This book presents papers on different perspectives in tackling the economic, racial and other injustices which generate conflict. The papers infer that the nuclear threat provides the most urgent manifestation of the inadequacy of war as a means of resolving differences between nations.

Increased international interdependence - globalization - has also greatly increased the potential for international conflict in various areas such as trade, competition, the environment, and human rights. Observers have counted up to 40 international courts that serve to settle such conflicts. What are adequate criteria to measure the effectiveness of international courts? What factors explain the differences in their success? What factors explain the differences of nation-state governments in delegating competence to international courts in the first place? Should there be any additional courts? This volume assembles ten papers and comments that contain first steps in answering these questions. Their authors are legal scholars and economists, but also political scientists and philosophers. With this volume the Jahrbuch fur Neue Politische Okonomie has changed its title to Conferences on New Political Economy.

Using a broad range of case studies, this book examines conflict and the international relations facing the world today.

The end of the Cold War has changed the shape of organized violence in the world and the ways in which governments and others try to set its limits. Even the concept of international conflict is broadening to include ethnic conflicts and other kinds of violence within national borders that may affect international peace and security. What is not yet clear is whether or how these changes alter the way actors on the world scene should deal with conflict: Do the old methods still work? Are there new tools that could work better? How do old and new methods relate to each other? International Conflict Resolution After the Cold War critically examines evidence on the effectiveness of a dozen approaches to managing or resolving conflict in the world to develop insights for conflict resolution practitioners. It considers recent applications of familiar conflict management strategies, such as the use of threats of force, economic sanctions, and negotiation. It presents the first systematic assessments of the usefulness of some less familiar approaches to conflict resolution, including truth commissions, "engineered" electoral systems, autonomy arrangements, and regional organizations. It also opens up analysis of emerging issues, such as the dilemmas facing humanitarian organizations in complex emergencies. This book offers numerous practical insights and raises key questions for research on conflict resolution in a transforming world system.

The analysis and interpretation of conflicts can be a dangerously simplistic exercise. A western, developed socio-economic perspective can simplify conflicts in the so-called ‘Third World’ as the inevitable struggles of people who cannot coexist because of ethnic, religious or cultural differences. While acknowledging that many contemporary conflicts are characterised and influenced by these factors, this book calls for an approach to conflict prevention and resolution which mainly addresses the underlying political, economic and social causes. The conflict in Sudan, where narratives evolved from an interpretation based on religious differences between a Muslim North and the Christian South, provides a case study through which the author explores how most prevention and resolution strategies were based on flawed assumptions leading to poor results. By focusing instead on the underlying socio-economic inequality and marginalisation among groups she analyses the dynamics of the complex peace process to ascertain if and how economic and social rights were effectively included and implemented as a part of the peace agreement, including after South Sudan’s independence.

Finding an alternative to supplement military ways of resolving international conflicts has been taken up by many people skilled in various areas such as political science, economics, social studies, modelling and simulation, artificial intelligence and expert systems, military strategy and weaponry as well as private business and industry. The Workshop will therefore be of use as it looks at various control methods which would create a conciliatory social and political environment or climate for seeking and obtaining non-military solutions to international conflicts and to solutions to national conflicts which may lead to international conflicts.

This book investigates technology's potential for stimulating and strengthening approaches that can lead to the peaceful solution of international conflicts. It discusses the causes of war; the political and social implications of neighbourhood and international involvement, and evaluates various aid programmes. Models are applied to methods of mediation and simulating power distribution and decision making to show how modern technology can be used to promote resolution in the event of conflict.

Non-governmental organisations (NGOs) have become important actors in the globalised world. They run aid and relief programmes in the poorest countries, support international institutions (like the United Nations), or are watchdogs of them (for example watchdogs of the Bretton Woods institutions). In doing so, NGOs naturally work permanently with state-agencies and it is probably hard to find an NGO which is totally free of any governmental support (in financial, logistical or informative matters). Thus, there are strong NGO-government connections on a daily-work basis. NGOs run multiple attempts to contribute to the resolution of conflicts on all political levels. They bring together people on the grass-root level, they try to influence high officials through public pressure and they organise conferences and discussions with members and consultants of the concerned parties. The latter approach is analysed in this study. But how do NGOs influence the level of official international relations? To which degree can NGOs improve the relations of two conflicted parties, especially when the conflict is protracted and severe? The aim of this study is to define the preconditions of successful NGO mediation, to measure the NGO influence as an antecedent condition for successful mediation, and to exhibit its limits. The underlying assumption is that conflict resolution is more likely if NGO mediation supports this attempt. This approach can be labelled as an assumption of constant effect since the focus is on understanding the NGOs influence on international conflict resolution. Three cases of NGO-led mediation attempts are analysed. The cases are selected because of their problematic official relations are chosen under criteria of comparatibility. Thus, they have similar conditions (framework) in common; namely, in matters of time, territory and main actors. The case studies analysed are seated in the Middle East because negotiations between Israel and Palestine were (and still are) highly conflicted, protracted and many mediation attempts by third-parties have taken place there. The analysis of these three cases - their differences and similarities - shall lead to a better general understanding of the possibilities and limits of NGOs and the necessary preconditions.

In the past, arbitration, direct bargaining, the use of intermediaries, and deference to international institutions were relatively successful tools for managing interstate conflict. In the face of terrorism, intrastate wars, and the multitude of other threats in the post–Cold War era, however, the conflict resolution tool kit must include preventive diplomacy, humanitarian intervention, regional task-sharing, and truth commissions. Here, Jacob Bercovitch and Richard Jackson, two internationally recognized experts, systematically examine each one of these conflict resolution tools and describe how it works and in what conflict situations it is most likely to be effective.
