This report is a comprehensive analysis and assessment of sustainable urban development in the Asia and Pacific region at a time of great disruption and uncertainty resulting from multiple interlinked global crises in a post pandemic era. This report aims to provide valuable insights into the spatial, economic, social, environmental and governance aspects of cities, offering holistic policy recommendations towards a sustainable urban recovery from these crises. Understanding the dynamics and characteristics of its cities is crucial for national and local governments, businesses, local communities, researchers and urban planners. With this report ESCAP and UN-Habitat continue their collaboration to provide an updated, reliable resource for decision-makers seeking to gain a deeper understanding of the trends, challenges, and future opportunities within the Asia-Pacific cities landscape. The report builds on three previous editions in this series, each of which explored the key existing and emerging trends in urban development within the region. This report continues the forward-looking perspective, capturing the transformative messages of the New Urban Agenda (2016) and continuing the thematic tracks established in the 2019 edition of this report. The current edition also set a much-needed agenda for a sustainable urban recovery across the region. The 2023 report is released in a year where progress against SDG 11 on 'sustainable cities and communities' is under review globally by the UN General Assembly.

The Future of Asian and Pacific Cities report 2019 makes the case for four priorities and four approaches to realize a sustainable urban future in Asia and the Pacific. A sustainable future occurs when urban and territorial planning lays a foundation; resilience guards against future risk; smart cities deploy the best technology for the job; and financing tools help pay for it all. Getting these essentials right in Asian and Pacific cities today is vital in order to adapt to the demands of tomorrow and to deliver on the 2030 Agenda for Sustainable Development and the New Urban Agenda.

This book focuses on the implementation of slum upgrading projects and the last generation of citywide programmes that define the future urban configuration of informal settlements, from a citywide perspective, in the Earth’s tropical region. The book presents a study on regeneration experiences in Asia and Latin America and it identifies important points of connection and similarities between the two cases, while also determining that, compared to Asia, informality in Latin America is in its ‘second generation.’

The New Urban Agenda (NUA), adopted in 2016 at the United Nations Conference on Housing and Sustainable Urban Development (Habitat III) in Quito, Ecuador, represents a globally shared understanding of the vital link between urbanization and a sustainable future. At the heart of this new vision stand a myriad of legal challenges – and opportunities – that must be confronted for the world to make good on the NUA’s promise. The book explores and discusses some of the changes, challenges and opportunities confronting local governance in the context of the new urban paradigm associated with the HABITAT III New Urban Agenda, a 20-year strategy for sustainable urbanization, adopted in October 2016 in Quito, Ecuador. The chapters included in the book address public policy issues from different theoretical perspectives and methodological approaches, written by authors from different academic disciplines within the broad area of social sciences (Geography, Political Science, Public Administration, Spatial Planning, Law, Regional Science, among other fields), and offer an inter-disciplinary vision of these issues. The chapters are written by members of the International Geographical Union (IGU) Commission on Geography of Governance.

Since its adoption in 2015, the 2030 Agenda on Sustainable Development has shaped not only international development cooperation but also the design of national trajectories for social and economic development. In tandem with other global agendas adopted that year (such as the Paris Agreement on Climate Change and UN Habitat’s New Urban Agenda) it remains the global and regional blueprint for sustainable development despite the COVID-19 pandemic. The term "localizing the Sustainable Development Goals (SDGs)" has been used to capture the importance of subnational governments for achieving national SDG agendas. However, there is little deeper analysis of the required nexus between fiscal, political, and legal arrangements for SNGs; their involvement in national policy arenas (which discuss and decide on national SDG strategies); and the need for locally disaggregated data systems on the one hand, and effective SDG localization strategies on the other hand. It is this aspect which the present publication explores in greater detail by using country examples and conceptual analyses. The text will be of interest to policymakers, scholars, students and practitioners in public policy and public administration, decentralization, and sustainable development, with a focus on the Asia and Pacific region.
