Portuguese democracy is now celebrating its 50th anniversary. Portugal joined the European Union (EU) in 1986, but the enduring legacies of the country’s transition process from authoritarianism to democracy became apparent during the European sovereign debt crisis, when Portugal experienced its third bailout since the institutionalization of democratic government. Although the first decade after EU accession was one of slight growth and investment, Portugal’s economy has, in effect, been performing poorly since the beginning of the 21st century. Among the major changes in Portuga - as in much of Southern Europe - as a result of the ‘great recession’, was the emergence of important new actors, including populist parties, new social movements and the polarization of attitudes toward the EU. In some of these areas, the phrase ‘with the exception of Portugal’ was always present. This book explores the factors that might explain why this is no longer the case, presenting a global overview, with an interdisciplinary focus, of the processes of economic, social and political changes in Portuguese democracy since the 2008 economic crisis. The volume is accessible to a broad academic audience, with chapters examining economic, political, social and foreign policy issues, for scholars interested in an analysis of Portugal’s emergence from the economic crisis.

This handbook provides an overview of developments in the youth mobility and migration research field, with specific emphasis on movement for education, work and training purposes, encompassing exchanges sponsored by institutions, governments and international agencies, and free movement. The Routledge Handbook of Political Communication in Ibero-America addresses the relationship between communication, politics, and digital technologies in Latin American and the Iberian Peninsula, a geographical space linked by social, cultural, and linguistic aspects. In recent years, digital media have been central in the dialogue established by political parties, institutions, the media, and citizens. In this hybrid space emerged certain phenomena that are of interest, particularly in the Ibero-American landscape, including disinformation and fake news, protests on social media, the organization of social movements, the relationship between the press and the state, political participation, populism, the role played by emotions and memes, the impact of AI and platformization on politics, and topics of debate in the public sphere. Over the past fifteen years Portugal has promoted several changes in the access of immigrants to family reunification that were interlinked with a significant progress in terms of integration policies. This report analyses the practice of the law, highlighting the hurdles and challenges that immigrants might face during the family reunification process in Portugal. The contact with immigrants, NGOs representatives, policymakers, lawyers and mediators helped to understand this reality. This study was developed between 2011 and 2013 for the project “Family reunification: a barrier or facilitator of integration?”, co-funded by the European Integration Fund, Directorate B: Immigration and Asylum Unit, DG Home Affairs, of the European Commission.

Following the outbreak of the international financial crisis, Southern Europe became an epicentre of economic instability and international concern. The prospect of a sovereign debt default in the eurozone’s ‘flaky fringe’ sent shock waves through the European and global economies. Examining the crucial initial phase, when the financial crisis was just beginning to spill over into the real economy, the volume surveys the impact of the September 2008 Lehman Brothers’ collapse across the EU’s southern periphery. The six South European eurozone members – Italy, Greece, Spain, Portugal, Cyprus and Malta – are viewed in comparative perspective with EU candidate state and non-eurozone member, Turkey. In an era before the spectacular EU/IMF bailouts, the picture that emerges is one of national differentiation, illuminating these countries’ different starting points and varying policy responses in the face of the gathering financial storm. This book examines the waves of protest that broke out in the 2010s as the collective actions of self-organized publics. Drawing on theories of publics/counter-publics and developing an analytical framework that allows the comparison of different country cases, this volume explores the transformation from spontaneous demonstrations, driven by civic outrage against injustice to more institutionalized forms of protest. Presenting comparative research and case studies on e.g. the Portuguese Generation in Trouble, the Arab Spring in Northern Africa, or Occupy Wall Street in the USA, the authors explore how protest publics emerge and evolve in very different ways – from creating many small citizen groups focused on particular projects to more articulated political agendas for both state and society. These protest publics have provoked and legitimized concrete socio-political changes, altering the balance of power in specific political spaces, and in some cases generating profound moments of instability that can lead both to revolutions and to peaceful transformations of political institutions. The authors argue that this recent wave of protests is driven by a new type of social actor: self-organized publics. In some cases these protest publics can lead to democratic reform and redistributive policies, while in others they can produce destabilization, ethnic and nationalist populism, and authoritarianism. This book will help readers to better understand how seemingly spontaneous public events and protests evolve into meaningful, well-structured collective action and come to shape political processes in diverse regions of the globe.

Primary elections for choosing party leaders and candidates are now becoming commonplace in Europe, Asia and America but questions as to how much they hinder a party’s organizational strength and cohesion or affect electoral performance have largely been ignored outside of the USA. Party Primaries in Comparative Perspective gives a much-needed conceptualization to this topic, describing the function and nature of primary elections and providing a comparative analytical framework to the impact of primaries on the internal and external functioning of political parties. Elaborating on the analytical tools developed to study the US experience this framework engages with primary elections in Europe and Asia offering a theoretical, comparative and empirical account of the emergence of party primaries and an invaluable guide to internal electoral processes and their impact.

This open access book offers a comparative overview on Portuguese emigration in Europe and outside the EU in times of recession. It looks at Portuguese emigrants who, after the crisis of 2008, moved both intra-EU, such as UK, France, Switzerland, Germany and Spain, but also into countries with historical links, such as the USA and Canada, and to Portuguese speaking countries such as Brazil, Angola and Mozambique, as well as the processes of return. In addition to the dynamics of movement, the book provides an in-depth analysis of the heterogeneity of this emigration. It deepens the multifaceted identities concerning social and professional pathways among highly skilled and less skilled emigrants. The labour market continues to be the main regulatory force of Portuguese emigration, which helps to explain the outflow and the processes of settlement and return. Nonetheless, this book demonstrates that non-economic factors have likewise been of great importance in the decision to emigrate. As such this book will be a valuable read to policy makers, students and scholars in migration.

This book explains how banking institutions in Portugal were able to maintain their strength and solubility while undergoing a demanding Program of Financial Assistance from the International Monetary Fund, the European Central Bank and the European Commission from May 2011 and May 2014.
