High Speed Rail

eBook Download

BOOK EXCERPT:

The Transport Committee believes there is a good case for a high speed rail network, linking London and the major cities of the Midlands, the North and Scotland. But the Government must firmly commit to the Y network (to Leeds and Manchester) before seeking parliamentary approval for HS2. If it decides to go ahead with HS2, it should publish a summary of the financial case showing how the project is affordable alongside sustained investment in the classic network. A full assessment of the case for building from north to south should be carried out. The disputed travel time savings should be addressed in an updated economic case. The Committee is concerned that the Government is developing separate strategies for rail and aviation, with HS2 separate from both, and calls again for the publication of a comprehensive transport strategy. The Government should look again at the case for a direct link to Heathrow, and costs and benefits of routing HS2 via Heathrow should be set out more clearly. Better information is needed on: the proposals for London termini and linkages; risk factors of operating 18 trains per hour at 225mph; the location of stations on the Y network; environmental impacts. Claims that HS2 would deliver substantial carbon-reduction benefits do not stand up to scrutiny. The Government should desist from disparaging opponents of high speed rail as NIMBYs. Both sides in the debate should show respect for each other and focus on the facts.

China S High Speed Rail Development

eBook Download

BOOK EXCERPT:

Over the past decade, China has built 25,000 km of dedicated highspeed railway—more than the rest of the world combined. What can we learn from this remarkable experience? China’s High-Speed Rail Development examines the Chinese experience to draw lessons for countries considering investing in high-speed rail. The report scrutinizes the planning and delivery mechanisms that enabled the rapid construction of the high-speed rail system. It highlights the role of long-term planning, consistent plan execution, and a joint venture structure that ensures active participation of provincial and local governments in project planning and financing. Traffic on China’s high-speed trains has grown to 1.7 billion passengers a year. The study examines the characteristics of the markets for which high-speed rail is competitive in China. It discusses the pricing and service design considerations that go into making high-speed rail services competitive with other modes and factors such as good urban connectivity that make the service attractive to customers. One of the most remarkable aspects of the Chinese experience is the rapid pace of high-quality construction. The report looks at the role of strong capacity development within and cooperation among China Railway Corporation, rail manufacturers, universities, research institutions, laboratories, and engineering centers that allowed for rapid technological advancement and localization of technology. It describes the project delivery structures and incentives for delivering quality and timely results. Finally, the report analyzes the financial and economic sustainability of the investment in high-speed rail. It finds that a developing country can price high-speed rail services affordably and still achieve financial viability, but this requires very high passenger density. Economic viability similarly depends on high passenger density.

High Speed Railway Bridges

eBook Download

BOOK EXCERPT:

The need for large-scale bridges is constantly growing worldwide, as the expansion of transport infrastructures with rail roads and high-speed lines is an important current task in many regions. This book develops all aspects referring to the structural conceptional design and analysis that are taken into account when planning a bridge or viaduct for a high-speed rail line. That includes the characteristics of the railway traffic such as speeds, actions, limit states, etc., and a detailed analysis of the superstructure of the track with its various components and singular elements. One of the special features of the book is that it not only highlights the bridge typologies and structural components related to the bridge design but also takes into account the issues of the track construction. The design basis, the requirements from different situations, and solutions are given. Special attention is paid to the interactions between the structure and the track and to the dynamic nature of railway actions, studying the dynamic response of the structure and its influence on the behaviour of the track and its components as well as on safety, traffic flow quality, and maintenance needs. The particulars of the design of high-speed rail bridges located in seismic areas are included as well. Numerous examples in all chapters serve the book's character as a useful guide to HSR bridge design, and to prevent typical problems and errors. An appendix with selected HSR bridges built worldwide completes the work. With this work the authors provide first-hand experience gained from many years of planning of completed bridges for high-speed rail lines.

High Speed Rail In Poland

eBook Download

BOOK EXCERPT:

The Railway Research Institute (Instytut Kolejnictwa) in Warsaw was established in 1951 and was, until 2000, part of the Polish State Railways (PKP). At present, it serves as an independent entity, it is subordinated to the minister responsible for transport. Since its inception, the Institute has been the centre of competence for technology, technique and organization of operation and services in rail transport, particularly in respect to innovation. One of its fundamental tasks also includes activities connected with safety which are carried out in close cooperation with the National Safety Authority, i.e. the Office of Rail Transport. At the same time the Institute participated in the process of upgrading and modernization of the rail network in Poland. Experience in high speed rail, gained as a result of international cooperation and basing on the effort to increase speed on railway lines in Poland (so far 200 km/h), is included in the monograph “Koleje Dużych Prędkości w Polsce” (High Speed Rail in Poland) published in 2015 for the benefit of the Polish reader. This monograph aims at reaching an international audience of experts so as to present Polish determinants of HSR implementation. In order to elaborate this monograph, apart from specialists from the Railway Research Institute, experts from other research and academic centres were invited. Not only presenting a wide range of problems connected with future construction of High Speed Lines in Polish conditions, but also a number of operational ones. The authors have created a reference work of universal character, solving problems in order to build and operate high speed rail systems in countries on a similar level of development as Poland. Features: providing requirements for design and upgrade of engineering works on High Speed Rail development information on restructuring and building railway lines for countries starting to develop a High Speed Rail system dealing with organizational, engineering, socioeconomic and economic demands for transport services and the formation of human resources for constructing and operting a High Speed Rails system.
