Relations between the European Union and China have grown at a sustained pace across the board in recent times, transforming the relationship from one of previous neglect into a matter of global strategic significance. This book offers an examination of the evolution of contemporary EU-China relations in the economic, technological and high politics dimensions, including implications of the high-tech and security-related elements of the relationship (space and satellite navigation cooperation; advanced technology transfers; arms sales, including the proposal to lift the EU arms embargo on China) for the United States and its East Asian allies. The analysis of EU-China relations is placed in the context of evolving dynamics in transatlantic relations on the one hand, and East Asia's major powers' changing security perceptions on the other. With this approach, this study intends to provide the reader with a better understanding of the global significance acquired by Sino-European relations, while also raising the question as to whether, and to what extent, the promotion of EU space and defence interests in China has made the EU a novel strategic factor in East Asia. This book contributes to current debates on the emerging global order, including discussions of how European and Chinese policy makers would perceive the post-Cold War international system, evaluate the place and role of their countries in it, and appraise the policies to be adopted to maintain global competitiveness in key strategic industrial sectors and increase political autonomy in an international environment characterised by US primacy.

This book analyses the strategic dimensions of energy security, particularly where energy resources have become the object of military competition. The volume explores the risks that may arise from conditions of increasing economic competition and resource scarcity, and the problems that may follow if major producers or consumers of energy lose confidence in the equity and efficiency of the market, and resort instead to the use of force to secure access to energy. It surveys the strategic outlook of both producer and consumer states, with emphasis on nations or regions (Central Asia, Russia, China, Venezuela, the Persian Gulf) where unstable or rapidly evolving political conditions may undermine the currently prevailing market consensus. It also examines the role of the United States as the chief guarantor of the global economy, and the challenge this poses for its exercise of military power. The book contests that while the global energy market may be largely self-regulating, it is not self-defending. A failure to consider how it can be most effectively defended from emerging and potential challenges merely heightens the risk that those challenges may someday become real.

Colonel William Winthrop singularly was the most influential person in developing the military law of the United States. A half century ago, the Supreme Court tendered to Winthrop the title, 'The Blackstone of Military Law,' meaning simply that his influence outshone all others. He has been cited over 20 times by the highest court and well over a 1,000 times by other federal courts, state courts, and legal texts. In this, he surpasses most other legal scholars, save Joseph Story, John Marshall, or Felix Frankfurter. But while biographies of each of these Supreme Court Justices have been written, there has been none to date on Winthrop.
