The IPS-Nathan Lectures series was launched by the Institute of Policy Studies (IPS) in 2014. It is part of the S R Nathan Fellowship for the Study of Singapore. The Fellowship was set up to fund further research into public policy, with the S R Nathan Fellow, who is appointed annually, delivering between four and six lectures each year. These lectures aim to advance public understanding and discussion of issues of critical national interest.Ho Kwon Ping was the 2014/15 S R Nathan Fellow for the Study of Singapore. This book provides a detailed analysis of how governance in Singapore has evolved since independence to become what it is today, and what its prospects might be in a post-Lee Kuan Yew future. Firstly, it discusses the question of political leadership, electoral dominance and legislative monopoly in Singapore’s one-party dominant system and the system’s durability. Secondly, it tracks developments in Singapore’s public administration, critically analysing the formation and transformation of meritocracy and pragmatism, two key components of the state ideology. Thirdly, it discusses developments within civil society, focusing in particular on issues related to patriarchy and feminism, hetero-normativity and gay activism, immigration and migrant worker exploitation, and the contest over history and national narratives in academia, the media and the arts. Fourthly, it discusses the PAP government’s efforts to connect with the public, including its national public engagement exercises that can be interpreted as a subtler approach to social and political control. In increasingly complex conditions, the state struggles to maintain its hegemony while securing a pre-eminent position in the global economic order. Tan demonstrates how trends in these four areas converge in ways that signal plausible futures for a post-LKY Singapore.

New Chinese migration is a recent development that has just entered an initial phase. An overarching theme and conclusion across the sixteen chapters in this volume is that China’s policy towards Chinese migrants has changed from period to period, and it is still too early for us to determine if Beijing will continue to pursue the policy of luoye guigen (return to original roots) or will revert to one of luodi shenggen (sink into local roots). The various chapters also show that the profile, motivations and outlooks of xin yimin (new Chinese migrants) have become more diverse, while local reactions to these new migrants have become less accommodating with increasing nationalism.

Not much has been written about the private education sector in Singapore despite the fact that the sector houses about 300 private education institutions (PEIs) and enrolls about 150,000 students. Private Education in Singapore: Contemporary Issues and Challenges is an exciting book that aims to fill a gap in the literature. In the book, the author offers an extensive discussion on (i) the key elements of the sector — types and features of the PEIs, (ii) the regulatory framework for private education, (iii) students' aspiration and the impact of the ASPIRE report on PEIs, and (iv) the provision of external degree programme through transnational partnership. The book also tackles the hotly debated discussion in relation to academic quality and standard of PEI courses. The author identifies the reasons — some of them have more characteristics of a myth — and suggests a number of ways to overcome the issues and challenges.

Dr Noeleen Heyzer is the Institute of Policy Studies' 10th S R Nathan Fellow for the Study of Singapore. This book is an edited collection of her three IPS-Nathan Lectures, delivered in November and December 2021, and includes highlights of her question-and-answer segments with our audience.Dr Heyzer examines how Singapore can continue to contribute to multilateral governance amid 21st century global challenges. Highly dependent on multilateral governance, Singapore has to engage the region and contribute to the multilateral global order. Dr Heyzer highlights the need for Singapore to build a mindset of 'solidarity as self-interest', contribute to a normative future that is equitable, inclusive and sustainable, and rethink our current multilateral governance framework. Lim Siong Guan, Singapore's former Head of Civil Service (1999-2005) was the Institute of Policy Studies' 4th S R Nathan Fellow for the Study of Singapore. This book contains edited versions of the three IPS-Nathan Lectures he gave between September and November 2017, and highlights of his dialogue with the audience.Lim addresses the question, 'Can Singapore Fall?', by examining the state of Singapore today and proposing what Singapore and Singaporeans must do in order to prevent economic and social decline.
