Left radicalism in India was rooted in the nationalist movement and was set in motion in the 1920s with the formation of the communist party. The communist movement manifested itself differently in each phase of India’s political history and Communism continues to remain a meaningful alternative ideological discourse in India. This book examines left politics in India focusing on its rise, consolidation and relative decline in the present century. Left radicalism in India is a distinct ideological phenomenon which is articulated in two complementary ways: while the parliamentary left remains social democratic in character, its bête noire, the left wing extremists, continue to uphold the classical Marxist, Leninist and Maoist notion of violent revolution. Although meant as the promise to a better economic tomorrow, three decades later, many feel betrayed by the economic changes ushered in by this new financial era. Tripura in India’s Northeast remains the only region in the world which has sustained a strong left radical political tradition for more than a century, in a context not usually congenial for left politics. Tripura is one of the 29 States in India which has returned the Communist Party of India (Marxist) led Left Front repeatedly to power. By contrast, radical ethnic politics dot the political scenario in the rest of the region. This book examines the roots, nature, governmental performance, and theoretical and policy implications of left radicalism in Tripura. The case of Tripura is placed in comparison with her neighbours in the region, and in some cases with India’s advanced States in governance matters. Based on original archival and the very recent empirical and documentary sources on the subject, the author shows that the Left in Tripura is well-entrenched, and that it has sustained itself compared to other parts of India, despite deeply rooted ethnic tensions between the aboriginal peoples (tribes) and immigrant Bengalis. The book explains how the Left sustains itself in the social and economic contexts of persistent ethnic conflicts, which are, rarely, if ever, punctuated by incipient class conflicts in a predominantly rural society in Tripura. It argues that shorn of the Indian Marxism’s ‘theoretical’ shibboleths, the Left in Tripura, which is part of the Indian Left, has learned to accommodate non-class tribal ethnicity within their own discourse and practices of government. This study demolishes the so-called ‘durable disorder’ hypothesis in the existing knowledge on India’s Northeast. In the Global South, indigenous people have been continuously subjected to top-down, and often violent, processes of post-colonial state and nation building. This book examines the development dilemmas of the indigenous people (adivasis) of the Indian state of Kerala. It explores the different facets of change in their lives and livelihoods in the context of modernisation under different political regimes. As part of the Indian Union, Kerala followed a development approach in tune with the Government of India with regard to indigenous communities. However, within the framework of India’s quasi-federal polity, the state of Kerala has been tracing a development path of its own, which has come to be known as the ‘Kerala model of development’. Adopting a historical political economic approach, the book locates the adivasi communities in the larger contextual shifts from late colonialism through the post-independence years, and critically analyses the Kerala model of development with particular reference to the adivasis’ changing political status and rights to land. It pays special attention to policy dynamics in the neoliberal phase, and the actual practices of decentralisation as a way of including the socially excluded and marginalised. Offering a theoretical elaboration of the interaction between class and indigeneity based on intensive fieldwork in Kerala, the book addresses adivasi development in relation to the general development experience of Kerala, and goes on to relate this particular study to the global context of indigenous people’s struggles. Religious nationalists and women’s activists have transformed India over the past century. They debated the idea of India under colonial rule, shaped the constitutional structure of Indian democracy, and questioned the legitimacy of the postcolonial consensus, as they politicized one dimension of identity. Using a historical comparative approach, the book argues that external events, activist agency in strategizing, and the political economy of transnational networks explain the relative success and failure of Hindu nationalism and the Indian women’s movement rather than the ideological claims each movement makes. By focusing on how particular activist strategies lead to increased levels of public support, it shows how it is these strategies rather than the ideologies of Hindutva and feminism that mobilize people. The blood-laden birth-pangs of the Indian "nation-state" undoubtedly had a bearing on the contentious issue of group rights for cultural minorities. Indeed, the trajectory of the concept ‘minority rights’ evolved amidst multiple conceptualizations, political posturing and violent mobilizations and outbursts. Accommodating minority groups posed a predicament for the fledgling "nation-state" of post-colonial India. This book compares and contrasts Muslim and Sikh communities in pre- and post-Partition India. Mapping the evolving discourse on minority rights, the author looks at the overlaps between the Constitutional and the majoritarian discourse being articulated in the public sphere and poses questions about the guaranteeing of minority rights. Social struggles in India target both the state and private corporations. Three subaltern struggles against development in Gujarat, India, succeeded, to varying degrees, due to legalism from below and translocal solidarity, but that success has been compromised by its gendered geographies. Based on extensive field research, this book examines the reasons for the three social movements succeess. It analyses the contradictory reality of the deepening of democracy along with coercive state measures in the era of neoliberal development, the importance of the legal changes in the state, the nature of the local fields of protest, and the translocal field of protest in contemporary subaltern protests. Addressing gender inequalities within and outside the struggle, the author shows that despite subaltern women having symbolic visibility in the public spaces of the struggles – such as rallies, protests, and meetings with government officials – they are absent from the private spaces of decision-making and collective dialogues.
