Women’s participation in parliaments, high courts, and executive offices worldwide has reached record high numbers, but this global increase in women’s representation masks significant variation among different democratic political systems. For example, in December of 2009, Rwanda’s legislature contained 56% women, while the U.S. Congress contained only about 17% and the Japanese Diet had only 11%. Since 2000, only twenty-seven women have achieved executive office worldwide. Contagious Representation is a comprehensive look at women’s participation in all aspects of public life in the main democratic political institutions—the executive, the judiciary, the legislature, and within political parties. Moving beyond studies of single countries and institutions, Contagious Representation presents original data from 159 democratic countries spanning 50 years, providing a comprehensive understanding of women in democracies worldwide. Despite impressive economic growth rates over the last decade, foreign aid still plays a significant role in Africa's political economies. This book asks when, why, and how foreign aid has facilitated, or hindered, democratization in sub-Saharan Africa. Instead of looking at foreign aid as a monolithic resource, the book examines the disparate impacts of aid specifically intended for development outcomes and aid explicitly aimed at democracy promotion. Careful attention is also given to examining the role of various aid modalities, including general budget support, and the influence of non-traditional donors. In doing so, the authors use a combination of cross-country quantitative analyses and in-depth case studies of Benin, Ghana, Malawi, Mali, Mozambique, Tanzania, and Zambia based on recent interviews with donors, government officials, and civil society organizations. Unlike other work on aid and democracy, the book carefully considers how foreign aid affects various elements of the democratization process, including transitions to multiparty systems and democratic consolidation. In terms of the latter, the authors analyse what role different types of aid play in avoiding a breakdown of multiparty democracy or an erosion of civil liberties, reinforcing parliaments and judiciaries, promoting free and fair elections and a vibrant civil society, and encouraging competitive party systems. Overall, the authors' findings suggest that the best means for enhancing the effectiveness of aid for development outcomes is not always the most optimal way of promoting democratic consolidation, and the book provides policy recommendations to try and reconcile these trade-offs.

Over the last two decades, the implosion of economies under the burden of debt, the negative repercussions of structural adjustment programs, the crisis of legitimacy, civil wars, and the collapse of some states have resulted in serious health issues across the African continent. Newly emerging diseases, such as Ebola virus and HIV/AIDS have killed and disabled millions. Some “old diseases,” such as yellow fever, tuberculosis, and polio have reappeared. Malaria, cholera, and meningitis continue to kill thousands. In many countries, the medical infrastructure has collapsed, while an increasing number of physicians and nurses have migrated to more hospitable places. Stigmatization of the affected people has exacerbated social and racial discrimination and has affected the implementation of national and international public health programs. The complexity of the situation requires an interdisciplinary approach. This collection, including contributions by historians, sociologists, anthropologists, and biologists, emphasizes the social and cultural contexts of African health, paying particular attention to the history of the colonial public health system and its legacy.

This title was first published in 2000: The continent of Africa is undergoing great change. While on the one hand there is talk of a re-awakening of Africa or Renaissance various countries in Africa are still plagued by poverty, intra- and interstate violence. In some countries the legacy of neo-colonialism and under development contributed to social strife and the potential criminalization of the State. This book addresses the topic of democratization and sustainable democracy in Africa against this background.

This work examines the interrelationship between governance and poverty alleviation in Africa and the impact of democratic reform on this relationship. There has been a new approach to the question of governance in Africa on the part of the international community. Economic aid and other forms of financial assistance are conditional on good governance. African states themselves in the New Partnership for African Development (NEPAD) have recognized good governance as a precondition to development. They have devised standards for economic and political governance. Democratic reform in Africa has been slow, difficult and at times painful. Nevertheless, sufficient time has passed to begin to assess what progress, if any, Africa has made in addressing the need for the consolidation of democratic reform and the resolution of considerable developmental challenges. Japan's post-war armed forces are a paradox, both embarrassing remnants of the past and valuable repositories of experience. This book charts the development of the Japan Self-Defense Forces (JSDF) from 1954 as both unorthodox military institutions and servants of a civil society that decries militarism. Investigating JSDF contributions to Japanese and global security, the evolution of such contributions during and after the Cold War, and their possible reconfiguration for Japan's security needs ahead, Garren Mulloy offers insight into the Forces' past, present and future.
