Party systems are crucial elements for the functioning of political systems and representative democracies. With several European countries experiencing significant changes recently, it is necessary to update our knowledge. This volume analyses party system changes in Europe in the 21st century by considering several dimensions such as interparty competition, the cleavage structure, electoral volatility and the emergence of new actors. The book describes the principal continuities and changes in party systems in Europe; analyzes the main explanations for these trends; and assesses the impact of the crisis on the patterns observed. By considering a wide range of Western and Eastern European countries, and focusing on the ‘parameters’ of party system change, this book seeks to fill an important gap in the literature through a comparative analysis of the evolution of party systems in Europe over the last decades. This book offers a systematic and far-reaching account of party system institutionalization in Western Europe. Drawing upon a wide array of data and through a comparison of 20 countries from the end of WWII to 2019 across three arenas of party competition (electoral, parliamentary, and governmental ones), the empirical analysis shows that, over the past decade, the level of institutionalization in the Western European party systems has dramatically declined compared with previous decades. Electoral, parliamentary, and – in some cases – governmental instability and unpredictability have reached record-high levels. Although the impact of the 2008 Great Recession has certainly worked as a catalyst, this process of de-institutionalization has been mainly driven by long-term factors, such as cleavage decline and length of democratic experience. Moreover, its consequences are relevant not only for the relationship between parties and voters, but also for the very quality of democracy, as party system deinstitutionalization causes a decline in the citizens’ satisfaction of the way democracy works and even an erosion of the ‘objective’ democratic standards. In a nutshell, Western Europe, once seen as the land of stability and the cradle of democracy, may have become the land of party system deinstitutionalization and incipient democratic backsliding.

In recent years serious concerns emerged over the state of European democracy. Many democracy indices are reporting a year-on-year drift towards less liberal politics in the countries of the European Union. Polls regularly suggest that the voters are coming to question democratic norms more seriously than for many decades. Here, Richard Youngs assesses these risks as many analysts, journalists and politicians stressed the danger of Europe descending into an era of conflict, driven by xenophobic nationalism and nativist authoritarians slowly dismantling liberal democratic rights. In 2020, the Covid-19 pandemic has intensified these fears. There is another side of the democratic equation, however. Youngs argues that governments, EU institutions, political parties, citizens and civil society organisations have gradually begun to push back in defence of democracy. With each chapter, Youngs shows how many governmental, political and social actors have developed responses to Europe's democratic malaise at multiple levels. Europe's democracy problems have been grave and far-reaching. Yet, a spirit of democratic resistance has slowly taken shape. This book argues that the pro-democratic fightback may be belated, but it is real and has assumed significant traction with various types of democratic reform underway, including citizen initiatives, political-party changes, digital activism and EU-level responses.

This book analyzes how mainstream and new parties are building their digital platforms and transitioning from traditional (offline) organizations into the digital world. The authors present an innovative empirical exploration of the democratic consequences and technical challenges of the digitalization of party organizations from a comparative perspective. They provide an original account of how party digital platforms are regulated and used, and a crucial discussion of the main technological and democratic issues that political parties face in their digital transition. Further, the authors assess the consequences of these digitalization processes for political participation and party membership, as well as the impact on party organizational models and electoral campaign potential. Portuguese democracy is now celebrating its 50th anniversary. Portugal joined the European Union (EU) in 1986, but the enduring legacies of the country’s transition process from authoritarianism to democracy became apparent during the European sovereign debt crisis, when Portugal experienced its third bailout since the institutionalization of democratic government. Although the first decade after EU accession was one of slight growth and investment, Portugal’s economy has, in effect, been performing poorly since the beginning of the 21st century. Among the major changes in Portuga - as in much of Southern Europe - as a result of the ‘great recession’, was the emergence of important new actors, including populist parties, new social movements and the polarization of attitudes toward the EU. In some of these areas, the phrase ‘with the exception of Portugal’ was always present. This book explores the factors that might explain why this is no longer the case, presenting a global overview, with an interdisciplinary focus, of the processes of economic, social and political changes in Portuguese democracy since the 2008 economic crisis. The volume is accessible to a broad academic audience, with chapters examining economic, political, social and foreign policy issues, for scholars interested in an analysis of Portugal’s emergence from the economic crisis.

As the 21st century proceeds apace, Australia faces new and old challenges, both domestically and internationally. This book explores the argument that Portugal has been an exception to the trend of political upheaval and electoral instability across Southern Europe following the financial crisis and the bailout period. It does so by mapping and exploring in-depth three key dimensions: the governmental arena, the party system and citizens’ political attitudes. The five chapters in this edited volume show that a number of factors combine to make Portugal not only a very stimulating case study, but also an exception within the South European panorama: the stability of its party system, and that of the mainstream parties’ electoral support in particular; the quick recovery of political attitudes after the end of the bailout period (2011-2014); the absence of competitive populist challengers until 2019, despite high levels of populist attitudes amongst the citizenry; the successful and stable union between anti-austerity parties supporting the socialist government (dubbed the ‘Contraption’) and its adoption of an ‘austerity by stealth’ model. Party System Closure maps trends in interparty relations in Europe from 1848 until 2019. It investigates how the length of democratic experience, the institutionalization of individual parties, the fragmentation of parliaments, and the support for anti-establishment parties, shape the degree of institutionalization of party systems. The analyses presented answer the questions of whether predictability in partisan interactions is necessary for the survival of democratic regimes and whether it improves or undermines the quality of democracy. The developments of party politics at the elite level are contrasted with the dynamics of voting behaviour. The comparisons of distinct historical periods and of macro-regions provide a comprehensive picture of the European history of party competition and cooperation. The empirical overview presented in the book is based on a novel conceptual framework and features party composition data of more than a thousand European governments. Party systems are analysed in terms of poles and blocs, and the degree of closure and of polarization is related to a new party system typology. The book demonstrates that information collected from partisan interactions at the time of government formation can reveal changes that characterise the party system as a whole. The empirical results confirm that the Cold War period (1945-1989) was exceptionally stable, while the post-Berlin-Wall era shows signs of disintegration, although more at the level of voters than at the level of elites. After three decades of democratic politics in Europe (1990-2019), the West and the South are looking increasingly like the East, especially in terms of the level of party de-institutionalization. The West and the South are becoming more polarised than the East, but in terms of parliamentary fragmentation, the party systems of the South and the East are converging, while the West is diverging from the rest with its increasingly high number of parties. As far as our central concept, party system closure, is concerned, thanks to the gradual process of stabilization in the East, and the recent de-institutionalization in the West and South, the regional differences are declining.
