This book offers a comparative and cross-cultural history of Islamic reform and European colonialism as both dependent and independent factors in shaping the multiple ways of becoming modern in Indonesia and Malaya during the first half of the twentieth century.

In this biography Nico J.G. Kaptein studies the life and times of Sayyid ʿUthman (1822-1914), the most prominent Muslim scholar of his era in the Netherlands East Indies. During his long career, he provided guidance to the Muslim community and from 1889 onwards simultaneously served the colonial government as advisor for Muslim affairs after the famous C. Snouck Hurgronje had engaged him. Based on an analysis of his writings, Kaptein focuses on the question of how Sayyid ʿUthman viewed the place of Islam in the colonial state and the many reactions this provoked, both nationally and internationally, e.g. from the Cairo-based reformist Rashid Rida. In Mozambique and Guinea, the Portuguese colonial administration had to deal with Muslim communities of significant population expression and whose internal cultural differentiations presented a complexity to which the administrative power was often unprepared. The exercise of this governance, with all the variations that characterized it, extended throughout the period that the colonial project lasted, from the phase of effective military occupation, in the transition from the nineteenth to the twentieth century, until the end of the colonial wars in 1974. In this chronological segment, Portuguese Colonialism and Islam seeks to address the circumstances of the colonial governance and regulation of those populations, focusing on: (1) The representations and images of Islam and Muslims that the agents of Portuguese colonialism produced at significant stages of the period, the recurrence of this imagery, its evolution, and the way it interacted with the concrete policies of control and governance of the populations. (2) The changes that such policies underwent, oscillating between a posture of ambivalent hostility, more visible in the 1930s to 1950s and more present in Mozambique than in Guinea, and a strategy of rapprochement with the Islamic leadership and their religious enticement, a strategy developed in the final phase of the Colonial War as part of the fight against nationalist movements. (3) The critical eye with which representatives of former colonial powers followed the Portuguese policies of governance of Islam, expressed in the testimonies of consuls-general of France and the United Kingdom, and documents conveying how diplomatic bodies perceived the Portuguese colonial system.

The French state has long had a troubled relationship with its diverse Muslim populations. In Only Muslim, Naomi Davidson traces this turbulence to the 1920s and 1930s, when North Africans first immigrated to French cities in significant numbers. Drawing on police reports, architectural blueprints, posters, propaganda films, and documentation from metropolitan and colonial officials as well as anticolonial nationalists, she reveals the ways in which French politicians and social scientists created a distinctly French vision of Islam that would inform public policy and political attitudes toward Muslims for the rest of the century—Islam français. French Muslims were cast into a permanent "otherness" that functioned in the same way as racial difference. This notion that one was only and forever Muslim was attributed to all immigrants from North Africa, though in time "Muslim" came to function as a synonym for Algerian, despite the diversity of the North and West African population.Davidson grounds her narrative in the history of the Mosquée de Paris, which was inaugurated in 1926 and epitomized the concept of Islam français. Built in official gratitude to the tens of thousands of Muslim subjects of France who fought and were killed in World War I, the site also provided the state with a means to regulate Muslim life throughout the metropole beginning during the interwar period. Later chapters turn to the consequences of the state's essentialized view of Muslims in the Vichy years and during the Algerian War. Davidson concludes with current debates over plans to build a Muslim cultural institute in the middle of a Parisian immigrant neighborhood, showing how Islam remains today a marker of an unassimilable difference.
