benefits to workers in ways that improve their living standards in the wider socio-economic and spatial context of the region. The results presented provide substantial evidence of opportunities for economic development, helping planners to explore different avenues for integrating firm-driven social protection into social policy.

The Nigeria Urbanization Review serves the critical and timely purpose of understanding the challenges and opportunities of urbanization in Nigeria. The country’s rapid urban population growth and expansion is examined in relation to the account of its recent urban economic growth in order to seek for ways to finance urban development, particularly the provision of urban public goods and services. The objective of this analytical program is to provide diagnostic tools to inform policy dialogue and investment priorities on urbanization. This report serves the critical and timely purpose of focusing attention on the challenges and opportunities of urbanization in Nigeria. The executive summary at the front summarizes the key trends of Nigeria’s urbanization and sets out a framework to structure core urban challenges in view of underlying causes. Public debate in Nigeria on the country s progress since its return to democracy in 1999 has been dominated by two seemingly opposite themes. The first theme is the strong growth performance of the non-oil economy. This success has been marked by sharp increases in agriculture, trade, and construction and by the emergence of new industries in the financial, telecommunications, and entertainment sectors, supported by sound macroeconomic policies and structural reforms. The second, opposing theme is the seeming failure of Nigeria s much improved economic performance to reduce unemployment, especially among the young. Rising levels of unemployment have increased militancy among the young and impacted negatively on public order.
