Based on the discussions and findings of a Council of Europe expert seminar meeting, held in Strasbourg in November 2002, as well as a literature review, this publication considers the complex and interrelated issues involved in irregular migration flows in Europe, including illegal migration, applications for and refusal of asylum, and traffic in human beings. It also considers possible options for improving reception and migration policy management in Europe. Conclusions drawn include that closing external borders or implementing strict migration policies in countries of transit or arrival are often ineffective, benefiting criminal networks whilst contributing to rising fears in host countries.

Irregular Migration in Europe contributes to our knowledge of the scale and nature of the much discussed but under-researched phenomenon of irregular migration in Europe, whilst improving our understanding of the dynamics of irregular migration and its relation to European societies and economies. Presenting a comparative analysis of the experiences and policies of different EU member states, this book draws on an extensive range of sources, many of which have so far been absent from English-language analyses, to offer an overall picture of irregular migration in twelve EU member states. This volume will be of interest to policy makers and researchers within the fields of migration, sociology and social anthropology, political science, European integration and European studies, political science and public administration.

Research has shown that the vast majority of children throughout Europe have experienced some form of corporal punishment. This publication considers how to raise public awareness against the use of corporal punishment, drawing on case studies of three successful public education campaigns in the UK, Poland and the United States. Issues considered include how to plan a campaign, target groups, and conducting media campaigns and local activities. It also includes three model questionnaires aimed at support services for children and families, for children and for professionals.

Migration-driven diversity means European cities are becoming increasingly superdiverse. Some European neighbourhoods have become places where newcomers arrive from across the world, speaking many different languages, from a range of socio-economic backgrounds and with diverse religious beliefs and practices, while living alongside long-established migrant and white European populations. This book focuses on what this increasing population diversity means for how people and local health and welfare service providers seek to address everyday health concerns – from minor and chronic conditions to acute and urgent problems. Using an innovative mixed-method approach crossing multiple disciplines and drawing together rich qualitative and robust quantitative data, this book offers unique insight into the complex and intricate actions, which often vary over space and time, implemented by both residents and care providers from eight superdiverse localities in four European countries, each with different health and welfare traditions. The book introduces the concept of welfare bricolage, using it as a mechanism to explore the structures and rationales underpinning need and actions, and how resources are connected across welfare regimes and borders and within locales. The book illustrates how, in the face of increasingly marketised, cash-strapped, restrictive and institutionally racist welfare states and healthcare regimes, individuals and service providers strive to address need. By focusing on welfare regimes, migration histories, everyday actions and resources within neighbourhoods, Exploring Welfare Bricolage in Europe’s Superdiverse Neighbourhoods offers a unique insight into what people and providers actually do when faced with health concerns. The book highlights the role of structure and agency and moves beyond conventional approaches that focus on specific groups or sectors to research health and welfare by looking at whole populations and entire welfare ecosystems. The book’s theoretical, methodological and empirical contributions will be of use to scholars, practitioners and policymakers interested in welfare, healthcare, diversity and migration.

This book argues that security and defense have never been true priorities in the European Union, and have constantly been marginalized by the elites since the Soviet Union collapsed and the Warsaw Pact disintegrated. Despite the official rhetoric, only a few tangible results can be presented concerning the operational readiness of European forces, and the EU’s inability to act was proven during the crises in the Balkans, NATO has experienced similar problems, as the majority of its members are EU countries. Both organizations have declared their resolve concerning the security and defense of their nations and territories, but, unfortunately, little has been done to lend these statements credence. In this context, the book analyzes several aspects of EU security and defense, including: the EU – NATO relationship, common defense policy and strategy, common capability building, common understanding of strategic changes, common operational planning and centrally synchronized exercises based on operational planning, etc. The member states have helped to make EU/NATO effective organizations, but unfortunately their individual interests and priorities constitute real challenges. This aspect should be discussed and addressed by political and military elites, scholars, analysts, students and the general public alike.

This book provides a critical analysis of irregular migration to Europe from a neo-Gramscian perspective. It demonstrates how the contemporary EU migration management regime came about within the context of a neoliberal hegemonic project, which in turn was advanced using neofunctionalist methods of integration. Relying on field research that was carried out in Bulgaria, Italy, Germany and Greece, the book also describes how European migration management is experienced by irregular migrants themselves. It suggests that the social purpose of migration management cannot be understood without assessing the experiences of the objects of migration regimes. The 2015 migration crisis revealed that large-scale migration has the potential to undermine some of the greatest achievements of the European integration project such as the Schengen system and open internal borders. This book shows that this fragility is the result of inherent contradictions within the neoliberal hegemonic project for the European Union. As such this book is an interesting read for academics, students, policy makers and all those working in international migration and European integration.
