This book provides a socio-legal examination of the media’s influence on the development and implementation of criminal justice policy. This impact is often assumed. And, especially in the wake of high-profile crimes, the press is routinely observed calling for sentences to be harsher, and for governments to be tougher on crime. But how do we know that there is a connection? To answer this question, the book draws on a case study of the media reporting of the rape and murder of Jill Meagher in Melbourne, Australia; as well as other well-known cases, including those of James Bulger, Sarah Payne, Stephen Lawrence and Michael Brown, among others. Deploying a socio-legal framework to examine how the media’s often powerful and emotive narratives play a crucial role in the development and implementation of law, the book provides a deep and critical reflection on its influence. The book concludes with a number of suggestions for media reform: both to moderate the media’s influence, and to incorporate a broader range of viewpoints. Winston Churchill is handed down the generations, reinvented in the process to suit current controversies. He has been many things: presently a talisman of the political right, a war-hero of conservative outlook who saved his country; on the left, he is a reactionary imperialist, a warmongering oppressor of the workers. Both sides would be surprised by a time trip to the sensation-filled years of 1910 and 1911. They would find a modernist progressive, cordially loathed by the Tories, carrying through programs of social reform and making the prison system more humane: declaring to Parliament that even convicted offenders have rights and that how a state treats them determines the level of its civilisation. A long-serving Permanent Under-Secretary at the Home Office reckoned that Churchill’s policies (which his successors continued) halved the prison population. During the last third of the twentieth century and into the next, rehabilitation has gone into reverse. Prison numbers have soared, as the punitive approach has reasserted itself, now laced with political populism. This book looks at that story in the context of the paradoxical career of Churchill the Liberal Reformer.

This book addresses the divergent reform agendas that have shaped American juvenile justice systems during the last two decades. Testing and extending the theory of social reform developed by Ohlin, et al. in their study of Massachusetts' juvenile justice reform, McGarrell investigates the process of change in New York State's juvenile corrections system because this state was a forerunner of both liberal and conservative national reform trends. He asks: "What juvenile justice policies have changed? Who has changed them, and why? What has been the effect on juvenile corrections, and ultimately, on youth?" Juvenile Correctional Reform suggests that many factors--as broad as cultural shifts in prevailing political ideology, and as narrow as the individual initiative of an agency head--have shaped policy and procedure at specific times. It also provides an important case study of an organization in relation to its environment during a period of unprecedented and often contradictory demands for change in juvenile corrections.
