This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff. It sets forth doctrine to govern the joint activities and performance of the Armed Forces of the United States in joint operations and provides the doctrinal basis for US military involvement in multinational and interagency operations. It provides military guidance for the exercise of authority by combatant commanders and other joint force commanders (JFCs) and prescribes doctrine for joint operations and training. It provides military guidance for use by the Armed Forces in preparing their appropriate plans. It is not the intent of this publication to restrict the authority of the JFC from organizing the force and executing the mission in a manner the JFC deems most appropriate to ensure unity of effort in the accomplishment of the overall mission. the contents of this publication and the contents of Service publications, this publication will take precedence for the activities of joint forces unless the Chairman of the Joint Chiefs of Staff, normally in coordination with the other members of the Joint Chiefs of Staff, has provided more current and specific guidance. Commanders of forces operating as part of a multinational (alliance or coalition) military command should follow multinational doctrine and procedures ratified by the United States. For doctrine and procedures not ratified by the United States, commanders should evaluate and follow the multinational command s doctrine and procedures, where applicable and consistent with US law and policy.

In the face of such great uncertainty, militaries must be able to adapt rapidly in order to win. Adaptation under Fire identifies the characteristics that make militaries more adaptable, illustrated through historical examples and the recent wars in Iraq and Afghanistan. Authors David Barno and Nora Bensahel argue that militaries facing unknown future conflicts must nevertheless make choices about the type of doctrine that their units will use, the weapons and equipment they will purchase, and the kind of leaders they will select and develop to guide the force to victory. Yet after a war begins, many of these choices will prove flawed in the unpredictable crucible of the battlefield. For a U.S. military facing diverse global threats, its ability to adapt quickly and effectively to those unforeseen circumstances may spell the difference between victory and defeat. Barno and Bensahel start by providing a framework for understanding adaptation and include historical cases of success and failure. Next, they examine U.S. military adaptation during the nation's recent wars, and explain why certain forms of adaptation have proven problematic. In the final section, Barno and Bensahel conclude that the U.S. military must become much more adaptable in order to address the fast-changing security challenges of the future, and they offer recommendations on how to do so before it is too late.

This book investigates the challenges related to civil-military cooperation (CIMIC) and offers a new perspective by examining the social role of NATO CIMIC soldiers. The intertwining of the civilian and military spheres has become a significant part of the contemporary security environment. However, the relationship between the military and civilian actors is often troubled, filled with misunderstandings and rivalry.
