The book explores and discusses some of the changes, challenges and opportunities confronting local governance in the context of the new urban paradigm associated with the HABITAT III New Urban Agenda, a 20-year strategy for sustainable urbanization, adopted in October 2016 in Quito, Ecuador. The chapters included in the book address public policy issues from different theoretical perspectives and methodological approaches, written by authors from different academic disciplines within the broad area of social sciences (Geography, Political Science, Public Administration, Spatial Planning, Law, Regional Science, among other fields), and offer an inter-disciplinary vision of these issues. The chapters are written by members of the International Geographical Union (IGU) Commission on Geography of Governance.

This book addresses and explores recent trends in the field of local and urban governance. It focuses on three domains: institutional reforms in local government; inter-municipal cooperation; and citizen participation in local governance. In the last decades, in different regions of the world, there is ample evidence that sub-national government, in particular the field of local governance, is in a permanent state of change and reflux, although with differences that reflect national particularities. Since these institutional changes have an impact in the local policy process, in the delivery of public services, in the local democracy, and in the quality of life, it is mandatory to monitor these continued institutional changes, to learn and develop with these changes, if possible before these experiences are transferred and replicated in other countries. The editor and contributors address issues of interest for a wide audience, comprising of students and researchers in various disciplines, and policy makers at both national and sub-national tiers of government.

The New Urban Agenda (NUA), adopted in 2016 at the United Nations Conference on Housing and Sustainable Urban Development (Habitat III) in Quito, Ecuador, represents a globally shared understanding of the vital link between urbanization and a sustainable future. Since its adoption in 2015, the 2030 Agenda on Sustainable Development has shaped not only international development cooperation but also the design of national trajectories for social and economic development. In tandem with other global agendas adopted that year (such as the Paris Agreement on Climate Change and UN Habitat’s New Urban Agenda) it remains the global and regional blueprint for sustainable development despite the COVID-19 pandemic. The term "localizing the Sustainable Development Goals (SDGs)" has been used to capture the importance of subnational governments for achieving national SDG agendas. However, there is little deeper analysis of the required nexus between fiscal, political, and legal arrangements for SNGs; their involvement in national policy arenas (which discuss and decide on national SDG strategies); and the need for locally disaggregated data systems on the one hand, and effective SDG localization strategies on the other hand. It is this aspect which the present publication explores in greater detail by using country examples and conceptual analyses. The text will be of interest to policymakers, scholars, students and practitioners in public policy and public administration, decentralization, and sustainable development, with a focus on the Asia and Pacific region. This book examines three vital issues in urbanization and democratization: the institutional structures and processes of urban local governance to improve access to urban services; their outcomes in relation to low-income groups’ access to services, citizen participation in local governance, accountability of local leaders and officials, and transparency in local governance; and the factors that influence access to urban services, especially for the poor and marginalized groups. Further, it describes decentralization policies, views of the residents of slums on the effectiveness of government programs, and innovations in inclusive local governance and access to urban services.

There is a dearth of collections of scholarly works dedicated wholly to African issues, that comes out of the work done by African scholars and practitioners with both African collaborators and from elsewhere. This volume brings together scholarly works and thoughts that cut across and intertwine the tripods-environment-consciousness, socially just development and African development into options that could deliver on the promise of the SDGs. The book project is an initiative of the Centre for Housing and Sustainable Development at the University of Lagos, which realized the gap in ground research linking the housing sector with the SDGs in African cities. This book highlights the discontinuities and the ongoing development of the urban question in policy-making in the context of the controversial current issues of global reversal and regional revival.
