Human security is about everyday realities of violent conflict and poverty, humanitarian crises, epidemic diseases, injustice and inequality. It is about freedom from fear and freedom from want. Challenges to security and human rights involving extractive and other industries gave rise to an evolving framework of policy, standards and good practice generally known as business and human rights (BHR). Problems with inefficient and unaccountable security institutions are addressed by security sector reform (SSR). From an empirical perspective – the view from the often mutual operating grounds of BHR and SSR – both approaches share many challenges, as well as end goals. It is thus striking that only on rare occasions are challenges in governance of the security sector addressed upfront as problems of poor resource governance, and vice versa. This paper describes the grounds where SSR and BHR coincide in principles, actors and activities, and which synergies can be built on that base. It makes the business case for SSR, and the SSR case for business. The paper assesses how SSR can channel resources and know-how from business to address critical challenges related to ownership, capacity and sustainability of reform processes. Opportunities for bridging BHR and SSR are drawn from a broad range of policy and guidance, and by looking at lessons from case studies on Guinea, Colombia and Papua New Guinea. SSR and BHR should not collide; ideally, they should cohere. A variety of multistakeholder initiatives open new opportunities to bring this about, with particular relevance to SSR in extractive environments. The overall conclusion, supported by practical propositions for implementation, is that the existing policies and standards in SSR and BHR already allow, and call for, a less rigid approach to the challenges addressed in both fields.

Most of the papers in this book were presented during the 9th International South Sudan and Sudan Studies Conference of the Sudan Studies Association USA and the Sudan Studies Society UK. 150 scholars from numerous academic disciplines, experts in conflict transformation and development, staff of non-governmental organisations (NGOs), former and current senior officers from ministries and military institutions from Sudan, South Sudan, and seventeen further countries participated in the conference. They engaged in vivid discussions on historical and recent cleavages in the societies of Sudan and South Sudan, inequality and exclusion in numerous variations, and on rapid social change accompanied by urbanisation and land conflicts. The severe economic crisis following the separation and the importance of creating political solutions instead of using technical approaches to work on the multitude of challenges affecting each of the two countries and the interrelations between them were also scrutinised. The participants intensely exchanged views and experiences on the difficulties and successes in taking responsibility rather than being dependent on foreign assistance. Discussions revealed strong potentials in both societies to overcome such problems; to initiate processes of reconciliation, and to consolidate peace. They shed light on the complex processes of nation-building and the creation of meaningful constitutions. This book attempts to capture at least some of this multitude of insights and aspects that had shaped the conference.

Timely and pathbreaking, Securing the Peace is the first book to explore the complete spectrum of civil war terminations, including negotiated settlements, military victories by governments and rebels, and stalemates and ceasefires. Examining the outcomes of all civil war terminations since 1940, Monica Toft develops a general theory of postwar stability, showing how third-party guarantees may not be the best option. She demonstrates that thorough security-sector reform plays a critical role in establishing peace over the long term. Much of the thinking in this area has centered on third parties presiding over the maintenance of negotiated settlements, but the problem with this focus is that fewer than a quarter of recent civil wars have ended this way. Furthermore, these settlements have been precarious, often resulting in a recurrence of war. Toft finds that military victory, especially victory by rebels, lends itself to a more durable peace. She argues for the importance of the security sector--the police and military--and explains that victories are more stable when governments can maintain order. Toft presents statistical evaluations and in-depth case studies that include El Salvador, Sudan, and Uganda to reveal that where the security sector remains robust, stability and democracy are likely to follow. An original and thoughtful reassessment of civil war terminations, Securing the Peace will interest all those concerned about resolving our world's most pressing conflicts.

UN peace operations are increasingly asked to pursue stabilization mandates with lofty expectations of being able to stabilize conflict zones, achieve national reconciliation, and rebuild state legitimacy. This book investigates the relationship between UN stabilization mandates and the concept of ‘human security’. The book is divided into three parts. Part I outlines the emergence of stabilization and other trends in peacekeeping practice and outlines an analytical framework of human security. Part II applies the analytical framework to case studies of MINUSMA, MINUSCA, and UNMISS examining issues, such as human rights, empowerment, protection, and vulnerability. In Part III the book draws out several concerns that arise from stabilization mandates, including the militarisation of UN peace operations and the consequences under international humanitarian law, the risks of close cooperation with the host state and engagement in counter-terror activities, and the potential clash between peacebuilding activities and militarisation. The book will be a valuable resource for academics, policymakers and practitioners working on UN peacekeeping generally, and those specifically looking at stabilization, from the perspective of international relations, international law, peace and conflict studies, security studies and human rights.

The EU’s self promotion as a ‘conflict manager’ is embedded in a discourse about its ‘shared values’ and their foundation in a connection between security, development and democracy. This book provides a collection of essays based on the latest cutting edge research into the EU’s active engagement in conflict management. It maps the evolution of EU policy and strategic thinking about its role, and the development of its institutional capacity to manage conflicts. Case studies of EU conflict management within the Union, in its neighbourhood and further afield, explore the consistency, coherence, and politicization of EU strategy at the implementation stage. The essays examine the extent to which the EU can exert influence on conflict dynamics and outcomes. Such influence depends on a number of changing factors: how the EU conceptualizes conflict and policy solutions; the balance of interests within the EU on the issue (divided or concerted) and the degree of politicization in the EU's role; the scope for an external EU role; and the value attached by the conflict parties to EU engagement – a value that is almost wholly bound to their interest in a membership perspective (or other strong relationship to the EU) rather than to ‘shared values’ as an end in themselves. This book was based on a special issue of Ethnopolitics.

There is a clear need to better understand the relationship between two concepts at the heart of peacebuilding: the Rule of Law (RoL), and Security Sector Reform (SSR). If it is acknowledged in principle that they are interdependent, in practice enduring conceptual ambiguities and contradictions undermine latent synergies. As a consequence, international donor agencies are under increasing pressure to demonstrate the benefits of their RoL and SSR assistance. This SSR Paper moves the RoL-SSR debate forward through examining these activities jointly within a peacebuilding context. It proposes a heuristic framework that helps to rationalize this relationship on a conceptual level, demonstrating that RoL and SSR are interdependent and mutually reinforcing. The resulting framework provides a basis for the development of coherent policies that can support the development of coordinated, complementary programmes on the ground.
